11. Ensuring Water Security in the Middle East: Policy Implications

Abstract:
Over the last decades, the Middle East, and more specifically the Eastern Mediterranean region, has experienced a rapid process of desertification. In water-scarce areas, access to water is thus of key importance for economic prosperity, political stability and the vitality of the civilian population. As a result, in those Eastern Mediterranean countries facing severe water scarcity water has been framed as an existential threat, leading governments to use and justify emergency measures highly concentrated at the governmental and military level. The overall analysis of this Joint Policy Study asserts that though water management is highly securitised in the Middle East, and access to the resource is considered a national security issue, water security and multilateral cooperation is not ensured but jeopardised by ongoing securitising trends. Securitisation promotes a national and centralised approach towards water management at the expense of the participation of civil society, neutral monitoring and data collection, and the creation of secure, sustainable and transparent access to water for local communities.

12. When the Water Runs Out: The Rise (and Inevitable Fall) of the Deserts of Southwest Afghanistan and its Impact on Migration, Poppy and Stability

Abstract:
There are up to 1.4 million people in southwestern Afghanistan whose livelihoods are under threat. These people reside in the former desert areas of Farah, Nimroz, Helmand and Kandahar. In the 1990s, this region was largely barren uninhabited land, apart from the valley of Khash Rud in Nimruz and the lower part of Marjah. Drawing on fieldwork conducted over a 10-year period, and using high-resolution remote imagery, this paper charts the processes that led to the encroachment, settlement and transformation of the deserts of the southwest. It documents how patterns of migration to these areas varied over time and by location, and details how these once barren landscapes were transformed into areas of permanent settlement. The paper then provides evidence of how this rapid transformation has impacted the population that reside there, and outlines the threats to the long-term viability of their livelihoods. Finally, the paper recommends solutions to the pressures on this population, not just in addressing the factors that drive migration to these former desert areas, but also interventions that might ease the economic, social and environmental challenges that those living there currently face, potentially preventing a massive displacement of people within Afghanistan, to neighbouring countries and possibly further afield.

13. Sustainable Water Resource Development Scenarios and Water Diplomacy in the Lower Mekong Basin: Policy Implications

This paper uses the current results of the Basin-wide water resource development scenario assessment of the Council Study of the Mekong River Commission Secretariat (MRCS) to analyse potentials benefits for economic development to meet the ambitious goal of the riparian states of the Lower Mekong Basin (LMB) countries for poverty reduction and, at the same time, analyse the risks of potential trans-boundary trade-off, which will require an appropriate mechanism to be in place. The scenario assessment results present both opportunities and risks associated with different levels of water resource development in the Mekong countries and the implications of the water diplomacy for both the lower and uper mekong basin. All scenarios could be broadly placed into three main categories with different timeframes and assumptions. Scenario M1 – the early development scenario – characterises baseline water resource developments in 2007; Scenario M2 – the medium-term definite future scenario – characterises existing, under-construction, and firmly-committed water related developments in 2020; and Scenario M3 – the long-term planned development scenario – characterises the planned water developments in 2040 in addition to those assigned for 2020 for implementation over the following 2 decades. The main scenarios aggregate combinations of water resource developments enabling the cumulative assessment of environmental, social, and economic effects in the Member Countries. The Scenarios will bring both economic opportunities in terms of benefits from water resource development as well as risks related to biodiversity changes, the environmental damages and losses of livelihoods, and the dependency on the natural resources of the Mekong River. Each of the scenario results presents the trans-boundary trade-off which requires appropriate skills, capacities of the LMB riparian countries, and water diplomacy to discuss and negotiate for the solutions. Finally, this paper provides some suggestions and policy implications that could be possible mechanisms and solutions for sustainable water resource development in the Mekong region.

Abstract:
The challenge of water security is growing globally. Achieving and sustaining water security, in both developed and developing countries, is likely to increase in complexity and priority as climate change intensifies, but also as the demands of economic growth increase. For most MENA countries that were already facing water security and major social, health and economic challenges before COVID-19, this additional pressure is particularly excruciating. Like COVID-19 and climate change, water scarcity in MENA is a global problem that requires collective action. There is no more urgent time to address the MENA’s water crisis than now, when people are constantly being reminded to use water to combat the spread of the virus. The Arab world appears to have averted significant health impacts from COVID-19, possibly shielding to a certain extent its health sector, however other sectors are at risk of collapsing, as the region is on the brink of an even more devastating water crisis. Drawing on countries’ responses to the outbreak and on unique traits and issues typical to the region, this policy paper discusses COVID –19 and the MENA and explores lessons learnt from the pandemic, in light of the upcoming water crisis in the MENA. It examines the issues of inequality and regional cooperation. It argues that fostering innovation for resilience is crucial in the absence of strong institutional response or capacity of governments, while also tackling critical ways to address and prepare for increasing water scarcity in the region. Finally, the paper provides policy recommendations that represent fundamental requirements for sustainable water development in the MENA countries.

15. Freshwater as a Global Commons: International Governance and the Role of Germany

Abstract:
Water is essential for all life on earth and is a key prerequisite for attaining many of the Sustainable Development Goals (SDGs). Many countries, however, suffer from physical water scarcity, a lack of access to a safe water supply and sanitation, water pollution or hydrological extremes (droughts and floods) due to climate change. The generality and severity of water problems lead many to speak of a global water crisis. While this crisis mostly manifests at the local or in some cases transboundary level, two global issues are often overlooked. First, global trends such as climate change and the spread of water-intensive consumption and trade patterns are key triggers that cannot be addressed at the local level alone. Second, the aggregation of local or regional water problems may add up to a universal threat to sustainable development. In the face of current challenges, (fresh) water should be conceptualised as a global common good, and global water governance should contribute to improving its protection. This study reveals that the current global water governance architecture is a highly fragmented and incoherent regime consisting of numerous norms, paradigms and actors, each covering single aspects of global water governance. Given the diversity of issues, a “classical” formation of one comprehensive international water regime in the form of a framework convention, and equipped with a specific global governance institution (such as for climate stability, biological diversity or the prevention of desertification) has so far not emerged. The authors suggest a global water governance regime that could evolve from the improved interplay of the existing elements of global water governance (i.e. norms, targets, paradigms and actors). This could be complemented by two innovations at UN level: installing an Intergovernmental Body on Water allowing for mandated decisions on water in the UN system, and a Scientific and Practice Panel on Water improving the science-policy interface. Such an approach that combines global norms and joint guidelines to be adapted to local contexts and needs may be able to increase urgently needed political support for governing water as a global commons, beyond the nation-state interests and their perception of water resources as sovereign goods.

16. Bodily Inertia and the Weaponization of the Sonoran Desert in US Boundary Enforcement: A GIS Modeling of Migration Routes through Arizona’s Altar Valley

Abstract:
Since 2000, 3,199 human remains of unauthorized migrants have been recovered from the Sonoran Desert of southern Arizona (Coalición de Derechos Humanos 2018). These recovered remains provide only one indicator of the scope of death and suffering affecting unauthorized migrants and their loved ones — something that also includes thousands of individuals whose whereabouts or remains are never encountered (and who therefore remain disappeared) (ibid.). Just as significantly, the number of human remains recovered in southern Arizona has remained consistently high despite a significant decline during the past decade in the number of apprehensions (a figure frequently used as a proxy for unauthorized migration) in the Border Patrol’s Tucson Sector. This condition has led scholars and commentators alike to observe an increase in the ratio of deaths to migration, even as unauthorized border crossing fluctuates (Martínez et al. 2014; Reineke and Martínez 2014; International Organization for Migration 2018). In 2012, the southern Arizona humanitarian organization No More Deaths began systematically tracking the use and vandalism of cached drinking water it supplies at 512 sites across an 800-square-mile area of southern Arizona’s Altar Valley, a high-traffic migration corridor bisected by the US–Mexico border (Ferguson, Price, and Parks 2010; Regan 2010; Boyce 2016; Chambers et al. 2019). On an almost daily basis, volunteers with No More Deaths travel this migration corridor to resupply caches of 5–20 gallons of clean drinking water, physically hauling this water by truck and by foot. Each cache site is tracked using a Global Positioning System (GPS) coordinate to make navigation of the remote desert borderlands and the location of dispersed and frequently hidden cache sites easier for new volunteers. In 2015, the authors began working with No More Deaths to digitize and conduct spatial and statistical analysis on the data entered into these desert aid logs, with the express aim of seeing what this archive can reveal about everyday activity related to boundary enforcement and migration, as well as the efficacy of the organization’s activities throughout time. In total, No More Deaths’ desert aid archive contains 4,847 unique entries from March 2012 to December 2015, logging the date when an individual cache site was visited, the number of new water gallons deposited during this visit, the number of water gallons encountered intact and unused from previous resupply visits, the conditions of any empty water bottles left behind (including telltale signs of human vandalism, as well as occasional animal damage), and any subjectively unusual conditions or noteworthy events that were observed at the site or during the visit. Combined, this archive provides remarkable and uncommon insight into subtle changes in migration routes and patterns within the Altar Valley desert corridor, as well as those quotidian forms of harassment and vandalism of water supplies that we believe are intended to amplify and maximize hardship for unauthorized border crossers. Indeed, scholars have long argued that the US Border Patrol’s enforcement strategy of “Prevention Through Deterrence” (PTD), first launched in 1994, is premised on instrumentalizing the difficult climate and terrain of the US–Mexico border by pushing migration routes away from traditional urban crossing areas and into increasingly rugged and remote desert areas (Andreas 2001; Cornelius 2001; Rubio-Goldsmith et al. 2006; Nevins 2008; Martínez et al. 2014; De León 2015; Slack et al. 2016). The Border Patrol’s own policy documents make this case. Observing that migrants “crossing through remote, uninhabited expanses of land and sea along the border can find themselves in mortal danger,” the Immigration and Naturalization Service (INS — at the time, the Border Patrol’s parent agency) argued that by channeling migration routes into “harsh terrain less suitable for crossing and more suitable for enforcement,” the Border Patrol would eventually obtain a “tactical advantage” over would-be border crossers (INS 1994, 7). Then–INS Commissioner Doris Meissner later reflected, “We did believe that geography would be an ally for us. It was our sense that the number of people crossing through the Arizona desert would go down to a trickle once people realized what [it’s] like” (quoted in Cornelius 2005). In this article, we conduct geospatial modeling and statistical analysis of No More Deaths’ desert aid archive. This involves measuring changes in the distribution of water use throughout time across the 62 cache sites consistently visited during all four calendar years included in the dataset, and then reading this measurement against a model of ruggedness that incorporates multiple variables including slope, vegetation, “jaggedness,” and ground temperature while controlling for Euclidian distance. Adjusting for seasonal variation and the overall volume of water use, we find a statistically meaningful increase in the cumulative ruggedness score of migration routes associated with cache sites during the four calendar years included in No More Deaths’ desert aid logs. These findings reveal a steady pressure toward more rugged and difficult crossing routes throughout time, an outcome that provides important context for the vandalism and harassment that target migrants and humanitarian aid workers alike (see No More Deaths and Coalición de Derechos Humanos 2018). In what follows, we first provide greater detail on the context of our study and of the authors’ collaboration with No More Deaths. Next, we discuss our research methodology, including the contours of the geographic information system (GIS) modeling through which we conduct our analysis. We then present our findings, and discuss and contextualize these, before turning to some of the limitations of our study and directions for future research. We conclude by considering some of the policy implications of our findings, as well as their implications for studies of mobility, border policing, and state violence, including in contexts when states are instrumentalizing environmental features and conditions for the purposes of boundary enforcement.

17. Designing High-seas Marine Protected Areas to Conserve Blue Carbon Ecosystems: A Climate-essential Development?

Abstract:
The high seas are a critical biodiversity reservoir and carbon sink. Unfortunately, the oceans, generally, and the high seas, in particular, do not feature prominently in international climate mitigation or climate adaptation efforts. There are, however, signals that ocean conservation is poised to occupy a more significant role in international climate law and policy going forward. This paper argues that improved conservation and sustainable use of high-seas living marine resources are essential developments at the convergence of climate action and ocean governance that should manifest, at least in part, as climate-informed high-seas marine protected areas.

Abstract:
States face the challenge of developing institutions to govern the activities of social actors when an area under their control becomes the target of increased extractive activities. National and local public regulations safeguarding the environment, the assignment of extractive rights to individuals or companies, and handling of ensuing conflicts are developed in an institutional gray zone. This paper analyzes how informal institutions developed in early period become hybrid institutional entanglements that depend largely on configurations of power. It does so by looking at two cases in Peru: Water extraction in Ica, mostly by large companies and gold mining in Madre de Dios, mostly by small scale miners. Taken together, these cases show the institutions resulting from state governance of extractive activities depends heavily on the agency and political leverage of the state but also of other social actors.

19. Unearthed - Facts of On-Site Sanitation in Urban India

As per the National Sample Survey 2018, nearly 60% of urban India relies on On-Site Sanitation (OSS) systems, like septic tanks and leaching pits, for the management of faecal waste. Augmentation of toilet access over the last five years under the Swachh Bharat Mission has only served to entrench this dependence, despite a push for centralized sewerage systems underwritten by schemes like AMRUT in Class I cities during the same period. Notwithstanding their scale and criticality to public health outcomes, OSS systems are poorly regulated and consequently ill-constructed in India. Therefore, it is vital to address the deficiencies in the downstream sanitation service chain beyond the toilet – beginning with the OSS system - to ensure that India meets its targets toward providing ‘Safely Managed Sanitation Services’ under the Sustainable Development Goal 6. The present study is a novel attempt to systematically analyse the state of OSS in urban India through a sample survey of 3000 households and more than 50 key informant-interviews across ten cities in four states. It shows that septic tanks, confused in common parlance and practice for a septic tank system, comprise the majority of all OSS systems at over 90%. However, in meeting household-level preferences, these systems exhibit variations along each of the principal design parameters, which cumulatively result in less than 2% of all surveyed septic tanks meeting the major requirements of the national governing standards. It finds OSS fraught with several compelling needs, including the inefficacy of septic tanks as primary treatment units, the lack of secondary treatment and safe disposal of pathogenic effluent, their delayed maintenance, and the lack of greywater management. In systematically identifying these issues, the report also recommends interventions in design, planning, and governance for safer and more sustainable on-site sanitation.
