The Muttahida Qaumi Movement (MQM) plays a pivotal role in the current coalition government that presides over Pakistan. Indeed, the period 2002-2011 has shown that a lack of support from the MQM can threaten Islamabad to the point of dissolution. However, the MQM has not always enjoyed this lofty status.
In April 1986, the Reagan administration, with the support of the Thatcher administration in the United Kingdom, bombed several targets within Libya as retaliation for Libyan terrorism that they believed had begun to challenge essential U.S. security interests. Although the stated goal was to change Libya's behavior and reduce its incentives for supporting terrorism, senior leaders and policymakers were quick to declare victory based on military success in striking the targeted sites. Libya's subsequent support for the bombing of Pan Am Flight 103, which came down over Lockerbie, Scotland, in 1988, and the bombing of the Union de Transports Aériens (UTA) Flight 772 in Africa, taken down over Niger in 1989, provide meaningful rebuttals to claims that the 1986 action succeeded in preventing Libyan support for terrorism.
Participation banking, a moniker for financial practices structured in accordance with Islamic law, has not traditionally made up a large segment of Turkey's finance sector due to the country's secular tradition since the start of the modern Republic in 1923. However, participation banking has grown in recent years because of more permissible public attitudes, decreased trust in the conventional banking sector after financial crises in 2001 and 2008, and the desire to attract capital from the Gulf region. As a result, the current government, led by the Justice and Development Party (AKP), has sought to shape a regulatory framework for participation banking in line with the country's changing sensibilities towards the role of religion in public life. This has developed in conjunction with an expansion of Islamic finance in the global economy more generally.
Sino-Iranian economic ties have grown increasingly robust over the past 40 years despite efforts by the international community to strengthen the diplomatic and economic isolation of Iran vis-à-vis an ever-intensifying sanctions regime. As other nations retreat from their interactions with Iran, China benefits from consistent access to its oil and gas reserves in an environment of minimal international competition. Through this relationship, Iran finds a market for its vast oil and gas assets, as well as a partner through which to obtain support for infrastructure projects. It also benefits from importing China's refined gasoline for internal consumption, as Iran does not possess the internal capacity to produce refined petroleum in sufficient quantities to meet internal demand.
Over the past two decades democratic processes have strengthened in Latin America and the Caribbean following decades of authoritarian rule. The region faces no major external military threat and—other than a limited number of unresolved border disputes—relations between neighbouring states are peaceful. Nonetheless, military expenditure and arms acquisitions have increased significantly in recent years. These developments have sparked fears about their potential impact on regional stability as well as the possibility of a regional arms race developing. In addition, questions have been asked as to whether the increase in spending has been made at the expense of the social needs of the citizens of Latin America and the Caribbean. In this context, governments in the region have renewed efforts to improve the levels of transparency of their military spending and arms acquisitions.

Abstract:
The idea of a natural duty of justice expresses our cosmopolitan duty to ensure that everyone's human rights are institutionally protected and promoted. The state system is one way to specify this duty: Within a moral division of labor, states have an obligation to protect their citizens' human rights, and the community of states as a whole has subsidiary obligations if states fail to do so. In areas of limited statehood, however, both the remains of the state and the international community often do not fulfill their obligations. Without relieving them of their obligations, this raises the question as to whether it is possible to assign human rights obligations to non-state actors operating in areas of limited statehood, such as TNCs or NGOs. Our core argument is that these non-state actors do indeed have specific human rights obligations, which can be specified by examining their special relations to their social environment. Making use of criteria prominent in the global justice debate, we propose to distinguish four types of special relations: membership, cooperation, negative impact, and power. The relation between a non-state actor and society, then, determines the social scope of its human rights obligations.

Despite the hyperbole surrounding it, the proposal to roll back the DoD budget plan for 2013-2017 by $260 billion, asserted by Defense Secretary Panetta last fall, doesn't amount to much of a reduction from recent spending levels – about 4 percent in real terms. The roll back does appear more significant when measured against the administration's earlier spending plans for 2013-2017. But that's only because those earlier plans had aimed to continue the real growth in the Pentagon's base budget that had been underway since 1998.

Dilma Rousseff took over the presidency of Brazil a year ago. Her government's policy has been marked by a general continuity of the directions set during President Luiz Inacio Lula da Silva's tenure (2003–2010). The largest Latin American country keeps growing economically and improving in social indicators, and at the same time is gaining ground as an increasingly influential global player.

This paper aims to take stock of global efforts towards financial reform since the start of the financial crisis in 2007–08, and to provide a synthetic (if simplified) picture of their status as of January 2012. Underlying dynamics are described and analyzed both at the global level (particularly G-20, IMF, and FSB) and in individual jurisdictions, as well as the impact the crisis has had on these regions. The possible next steps of financial reform are then reviewed, including: the ongoing crisis management in Europe, the new emphasis on macroprudential approaches, the challenges posed by globally integrated financial firms, the implementation of harmonized global standards, and the links between financial systems and growth.
