41. Comparing Global Trends in Multidimensional and Income Poverty and Assessing Horizontal Inequalities

Abstract:
The 2030 Agenda has provided new impetus to two facets of the struggle for poverty alleviation, which is a central goal of the international development community. First, poverty is no longer viewed strictly in monetary terms, but rather as a multidimensional phenomenon. Second, the need to reduce poverty for different social groups and not just at the aggregate, national level is explicitly recognised. Against this background, this paper has three objectives: (1) to analyse the trends in multidimensional poverty in low- and middle-income countries, (2) to explore rural-urban differences in poverty over time, and (3) to assess the validity of the claim that there has been a feminisation of poverty. The analysis relies on a new indicator of multidimensional poverty, the Global Correlation Sensitive Poverty Index (G-CSPI), that incorporates three key components: education, employment and health. The G-CSPI has several methodological advantages over existing measures, including that it is an individual rather than a household-level measure of poverty, which is crucial for gender-disaggregated analysis. Regarding aggregate trends, this paper shows that both income poverty and multidimensional poverty fell between 2000 and 2012. However, the decline in (extreme) income poverty in percentage terms was twice as large as the decline in multidimensional poverty. There is significant heterogeneity in the results across regions. Multidimensional poverty declined the most in Asia, converging towards the relatively low levels of Latin America and Europe, while sub-Saharan Africa’s slow progress further distanced it from other regions. These findings point to the existence of poverty traps and indicate that more efforts are needed to eradicate poverty. Regarding the urban-rural comparison, our analysis shows that poverty is predominantly a rural phenomenon: the rural G-CSPI was more than four times the urban G-CSPI. This difference remained nearly constant over time. As for the third objective, we find no gender bias in 2000 at the global level. This contrasts with the claim made in 1995 in Beijing that 70 per cent of the poor were women. However, we find that multidimensional poverty declined more among men (-18.5 per cent from 2000) than women (-15 per cent), indicating a process of feminisation of poverty. This was triggered by the decline in employment poverty, which was much slower among women. As most existing studies conclude that there was no evidence of the feminisation of poverty, this finding is new to the literature.

42. Digitalisation in the Lives of Urban Migrants: Evidence from Bogota

Abstract:
As increased migration, particularly to urban centres, and digitalisation play a greater role in development cooperation, more research on how these phenomena interact will become critical. Information communication technologies (ICTs) offer pathways for potentially making it easier for migrants to settle in, whether it be through e-government programmes or by accessing social networks that can help in finding housing and work. To better understand how ICTs fit into urban migrants’ lives, we gathered new survey data in Bogota comparing how long-term residents, short-term residents, and Venezuelan migrants access and use ICTs. We identified a new factor that influences internet access among migrants after controlling for economic and social factors: duration of time in a neighbourhood. While migrants initially lag behind their neighbours in ICT and internet access, the longer they stay in one neighbourhood, the more likely they are to gain access to these technologies. Indeed, over time, our data shows that migrants become more likely than their neighbours to gain access to ICTs and the internet when they continue to stay in the same neighbourhood. Our results also show that uptake of e-government services remains a challenge. Citizens generally do not interact with their governments more than a few times a year, and migrants may not interact at all. Especially when working with vulnerable or “hidden” populations, development organisations need to put significant resources into education and outreach so that the populations they are trying to reach know about e-government services, and their value. The data collected in Bogota paints a potentially positive picture about using ICTs with migrants and migrant communities. By effectively engaging migrants early on and meeting basic initial needs such as housing or access to identification, development and humanitarian agencies could help migrants gain greater access to ICTs and make use of e-government platforms.

Abstract:
Africa is the world’s least urbanized continent, and yet the rate at which its cities are expanding is growing faster than no other worldwide – at an average of 3.5 percent per year. This growth of urbanization does, however, vary across the continent, ranging from the already heavily urbanized North Africa (47.8 percent) to the least urbanized Sub-Saharan Africa (32.8 percent).The aggregate rate of urbanization on the continent is projected to grow from 40 percent in 2015 to 56 percent in 2050. The enormous speed at which Africa’s cities are growing is linked to other key development trends, most prominently accelerating economic and population growth, increasing migration from rural to urban areas, and the youth bulge. It is strongly driven by Africans’ perceptions that cities – in contrast to the continent’s rural areas – offer an abundance of livelihood opportunities, including employment and income-generating opportunities, food security, and access to finance, education and social capital as well as social protection.

Abstract:
Cities are where the future happens first. They are hubs of innovation, productivity and experimentation. But many cities also are sites of crime and violence. More than ever, municipal authorities, private firms and civic groups are experimenting with new ways to improve real and perceived safety in cities. In some cities, new technologies are improving the situational awareness of public authorities and citizens. In others, all encompassing surveillance and monitoring systems are challenging fundamental norms of privacy. In most developed cities, high-frequency time series information on insecurity is increasingly available. Literally thousands of gigabytes of raw data are available representing the dynamics and characteristics of crime. New high-power computer analysis is giving rise to a next generation of smart, agile and evidence-informed policing strategies. Predictive platforms in particular can enhance police operations, identifying priority targets for police intervention, and enabling more effective allocation of police resources.

45. Coworking Spaces in La Paz, Bolivia: Urban Effects and Potential Creation of New Opportunities for Local Economic Development

Abstract:
This paper investigates the location patterns of coworking spaces, the effects of coworking spaces on the local and urban context, and coworking spaces potential opportunities for the creation of local economic development, issues that have been neglected in a Bolivian context by the existing literature. The focus of this paper is on La Paz, Bolivia’s political capital and the city in Bolivia which host the largest number of coworking spaces. The paper addresses three main questions: (1) Where are the main locations of coworking spaces in La Paz? (2) to what extent do coworking spaces generate transformative effects on the local respectively the urban scale? (e.g. physical transformations, changes in practices, community building) (3) how do coworking spaces create potential opportunities for local economic development? Desk research demonstrated that location patterns of coworking spaces are concentrated to two main commercial areas of the city, as well as to the main infrastructural and transportation axes. Field research highlighted local and urban effects, such as local community initiatives and micro-urban transformations in both spaces and practices. Lastly, field research assessed coworking spaces role in the socio-economic ecosystem. Three main typologies have been identified: the first type of coworking spaces act as “social entrepreneurship and start-up incubators” with a supportive role and closer ties to social and urban issues, the second type of coworking spaces act as “coffee and cowork incubators” providing cafés with shared workspaces, the third type of coworking spaces act as “real estate business incubators” and are mainly a commercial product responding the demand for flexible office spaces. This paper, therefore, helps to fill the gap in the literature about the location patterns of these new working spaces and their effects at different scales both in terms of spaces and practices, as well as local economic development.

46. The Biological Standard of Living in Urban Bolivia, 1880s – 1920s: Stagnation and Persistent Inequality

Abstract:
Based on almost 5.000 direct observations on National Identification Cards, this paper offers the first estimation of the evolution of average heights in urban Bolivia for the decades 1880s-1920s. The analysis focuses on men aged 19-50 years registered in the city of La Paz. Despite city’s growing economic importance and modernization, average heights remained stagnant around 163 cm. This level is not so different to that found in the still disperse available evidence for rural Bolivia. Furthermore, there is evidence of inequalities throughout the period under study: those men who were indigenous, illiterate or worked in manual occupations were persistently shorter than non-indigenous, literates and non-manual workers, respectively. In coincidence with recent studies on Latin America, these findings suggest that the boost in exports and the regained dynamism of the economy that took place at the onset of the 20th century were not accompanied by improvements in biological standards of living.

47. Slipping Through the Cracks: The Demolition of a Government Homeless Shelter in an Informal Settlement: The Case of Amir Khusro Park

Abstract:
In May 2017, the Delhi Development Authority (DDA) demolished a Delhi Urban Shelter Improvement Board (DUSIB) shelter located in an informal settlement in South Delhi’s Amir Khusro Park. DUSIB had built the shelter in response to a 2014 Delhi High Court Order. DDA demolished the same structure in cognizance of a 2015 Delhi High Court Order, issued in response to a Public Interest Litigation (PIL) filed by a private citizen urging the state to remove illegal encroachments in the area. The demolition of the shelter led to the eviction of various groups of people in Khusro Park: families in self-constructed ‘jhuggis’; women in the DUSIB shelter managed by a local NGO; and various people in a temporary shelter not authorized by government agencies. Field visits revealed connections between these settlements. Women and children of some jhuggi families, for instance, lived in the shelter where food, nutrition, documentation, education and health services were provided by the managing NGO for shelter residents and joint and nuclear jhuggi families. In this context, the report raises and responds to two salient questions. What makes homeless shelters in Delhi vulnerable to government sanctioned demolition and eviction? What is the implication of the particular case of Amir Khusro Park on the fate of shelters in Delhi’s other numerous informal geographies? The authors examine events that preceded and unfolded during and after the demolition through ethnographic research in Khusro Park, interviews with government officials and NGO social workers, and legal analysis of both Supreme and High Court Orders and policies that assign powers to various federal, state and municipal land owning agencies. The report finds that Khusro Park residents’ Court-substantiated, though broadly defined, rights to live in shelters and urban informal settlements were violated by government agencies, such as DDA. Such government agencies are permitted to undermine general rights urban poor people have to city spaces and resettlement through the existence of specific provisions that categorize jhuggi and shelter residents on government land ‘encroachers’. The authors conclude that due process measures of DUSIB’s current resettlement policy – land surveys, provision of notice and rehousing – should be based on a thorough understanding of (a) types and nature of settlements along the informal urban housing continuum (b) infrastructure and services used by residents and (c) the nature of contracts between (i) state and federal agencies and (ii) government agencies and NGOs that authorize land use and service provision.

48. New Powers: How India’s Smart Cities are Governing and Transitioning to Low-carbon Energy

Abstract:
Despite the potential of cities to foster a low-carbon energy transition, the governance of energy in India broadly remains within the purview of central and state governments. However, the Smart Cities Mission, a new urban scheme launched in 2015, gives Indian cities new powers to govern energy, a surprising departure from previous urban and energy policies. We argue that this shift is significant and we therefore raise three questions: 1) what kind of energy projects are planned and what does it reveal about the cities’ vision towards energy? 2) does the Smart Cities Mission foster a low-carbon energy transition and if so, how is this transition envisaged? 3) and finally, what are the rationale and the drivers behind this apparent shift? To address these questions, we build on a database of projects and financing plans submitted by the first 60 cities selected in the Smart Cities Mission. We find that cities have earmarked an immense 13,161 INR crore (~1.4 billion GBP) for energy projects, with most funds dedicated to basic infrastructure, primarily focused on enhancing the grid and supply. Cities also proposed projects in solar energy, electric vehicles, waste to energy and LED lighting, indicating their appetite for low-carbon projects. While cities were given institutional space to prioritise certain technologies, their interventions were conditioned by centrally sources of financing which were limited to certain mandated technologies. A focus on technology, rather than planning, undermined the role of cities as strategic decision-makers. What emerges is a dual faced reading of the Smart Cities Mission, indicating the potential and pitfalls of contemporary decentralized energy governance in the Global South.

49. Informality and State ‘Jugaad’: How urban governance works in India

Abstract:
How does the state govern cities where much of the economy is informal, on the margins of state regulatory institutions? In this paper, I draw on field research in Mumbai to a present an empirically-based conceptualization of the workings of the state in cities where’ informality is a pervasive feature of work and built environment.’ I draw on the popular notion of ‘jugaad,’- makeshift adaptations, workarounds and improvisation under constraints, to describe the state in Mumbai. ‘Jugaad’ practices and strategies of governance – adaptive, flexible, negotiated and contingent - are routinely applied by state actors at different levels in Mumbai, in spaces “illegible” to formal state institutions. ‘Jugaad’ governance practices are not arbitrary or merely corrupt, but rational, if ad hoc and extra-legal, adaptations around formal rules. These processes embed state actors in local power structures and crosscutting networks that span state, market and political organisations. While they enable the state to apprehend and partially incorporate the city’s informal spaces, they dissipate centralised state power and cohesiveness . The ‘jugaad’ state concept encapsulates how the formal and informal workings of the state interact and shape urban governance in largely informal cities. It draws attention to tensions and disjunctions within the state and in state-society relations in such contexts.

50. Unearthed - Facts of On-Site Sanitation in Urban India

Abstract:
As per the National Sample Survey 2018, nearly 60% of urban India relies on On-Site Sanitation (OSS) systems, like septic tanks and leaching pits, for the management of faecal waste. Augmentation of toilet access over the last five years under the Swachh Bharat Mission has only served to entrench this dependence, despite a push for centralized sewerage systems underwritten by schemes like AMRUT in Class I cities during the same period. Notwithstanding their scale and criticality to public health outcomes, OSS systems are poorly regulated and consequently ill-constructed in India. Therefore, it is vital to address the deficiencies in the downstream sanitation service chain beyond the toilet – beginning with the OSS system - to ensure that India meets its targets toward providing ‘Safely Managed Sanitation Services’ under the Sustainable Development Goal 6. The present study is a novel attempt to systematically analyse the state of OSS in urban India through a sample survey of 3000 households and more than 50 key informant-interviews across ten cities in four states. It shows that septic tanks, confused in common parlance and practice for a septic tank system, comprise the majority of all OSS systems at over 90%. However, in meeting household-level preferences, these systems exhibit variations along each of the principal design parameters, which cumulatively result in less than 2% of all surveyed septic tanks meeting the major requirements of the national governing standards. It finds OSS fraught with several compelling needs, including the inefficacy of septic tanks as primary treatment units, the lack of secondary treatment and safe disposal of pathogenic effluent, their delayed maintenance, and the lack of greywater management. In systematically identifying these issues, the report also recommends interventions in design, planning, and governance for safer and more sustainable on-site sanitation.
