Abstract:
Between April 15 and May 3, 2019, ICTJ held a number of consultations with Kenyan youth from several informal settlements in Nairobi and Mombasa to reflect on their understanding of security sector reforms and their connection to the ongoing national dialogue process, particularly as it relates to inclusion. This briefing paper presents the key issues of concern raised by these young people and based on them offers recommendations for reforming the policing culture in Kenya.

Abstract:
Egypt and Tunisia have been witnessing over the past few years a new wave of violent Islamist radicalisation. The engagement of Egyptian and Tunisian youth in political violence shows that depending only on classical counter-terrorism strategies will not only fail to prevent violent radicalisation, but it might actually increase it. Both the political and religious actors need to work together to formulate a comprehensive de-radicalisation strategy to render the political and religious spheres less enabling for violent radical ideas and movements.

Abstract:
Like many countries of the MENA region, Morocco has witnessed one of the most vigorous and dynamic youth protest in its modern history during the so-called Arab uprisings. To face this unprecedented form of youth political action, the strategy of the State consisted in containing youth protest by a twofold policy: conducting constitutional reform and trying to de-legitimize the radicals. The Policy Brief analyses what impact this strategy may have had on youth activism in Morocco. It focuses on the way the Moroccan youth movement(s) is adapting to the response of the regime. In this regard, it shows that while the youth movement(s) did not change its strategic objective (parliamentary monarchy) it is progressively changing the means to achieve it.

Abstract:
During the second half of the twentieth century, the Middle East and North Africa (MENA) was hit by a demographic wave that saw its youth population grow at an unprecedented rate. This youth bulge spurred national and international debate regarding the challenges and opportunities that the youth cohort brings to the region. The potential that young people have—either as agents of positive change or instability—was illustrated during the Arab uprisings. In the wake of the unrest, there is a need to expand our collective understanding of the lives of young people in the MENA region, and to examine factors that affect their normative transitions to adulthood. The narrative around Middle Eastern youth often centers on their social, political, and economic exclusion and marginalization. Living through decades of authoritarian rule and political instability, youth in the Middle East have struggled to fulfill their aspirations related to citizenship, livelihood, and social and political participation. Given the continued jobs crisis in the Middle East, where youth generally experience high rates of unemployment and where labor market activity, particularly among young women, remains strikingly low, understanding the economic exclusion of youth and the various means by which to redress it remain significant.

Abstract:
The world today has the largest population of young people in history, yet tragically, far too many of these youth are unlikely to live past the age of 30. Worldwide, youth aged 15 to 29 make up more than 40 percent of all homicides, while millions more fall victim to nonfatal violent crimes. Three organizations—the Chicago Council on Global Affairs, the University of Chicago Urban Labs, and the World Bank—convened approximately 30 leaders in Chicago from Argentina, Brazil, Colombia, Jamaica, and other Latin American and Caribbean countries and the United States working on the front lines of urban youth violence prevention. They discussed promising ways to strengthen urban public safety and improve the lives of youth in cities throughout the Americas.

Youth unemployment rates in Spain are considerably higher than the European average. Moreover, those young people who do have jobs generally work under extremely unstable conditions on temporary contracts. Most of these temporary contracts are “involuntary” – workers would prefer to nd permanent jobs but are unable to do so. The consequences of this job insecurity in Spain are dramatic. Across the educational spectrum, young workers are at greater risk of remaining unemployed, getting stuck in temporary contracts for long periods of time, experiencing wage penalties, or being over-quali ed for their jobs. The crisis has increased the overall risk of long-term poverty and social exclusion, particularly for youth with migrant backgrounds and those who are not in education, employ- ment, or training. The paper concludes by outlining the three most urgent objec- tives for the Spanish labor market today: bridging the gap between education and work; developing active labor market policies; and reducing labor market segmen- tation between workers with temporary and permanent contracts and between “insiders” and “outsiders.”

In this review of 25 statements from youth summits and consultations globally, as well as 11 national and regional youth polls, we hear some priorities we expect: youth want jobs, the chance to start their own businesses, and high-quality relevant education. But we also see that young people everywhere are increasingly concerned about issues of governance, corruption, and both regional and national security.

Abstract:
Elites in Tunisia and Jordan stress their need to invest in their human resources, because people are the only resources they have. An array of programs has arisen in both countries to help young people learn life and job skills, find appropriate careers, and launch new businesses. Yet a look at recent and ongoing workforce development efforts in each country reveals that these schemes are intended to produce something fundamentally different in each country. Tunisians are working to overcome the legacies of dictatorship and build a new, more democratic system while simultaneously carrying out economic reforms that aim to alter the state’s role in the economy. Jordanians are trying to alter society and economic incentives within a political status quo where too much change too quickly could threaten the political order, and the government therefore faces compelling reasons both to reform and to keep things as they are. This report examines how similar efforts have evolved in these contrasting contexts.
