Abstract:
The recent proliferation of cases of radicalization around the world has placed this issue on the agenda of the nations. Nowadays, the radicalization, understood as a process by which a growing commitment to an extremist political or religious ideology is reached, represents a challenge that we must deal with in order to improve our societies in terms of security. However, much of the academic procedures used to understand this phenomenon lack the empirical validity that allows us to rely on the knowledge they provide. This practice has led to the existence of a large amount of material related to radicalization, especially after 9/11, but not to the consolidation and validation of the knowledge we possess. Because of this, in this review we propose to explain three of the theoretical models that focus on violent radicalization. These three models mostly come from social psychology and have empirical baggage that supports its validity. These are: the 3N model (also known as the significant quest theory), the devoted actors model and the approach of the two pyramids. These three models focus, respectively, on the theories of motivation, on identity and values, and on the difference between cognitions and actions. Likewise, each one proposes different explanatory and triggering factors, as well as different dependent variables that explain these factors from violent behavior to sacrifice. In them we find differences and similarities that validate and complement some of the processes they propose. Therefore, knowing and understanding them will provide us with a deeper knowledge when it comes to understanding radicalization, studying it and making decisions for its prevention and/or reduction.

Abstract:
Security forces are key actors in transitional justice, with the ability to hamper or upend the process. While concerns have often centred on their possible violent responses to transitional justice, security forces are generally more likely to mobilise more discrete forms of resistance. Drawing on transitional justice experiences in Brazil, Chile, Sierra Leone and Uganda this policy brief identifies six types of resistance strategies used by security forces: threatening violence, obstructionism, de-legitimation, strategic cooperation, disengagement and appropriation. It also examines which contextual factors may influence which strategies the security forces are more likely to pursue.

Abstract:
Human history is a mixture of positive developments and setbacks, many of them of tragic proportions. Some historical events may have a dramatic and long-lasting im- pact on large groups of people. Sometimes entire nations have suffered the effects of what is referred to as societal, historical, collective or cultural trauma. While such historical traumas have been acknowledged in literature, little is usually done to assist societies or groups that have been affected in dealing, in practical terms, with various symptoms of post-traumatic psychological issues that affect individual members of the group, who, in turn, determine the behaviour of the group as a whole. This paper suggests that survivors of societal traumas, just like people who go through personal tragedies, need help in order to overcome the effects of their experience or face the risk of repeating the cycle of violence, often becoming the perpe- trators themselves. While the focus of this paper is on Polish historical traumas and how they influence the choices made by Polish society today, some observations may be applicable to post-traumatic societal behaviours in general.

56. Cohesive Institutions and Political Violence

Abstract:
Can institutionalized transfers of resource rents be a source of civil conflict? Are cohesive institutions better at managing conflicts over distribution? We exploit exogenous variation in revenue disbursements to local governments and use new data on local democratic institutions in Nigeria to answer these questions. There is a strong link between rents and conflict far away from the location of the resource. Conflict over distribution is highly organized, involving political militias, and concentrated in the extent to which local governments are non-cohesive. Democratically elected local governments significantly weaken the causal link between rents and political violence. Elections produce more cohesive institutions, and vastly limit the extent to which distributional conflict between groups breaks out following shocks to the rents. Throughout, we confirm these findings using individual level survey data.

From October 22–23, 2018, the U.S.-Asia Security Initiative (USASI) at Stanford University, in conjunction with the Institute for China-U.S. People-to-People Exchange at Peking University and the American Academy of Arts and Sciences (AAAS), gathered scholars and policy practitioners at the Stanford Center at Peking University to participate in the “Civil Wars, Intrastate Violence, and International Responses” workshop. The workshop was an extension of a project examining the threats posed by intrastate warfare launched in 2015 and led by AAAS and Stanford University’s Freeman Spogli Institute for International Studies. The goal of this workshop was to facilitate frank discussions exposing participants to a wide range of views on intrastate violence and international responses. The workshop was divided into sessions that assessed trends in intrastate violence since the end of the Cold War, examined the threats to international security posed by civil wars and intrastate violence, and evaluated international responses, including an analysis of the limits of intervention and a discussion of policy recommendations. Participants also had an opportunity to make closing comments and recommendations for future research. This report provides an executive summary and summaries of the workshop sessions on a non-attribution basis.

Nigeria is, arguably, a country under distress. The country’s woes are most evident in the torrential spate of armed violence and criminality in various parts of the country. Nothing explains this awry situation better than the apocalyptically volatile security ambience in the wider northern Nigeria. The northeastern Nigeria is still patently under the Boko Haram scourge, amidst the precarious counter-insurgency endeavors of the government (Okoli 2017a; Zenn 2018). The north-central area has been afflicted by herdsmen militancy, which has plunged the region into dire humanitarian crisis (Okoli and Ogayi 2018). The northwestern region has recently been enmeshed in the rapid upsurge of rural banditry along its international frontiers as well as the forested interior.

59. Remembering the Massacre of Civilians in Aniomaland During the Nigerian Civil War

Abstract:
Civil War war fought between July 6, 1967, and January 12, 1970. The war was a result of the Nigerian federal government’s attempt to militarily force the Eastern Region, which had seceded as Biafra, back to Nigeria. The secession was followed by three waves of targeted killings of the Igbo group, mostly from the East in the Northern Region, in May/June, July/August and September/October 1966. The Igbo group was the primary target of the attacks (First 1970, 311-334). The Igbo-speaking Anioma people were not part of Biafra but the old Midwest Region on the Nigerian side. They are generally considered as Igbo (Talbot 1969; Isichei 1976, 16). They were classified as pro-Biafra by federal forces and encountered some unique challenges in the war. The conflict got to them on August 9 1967, when Biafran forces crossed the Niger Bridge, invaded the Midwest and opened a new phase in the war. The armed conflict in Aniomaland was mean, involving the killing of unarmed civilians in many places. This forms the focus of this work. The work shows that Biafran forces kick-started this terrible episode by invading the Midwest. Historical facts show that their atrocities were lower compared to those of federal forces. There were three waves of civilian killings in Aniomaland during the war. The first involved Biafran killing people of Northern descent and non-Nigerians. The second was the Agbor episode where Ika micro-nationalism, bred by fear of being slaughtered for being Anioma, led some Ika into attacking the Igbo, including the Anioma. The third was the killing of the Anioma people by Nigerian troops in Utagba-Unor, Isheagu, Ogwashi-Uku, Ibusa and Asaba when they overran the area.
