1461. Annexation of Crimea from the Perspective of Offensive Realism | Ofansif Realizm Bağlamında Kırım’ın İlhakı

Abstract:
The main purpose of this study is to understand what motives the Russian Federation, a regional power, uses military force against its neighbor, Ukraine, and annexes Crimea. As a result of the literature review conducted for this purpose, this approach of Russia was generally interpreted from two different theoretical perspectives. Some of the critics evaluated Russia's attitude during the crisis process under the name of defensive realism, while the other group, on the contrary, evaluated Russia's attitude under the name of offensive realism. The work is addressed in the context of these two theories, with a deductive approach. The great powers do not refrain from using hard power when it comes to their security. The answer has been searched to the arguments that the Revisionist movement that Russia displayed in this crisis was caused by international developments rather than domestic political developments and that there is no sanctioning power against the great powers that have become a chronic problem of international law. When the relevant study concluded, and the previous crisis experiences of Russia taking in the consideration, it is observed that Russia has similar characteristic features in this crisis as well. It has been concluded that Russia has not been able to get rid of the sense of the siege it experienced during the Cold War and has pursued aggressive policies when it feels such a threat in its nearby geography. On the other hand, what happened in Crimea has clearly shown that the great powers do not refrain from using force and ignoring international law when it comes to their benefits and security. | Bu çalışmanın temel amacı, bölgesel bir güç olan Rusya Federasyonu’nun, komşusu olan Ukrayna’ya karşı hangi saiklerle askeri güç kullandığı ve Kırım’ı ilhak ettiğidir. Bu amaç doğrultusunda yapılan literatür çalışması sonucunda, Rusya’nın bu yaklaşımı genel olarak iki farklı teorik perspektiften yorumlanmıştır. Düşünürlerin bir kısmı Rusya’nın kriz sürecindeki tutumunu defansif realizm bağlamında değerlendirmekteyken diğer grup ise tam aksine Rusya’nın tutumunu ofansif realizm bağlamında ele almışladır. Çalışma, bu iki teori bağlamında, tümdengelimci bir yaklaşımla ele alınmıştır. Büyük güçler, güvenlikleri söz konusu olduğunda sert güç kullanmaktan kaçınmamaktadırlar. Rusya’nın bu krizde sergilemiş olduğu revizyonist hareketin, iç politik gelişmelerden ziyade uluslararası gelişmelerden kaynaklandığı ve uluslararası hukukun kronik sorunu haline gelen büyük güçlere karşı bir yaptırım gücünün olmadığı argümanlarına cevap aranmıştır. İlgili çalışma sonuçlandığında, Rusya’nın geçmişte yaşadığı krizler de ele alındığında, bu krizle benzer karakteristik özelliklere sahip olduğu gözlemlenmiştir. Rusya’nın, Soğuk Savaş dönemi yaşadığı kuşatılma algısından kurtulamadığı ve yakın coğrafyasında bu şekilde bir tehdit hissettiği zaman saldırgan politikalar izlediği sonucu varılmıştır. Öte yandan Kırım’da yaşananlar, büyük güçlerin kendi menfaatleri ve güvenlikleri söz konusu olduğunda güç kullanmaktan ve uluslararası hukuku hiçe saymaktan kaçınmadıklarının açıkça göstermiştir.

Abstract:
The 20th century has been regulated with a conservative principle due to the fact that states could not be able to solve their national and international problems on their own, and therefore should embrace the concept of global cooperation. That is the reason why state sovereignty has been the subject of many discussions until today. When peace emerged as a human right in the form of solidarity, it was taken into consideration in the literature together with the concept of humanitarian intervention. Furthermore, after that, its validity was discussed in the context of state sovereignty. While all these discussions are taking place, many philosophers/academics, who focus on the problematic of state right or human right and whose ideas evolve to peace studies over the inevitability of wars and reach a stalemate between the subject or state over the right of intervention, bring the old concepts back to the agenda and produce new ideas for the new order. Based on the question of whether peace should be in the system or within the nation, the main problematic in this era is whether a society that includes the entire universe or a system in which the sovereignty principles of states will continue and whether a system, in which wars are also possible, will be accepted as "right" by the subject. | 20. yüzyıl devletler için ulusal ve uluslararası sorunlarını tek başlarına çözemeyecekleri ve bu nedenle küresel işbirliğine yanaşmaları düzleminde muhafazakar ilkeyle düzenlenmiş ve günümüze kadar geçen sürede devlet egemenliği birçok tartışmaya konu olmuştur. Barış, dayanışma türünde bir insan hakkı olarak ortaya çıktığında literatürde insani müdahale kavramı ile birlikte ele alınmış ve sonrasında devlet egemenliği bağlamında geçerliliği tartışılmıştır. Tüm bu tartışmalar yaşanırken devlet hakkı mı insan hakkı mı sorunsalına odaklanan ve savaşların kaçınılmazlığı üzerinden barış çalışmalarına evrilen ve müdahale hakkı üzerine özne mi devlet mi çıkmazında kalan birçok düşünür, eski kavramları yeniden gündeme taşımakta ve yeni düzene yeni düşünceler üretmektedir. Barışın sistemde mi ulusta mı olması gerektiği sorusu üzerinden hareketle ana sorunsal, bu çağda tüm evreni içine alacak bir toplumun mu yoksa devletlerin egemenlik ilkelerinin devam edeceği ve savaşların da olası olduğu bir sistemin mi özne tarafından doğru kabul edileceğidir.

1463. Preparing for a Looming Water Crisis: Lessons Learned from COVID-19 in the Middle East and North Africa Countries

Abstract:
The challenge of water security is growing globally. Achieving and sustaining water security, in both developed and developing countries, is likely to increase in complexity and priority as climate change intensifies, but also as the demands of economic growth increase. For most MENA countries that were already facing water security and major social, health and economic challenges before COVID-19, this additional pressure is particularly excruciating. Like COVID-19 and climate change, water scarcity in MENA is a global problem that requires collective action. There is no more urgent time to address the MENA’s water crisis than now, when people are constantly being reminded to use water to combat the spread of the virus. The Arab world appears to have averted significant health impacts from COVID-19, possibly shielding to a certain extent its health sector, however other sectors are at risk of collapsing, as the region is on the brink of an even more devastating water crisis. Drawing on countries’ responses to the outbreak and on unique traits and issues typical to the region, this policy paper discusses COVID –19 and the MENA and explores lessons learnt from the pandemic, in light of the upcoming water crisis in the MENA. It examines the issues of inequality and regional cooperation. It argues that fostering innovation for resilience is crucial in the absence of strong institutional response or capacity of governments, while also tackling critical ways to address and prepare for increasing water scarcity in the region. Finally, the paper provides policy recommendations that represent fundamental requirements for sustainable water development in the MENA countries.

1464. Key Issues in the Myanmar November 2020 Elections

Abstract:
On 8 November 2020, Myanmar will hold its second election since the country’s gradual liberalization began. Despite presenting itself as a force for liberal democracy five years ago, the National League for Democracy (NLD) has demonstrated its unwillingness to commit itself to the protection of civil freedoms and the expansion of federal governance. It has fallen short of campaign promises by failing to enact meaningful constitutional change, improve economic performance, and address the protracted peace process. Notably, the government has created a climate that represses dissidents and undermines ethnic pluralism. Yet, the NLD’s support base remains strong, in part as a result of Aung San Suu Kyi’s continued ability to appeal to a Bamar-majority voter base by opposing the military cronyism of past and rooting herself in ethno-nationalist values, as witnessed in her decision to respond to charges of genocide at the International Court of Justice at the Hague. As a result, the NLD’s continued dominance over the Union Solidarity Development Party (USDP) is expected to continue. In the ethnic states, the situation is different—here, the ethnic political parties are expected to make gains on the NLD, as their recent merging place them well to take advantage of anti-NLD sentiment that has grown within ethnic minorities over the years because of the NLD’s perceived Bamar-centric governance. In addition, a lack of trust in the Union Elections Commission and complications due to covid-19 are significant sources of risk in the running of the 2020 election.

Abstract:
To advance education in lowermiddle-income countries, official donors and multilateral development banks must increase their financial support to address the financial gap. Specific recommendations: • Expand the use of innovative development financing solutions. • Expand the use of innovative aid solutions. • Multilateral development banks to increase financing volumes and to strengthen efforts to maximize financial additionality and private capital mobilization. • Review the classification of LICs and LMICs. • Increase domestic budget allocation. Implementing the recommendations require coordinated efforts of all stakeholders. In addition, it is paramount that lower-middleincome countries design and fully implement effective long-term education programs and systems. Benchmarking and feedback must be constant, prompting sustained improvement and the adoption of international best practices.

Abstract:
The reflections made in this writing, bring to discussion the importance of transnational law, in the face of the occurrence of the current pandemic. From this, considerations are made about the transnational law produced by the WHO against Covid-19. Also, an analysis is made of the central categories and their relationship with the prefix ‘trans-’ and transnational law. Subsequently, the WHO is discussed, its emergence and performance in the elaboration of a transnational legal framework to be considered when internalizing its guidelines by each Member State. In the context of final considerations, it is emphasized, in addition to the importance that should be attributed to transnational law that the work of the WHO, as a transnational actor, practices materialized acts such as transnational law, both in terms of guidance and in connection with public health matters. The methodology used was based on the inductive method, using the bibliographic research.

Abstract:
New technologies have opened several risks to safety of journalists. More importantly, in the state of emergency caused by the Covid-19 outbreak, journalists and media actors have shifted their activities online more than ever, which also made them more prone to digital threats and attacks. In some regimes there are even organized intimidation campaigns against political opponents causing chilling effect and self-censorship, and jeopardizing freedom of expression in general. Hungary as a member of the European Union since 2004 and Serbia as a leading candidate to join the EU are two countries where the problems and concerns about media freedom is growing every day. The fear from the unknown during the international pandemic gave opportunity to some governments to hide their real political agendas and cover their desire for the 'good-old-fashioned' censorship. The number of countries where some kind of censorship could be found is growing every day. The authors will show two country-case-studies from Hungary and Serbia, where the leaders and the political situations are very similar and could show a (good or bad) example to other countries that would like to follow the illiberal views on media issues.

Abstract:
The gender-based violence in recent times has become an integral part of the on-going Boko Haram Insurgency in North-East Nigeria. Since the full-scale declaration of combat between the Nigerian state and the insurgent group, the asymmetrical tactics of the group have been evolving, based on its capabilities. The recent spike in the targeted raid and attack on female schools, markets, and female institutions purposely for abduction and kidnapping of women and girls indicated this assertion. Due to the depletion of its fighters and loss of territories, there is a surge in mass deployment of ‘women and young girls’ as material instruments of warfare: fighters, suicide bombers, human shields, bargaining tools, sex slaves, informants, and so on. This article appraises the gender push-pull factors responsible, motivation behind the current behavior, and proffers some policy guidance.

Abstract:
Despite the growing body of research on authoritarian regimes, few studies address the issues of their legitimization through exaggerating external threats and constructing enemy images. Targeting the gap in the literature, this article explores the discursive strategies of ‘evilization’ and demonization of the ‘other’, with a focus on their implications for legitimating and sustaining the authoritarian regimes in post-Soviet space. Examining the cases of Russia and Azerbaijan, the qualitative, comparative analysis presented in this article uncovers a series of essential similarities between the regimes’ legitimization strategies. Findings suggest that there has been a strong tendency in both Russian and Azerbaijani discourses to ‘externalize’ major problems facing the countries and scapegoat ‘evil forces’ as their main causes. Frequent appeals to the external threats have been accompanied by a heightened emphasis on the necessity of strong presidential power, with ‘strongmen’ that are capable of withstanding the enemies’ conspiracies. Remarkably, one of the core similarities between the two regimes is their unstoppable drive towards monarchical presidencies.

Abstract:
For more than twenty-eight years, following the disintegration of the Soviet Union, Russian-Georgian relations have been a substantial ground for mutual confrontation, sharp dispute, and a lack of trust. Continuous tensions and disagreements have adversely affected efforts to achieve a proper balance in bilateral relations between the neighboring countries and resulted in a number of direct and indirect confrontations. Whilst the Russian president seeks to restore Russia’s great power status, regain its past glory and control strategically important regions of the former Soviet space, Georgia, from the very first day of independence, tries to maintain its sovereignty and territorial integrity, develop modern state institutions, strengthen democratic values and integrate into the Euro-Atlantic structures. The paper aims to study Moscow’s current foreign policy strategy towards Georgia following the ‘Rose revolution’ and argues that Russia’s military intervention in Georgia, in August 2008, was a clear illustration of classical realism used by a great power in the XXI century. Russia actively uses hybrid warfare and regularly employs economic leverage on Georgia to eventually achieve its political ends in the Caucasus region.
