Abstract:
Normative ideals for 'good water management' have proliferated the last twenty years. However, evidence of effective implementation is scarce. This paper analyzes cases from India, the Mekong and Denmark where attempts have been made to translate water management ideals into practice. The purpose is to demonstrate the importance of politics and power for water management processes and their outcomes. The concept of social learning is applied in order to understand the dynamic interplay between actors, institutions and power in the political processes involved. It is argued that the political economy of water tends to vest the stronger stakeholders with an interest in upholding the status quo. Consequently, social learning typically centers on the 'low lying fruits' that does not challenge the prevailing distribution of resources. The authors, Kurt Mørck Jensen, Rane Baadsgaard Lange, and Jens Christian Refsgaard argue that strategic approaches looking outside the 'water box' are necessary to foster deeper changes in water resources management in both developing and developed countries.

16242. The Kenyan Military Intervention in Somalia

Abstract:
The decision in October 2011 to deploy thousands of troops in Somalia's Juba Valley to wage war on Al-Shabaab is the biggest security gamble Kenya has taken since independence, a radical departure for a country that has never sent its soldiers abroad to fight. Operation Linda Nchi (Protect the Country) was given the go-ahead with what has shown itself to be inadequate political, diplomatic and military preparation; the potential for getting bogged down is high; the risks of an Al-Shabaab retaliatory terror campaign are real; and the prospects for a viable, extremist- free and stable polity emerging in the Juba Valley are slim. The government is unlikely to heed any calls for a troop pullout: it has invested too much, and pride is at stake. Financial and logistical pressures will ease once its force becomes part of the African Union (AU) mission in Somalia (AMISOM). But it should avoid prolonged “occupation” of southern Somalia, lest it turn local Somali opinion against the intervention and galvanise an armed resistance that could be co-opted by Al-Shabaab, much as happened to Ethiopia during its 2006-2009 intervention.

This study argues that the spread of violent extremism cannot be fully understood as an ideological or social phenomenon, but must be viewed as a process that integrates the two forces in a coevolutionary manner. The same forces that make an ideology appealing to some aggrieved group of people are not necessarily the same factors that promote its transfer through social networks of self ‐ interested human beings.

The Pacific is receiving a fair share of attention today from many quarters. Even as the parade of economic consultants continues, others are coming to explore concerns that have more recently claimed the attention of western nations. These concerns cover a broad range, including food security, global warming, elimination of illegal drug traffic in the region, prevention of AIDS or even drug-resistant tuberculosis, protection from spouse abuse, and public-school improvement. These are legitimate interests, but none of them addresses the central concern that vexes each of the island nations of Micronesia, and perhaps the islands elsewhere in the Pacific: How will the country grow its economy to ensure its survival in the future?

Over the past fifty years, Japan has developed one of the most advanced commercial nuclear power programs in the world. This is largely due to the government's broad repertoire of policy instruments that have helped further its nuclear power goals. These top-down directives have resulted in the construction of 54 plants and at least the appearance of widespread support for nuclear power. By the 1990s, however, this carefully cultivated public support was beginning to break apart. And following the earthquake and tsunami of March 2011 and resulting nuclear crisis in the Fukushima nuclear complex, the political and social landscape for energy in Japan has been dramatically altered. The crisis has raised and reinforced environmental concerns and health fears, as well as skepticism about information from government and corporate sources. A civil society that for decades has appeared weak and nonpartcipatory has awakened and citizens are carrying out bottom-up responses to the accident, effecting change with grassroots science and activism.

16246. Indonesia: The Deadly Cost of Poor Policing

Abstract:
Indonesian communities are increasingly turning to violence to retaliate against the police for abuses, real or perceived. Some 40 attacks on police stations and personnel since August 2010 are clear evidence that community policing, the centrepoint of the police reform agenda, is not working; police are too quick to shoot, usually with live ammunition; and little progress has been made toward police accountability. In the absence of urgent reforms and mechanisms to address local grievances, public hostility is likely to grow. Police are supposed to be helping prevent conflict but too often they are contributing to its outbreak.

Abstract:
For the first time in at least two decades of reporting the worldwide cost of living survey Zurich sits atop the ranking as the world's most expensive city. An index swing of 34 percentage points pushed the Swiss city up 4 places compared to last year to overtake Tokyo which remains in 2nd place. Geneva, the other Swiss city surveyed saw a 30 percentage point rise in the cost of living to move up six places into joint third alongside Osaka.

In february 9, 2012, al-Qa`ida leader Ayman al-Zawahiri announced the merger of the Somali militant group al-Shabab and “Qa`idat al-Jihad,” the name he has used since at least 2005 to designate the group otherwise known as al-Qa`ida. This merger is significant because it materialized only after two key people had been eliminated, namely Usama bin Ladin in May 2011 and Fadil Harun (also known as Fazul Abdullah Mohammad) in June 2011. According to media reports, Harun was shot and killed by Somali government forces when he and his companion, Musa Husayn, refused to stop at a checkpoint in Mogadishu.

16249. Emerging Infectious Disease Surveillance in Southeast Asia: Cambodia, Indonesia, and the Naval Area Medical Research Unit 2

Abstract:
Emerging infectious diseases (EIDs) pose international security threats because of their potential to inflict harm upon humans, crops, livestock, health infrastructure, and economies. The following questions stimulated the research described in this paper: What infrastructure is necessary to enable EID surveillance in developing countries? What cultural, political, and economic challenges stand in the way of setting up such infrastructure? And are there general principles that might guide engagement with developing countries and support EID surveillance infrastructure? Using the U.S. Naval Area Medical Research Unit No. 2 as common denominator, this paper compares barriers to EID surveillance in Cambodia and Indonesia and presents key factors—uncovered through extensive interviews—that constrain disease surveillance systems. In Cambodia, the key factors that emerged were low salaries, poor staff and human resources management, the effect of patronage networks, a culture of donor dependence, contrasting priorities between the government and international donors, and a lack of compensation for animal culling. The Cambodian military has also played a part. The government ceased a merit-based salary supplement scheme for civil servants after the military is alleged to have demanded similar pay incentives that donors had no interest in funding. In Indonesia the key issues emerging as barriers to effective surveillance include poor host-donor relationships, including differing host-donor priorities and a misunderstanding of NAMRU-2 by Indonesian authorities; low salaries; a decline in the qualifications of personnel in the Ministry of Health; poor compensation for animal culling; and difficulties incentivizing local-level reporting in an era of decentralization. As the interviews with in-country practitioners revealed, low levels of development in general are the main impediments to building EID surveillance infrastructure and are perhaps beyond the scope of health and scientific agencies at this point. Nevertheless, promoting greater understanding of these issues is a critical first step in mitigating negative outcomes.

16250. Pharmaceutical Price Regulation: Macro-Level Evidence from China between 1997 and 2008

Abstract:
This paper uses macro-level data between 1997 and 2008 to evaluate the effects of China's pharmaceutical price regulations. We find that these regulations had short-run effects on medicine price indexes, reducing them by less than 0.5 percentage points. The effects could have been slightly reinforced when these regulations were imposed on more medicines. However, these regulations failed to reduce household health expenditures and the average profitability of the pharmaceutical industry, and firms on the break-even edge were worse off. Finally, although these regulations have no significant effects on the price of substitutes or complements for medicines, they increased expensive medicine imports.
