Abstract:
Peacekeeping is as old as the United Nations (UN). For many decades, it consisted essentially of the interposition of lightly armed troops to act as neutral observers of a truce or a peace agreement. The end of the Cold War opened a new chapter in the history of peacekeeping. Peacekeeping operations have expanded dramatically in the last two decades and are now multidimensional, with complex mandates in increasingly difficult, and often dangerous, environments.

16892. The European Commission in the 21st Century. Core Beliefs on EU Governance

Abstract:
What lives in the European Commission at the beginning of the 21st Century? This paper charts Commission officials' views on the governance, ideological direction, and policy scope of the European Union, employing data from a large survey conducted in Autumn 2008. First, the Commission is not a hothouse for supranationalism. True, supporters of a supranational Union with the College of Commissioners as the government of Europe and member states in the back seat are the largest minority, but they are outnumbered two-to-one by state-centric, pragmatist, and ambivalent officials. There are striking differences in distribution by nationality, gender, and department. Second, where do Commission officials stand on ideology? The answer is that the Commission is broadly representative of European societies, at least on traditional economic left/right issues, though decidedly more socio-liberal. Ideological views are not randomly distributed across services, with social DGs significantly more social-democratic than DGs handling market integration. Officials from new member states are more market-liberal than their 'western' colleagues. Finally, are Commission officials indeed bureau-maximizers? We find that, on the whole, Commission officials want more EU authority in the eleven policy areas that we asked them to evaluate, but their desire to centralize is selective and measured. It seems driven by functional imperatives – centralization where scale economies can be reaped – and by values and ideology rather than by a generalized preference for maximal Commission power. In short, the bureaucratic politics argument has been overstated.

Abstract:
This paper suggests that the basic distinction between federal and unitary government has limited as well as served our understanding of government. The notion that variation in the structure of government is a difference of kind rather than degree has straight-jacketed attempts to estimate the authority of intermediate government. One result has been the claim that a country\'s footprint, not its population, is decisive for government. Analyzing data for 39 countries since 1950, and comparing our own findings with those of alternative measurements, we find evidence for the causal effect of population. This can be theorized in terms of a trade-off between responsiveness to soft information and per capita economies in public good provision.

16894. "Mixed Signals" Still? The EU's Democracy and Human Rights Policy Since the Outbreak of the Arab Spring

Abstract:
For the last two decades, the EU has sent mixed signals concerning democracy and human rights to its Mediterranean neighbourhood. Has this changed since the outbreak of the Arab Spring? After observing the EU's response to the revolutions in two key countries, Tunisia and Egypt, this paper finds that signalling to Tunisia has become more coherent, while it remains ambiguous towards Egypt - a trend reinforced by US foreign policy in the region. In order to send a coherent message, the EU has to outline more concretely, what are the benchmarks and rewards for progress. For signalling to be effective, bilateral and multilateral dialogues are key. While bilateral dialogue platforms do exist, they should meet more frequently and at the highest levels. A multilateral dimension is conspicuously missing in the array of instruments set up by the EU in response to the Arab Spring, but would be crucial not only in order to understand the different democracy languages spoken, but notably also to anchor reform and set regional standards for it.

Abstract:
As Azerbaijan celebrates its 20th anniversary of independence, democratic development remains a key challenge facing the country. Despite the fact that Azerbaijan successfully coped with immediate problems such as poverty reduction and economic and political stability, the need to reform the public administration and decentralize governance has become particularly urgent. The main problems, however, remain the same: low public trust in institutions, the absence of a democratic political culture and the lack of bridging social capital. In this regard, the assistance of the Transatlantic Community is necessary. The European Union and the United States should pursue a developmental approach to democracy promotion in Azerbaijan, which has higher chances to succeed than a more explicitly political approach, considering the weak institutional capacity in the country.

The Constitutional Affairs Committee is currently reviewing the European Parliament's Rules of Procedure to increase the effectiveness, transparency and inclusiveness of first-reading agreements under co-decision. This CEPS Policy Brief takes a stand as to which rules should be adopted to achieve these objectives. Given the steep rise of early agreements and Parliament's role as a guarantor of EU legitimacy, we place a premium on inclusiveness and transparency. The rules suggested are designed to maintain efficiency for technical proposals, facilitate effective decision-making on urgent files and increase the overall legitimacy of legislative decision-making in the EU.

One of the major problems of the eurozone is the divergence of the competitive positions that have built up since the early 2000s. This divergence has led to major imbalances in the eurozone where the countries that have seen their competitive positions deteriorate (mainly the so - called ' PIIGS ' – Portugal, Ireland, Italy, Greece and Spain ) have accumulated large current account deficits and thus external indebtedness, matched by current account surpluses of the countries that have improved their competitive positions (mainly Germany).

Abstract:
Lax financial conditions can foster credit booms. The global credit boom of the last decade led to large capital flows across the world, including large movements of resources from the Northern countries of the euro area towards the Southern part. Since the start of the crisis and more markedly after 2009, these flows have suddenly stopped, creating severe adjustment pressures. This paper argues that, at this point, the common monetary policy can only try to mitigate the unavoidable adjustment by maintaining overall financial stability. The challenge is to strike a delicate balance between providing liquidity for solvent institutions while keeping the overall pressure on for a rapid correction of the imbalances.

Spain faces high unemployment and slow growth. This paper focuses on an important source of those problems, namely its housing market. While some adjustment has occurred since Spain's housing bubble burst in 2008, the authors find that house prices and construction need to decrease more to slow Spain's unsustainable accumulation of foreign debt.

16900. The Philippines: Local Politics in the Sulu Archipelago and the Peace Process

Abstract:
Politics in the Sulu archipelago could be an unforeseen stumbling block for a negotiated peace with the Moro Islamic Liberation Front (MILF) in the southern Philippines. So far the presumed spoilers have been Christian settlers, conservative nationalists, and recalcitrant members of the other insurgency in the Muslim south, the Moro National Liberation Front (MNLF). The islands off the coast of Mindanao have been all but forgotten. But the provincial governors of Basilan, Sulu and Tawi-Tawi, although Muslim, are wary of any agreement that would allow the MILF, dominated by ethnically distinct groups from Central Mindanao, to extend its sway and jeopardise the patronage system they enjoy with Manila. The challenge for the government of President Benigno Aquino III is to find a way to offer more meaningful autonomy to the MILF and overcome differences between the MILF and MNLF without alienating powerful clan leaders from the Sulu archipelago with a capacity to make trouble.
