WWS is piloting innovative approaches to working with civil society to promote more accountable governance in conflict-affected and fragile contexts.

22. The Cyber Extremism Orbital Pathways Model

Abstract:
The starting premise of this study is that internet-based communications possess unique characteristics that warrant the need to have a discrete pathway model to explain online radicalisation. This online radicalisation pathway model would especially apply to the growing communities of young netizens whose socio-psychological makeup is shaping a ―new normal‖ in the way we exchange information and interact. The proposed Cyber Extremism Orbital Pathways Model (CEOP) describes how online cognitive radicalisation can move towards real-world violent extremism. The model also elucidates the multitude of competing forces in cyberspace that promote or impede such radicalisation and what this means for online counter-radicalisation strategies. The CEOP model is based on inferences made from content and discourse analysis of extremist narratives on the internet and current studies about internet-based communications. The research took into account distinctive factors that made internet-based messaging more persuasive and this includes the effects of crowdsourcing. Finally, the CEOP model suggests how the same persuasive communication strategies used on the internet by extremists can be conversely used to counter online radicalisation.

23. United Nations Peace Building in Sierra Leone —Toward Vertical Integration?

Abstract:
This research report examines the “vertical integration” of United Nations (UN) peace building efforts in Sierra Leone by examining the extent to which the mission reached beyond national government institutions and elites to engage society more broadly in peace building. It focuses on the country's youth crisis as a persistent cause of conflict that presents ample opportunity for civil society engagement, and identifies two modes of coordinating youth peace building efforts across international, national and local scales. After exploring different understandings of peace building between these actors, this report ultimately argues that the United Nations fostered only weak vertical integration on the crucial issue of youth marginalization; that the lack of engagement leaves the peace vulnerable; and that deeper vertical integration can help ameliorate this ongoing challenge.

Five years since the global economic crisis began in 2008, many of the world's advanced economies are still struggling with sluggish growth and high levels of joblessness, especially among younger workers. In June 2013 the European Council expressed concern that “youth unemployment has reached unprecedented levels in several Member States” and called for “urgent action.” Much of the debate in Europe and the United States has focused on fiscal and monetary measures; while macroeconomic policy can address cyclical problems, a wide consensus recognizes the need to address structural challenges. One such challenge is a mismatch between the skills demanded by employers and those available among the population, especially younger workers. This mismatch can be addressed in part through the implementation of apprenticeship programs. The European Council recently concluded that “high quality apprenticeships and work-based learning will be promoted, notably through the European Alliance for Apprenticeships.” However, in the United States, where many are struggling to find jobs after graduating, apprenticeship programs hardly draw government and private-sector resources. Boosting apprenticeships could give both European and US workers the much-needed skills and competitive edge.

The political landscape of the Arab world has undergone dramatic changes since 2011, the effects of which will continue to reverberate into the foreseeable future. The overthrow of authoritarian rule in Tunisia by popular protest was followed by the collapse of longstanding regimes in Egypt, Libya, and Yemen, leading many to celebrate a new dynamic between citizen and state in the Arab world. In late 2013, the situation looks quite different. The first democratically elected president in Egypt has been deposed, hundreds of his supporters killed, and the Muslim Brotherhood banned. In Tunisia, parliament has been suspended; two politicians have been assassinated; and a campaign calling for the ouster of the Islamist-led government has gained momentum. In both countries, the population is divided and the anciens régimes fight to restore the old order. Will the ideals that sparked revolution be subsumed by counterrevolution? Or will the trajectories of revolution bend toward democratic consolidation?

The Liechtenstein Institute on Self-Determination at Princeton University (LISD), the Permanent Mission of Liechtenstein to the United Nations, and the nongovernmental organization, Watchlist on Children and Armed Conflict, convened a workshop, “Children and Armed Conflict: How to Deal with Persistent Perpetrators?” on February 7-8, 2013, at Princeton University. The workshop brought together representatives of United Nations member states, members of the Security Council, United Nations offices including the Office of the Special Representative for Children and Armed Conflict, Department for Peacekeeping Operations, Department of Political Affairs, and Office for the Coordination of Humanitarian Affairs, representatives of NGOs, and academics to discuss strengthening Security Council action toward perpetrators of violations against children in situations of armed conflict.

While Jordanians are focused on the conflict raging in neighboring Syria and the prospect of violence spilling over onto Jordanian soil, below the surface the same kind of political, economic, and social grievances that launched a wave of uprisings in the Arab world are present and intensifying in Jordan with each passing day. As calls for political change swept through Cairo, Tunis, Tripoli, and Sanaa in the spring of 2011, periodic protests emerged throughout Jordan as well, where a diverse mix of people came out in calls for greater freedoms and economic opportunity. Many of the anti-government demonstrations were led by youth, representing a broad spectrum from conservative East Bank tribes to the urban Palestinian-Jordanian elite, and the normally politically apathetic youth population seemed engaged in unprecedented ways. Young Jordanians struggle to land decent jobs, find affordable housing, and save enough money to get married; with 55 percent of the population under the age of twenty-five, and a 26 percent unemployment rate among males between fifteen and twenty-five years old, there is reason to be cognizant about youth discontent emerging in unexpected or critical moments of pressure.

Half a year has passed since Michel Martelly was inaugurated as the new president of Haiti, and so far the earthquake-devastated country has seen little progress from his presidency. The reconstruction process is slow, and frustration and disgruntlement are growing among the population. Important time was wasted during the five months it took to appoint a new prime minister and put a new government in place. Martelly's mandate was largely given to him by the country's youth, who have high expectations of him. Integrating youth into the reconstruction process is important for reasons of political stability, but young people also represent the country's most important resource per se by constituting a large and – relative to their parents – better-educated part of the workforce. To battle the image of Haiti as a weak state in a land of strong NGOs, the Haitian state needs to assert itself and take on the responsibility of providing services to its citizens. Recruiting young people on a large scale for public sector employment in basic service provision and establishing a national youth civic service corps would strengthen the position of the state and let youth participate in the reconstruction process in a meaningful way. However, a civic service corps would demand high levels of co-ordination and transparency to avoid becoming an empty institution reinforcing patrimonial structures. The youth who brought Martelly to power represent a great potential asset for the country and need to be given the place in the reconstruction process that they have been promised.

30. Postwar Youth Violence: A Mirror of the Relationship between Youth and Adult Society

Abstract:
Postwar societies are high-risk contexts for youth violence. Nevertheless, not all postwar societies are equally violent. This article explores how these variations can be explained by focusing on the interaction between youths and adult society in a comparison of Guatemala and Cambodia. Starting from the concept of socialization and the possibilities of performing status passages to adulthood, it analyzes not only the different risk factors but also the agency of young people and society in trying to cope with and overcome obstacles on the pathway to adulthood. Different patterns of war termination and of reconstruction after war's end are identified as major intervening variables that explain the variations in youth violence in as well as across the case studies.
