951. The AU's Mission in Darfur: Bridging the Gaps

Abstract:
The international community is failing in its responsibility to protect the inhabitants of Darfur, many of whom are still dying or face indefinite displacement from their homes. New thinking and bold action are urgently needed. The consensus to support a rough doubling of the African Union (AU) force to 7,731 troops by the end of September 2005 under the existing mandate is an inadequate response to the crisis. The mandate must be strengthened to prioritise civilian protection, and a force level of at least 12,000 to 15,000 is needed urgently now, not in nearly a year as currently envisaged.

952. A Crowded Field: Groups of Friends, the United Nations and the Resolution of Conflict

This paper traces the evolution of groups of Friends—understood as informal groups of states formed to support the peacemaking of the United Nations—from the emergence of Friends of the Secretary-General on El Salvador in 1990, at a moment of post-Cold War optimism regarding the UN's peacemaking capacity, to the more complex (and crowded) environment for conflict resolution of the mid-2000s. The intervening fifteen years saw an explosion of groups of all kinds to support peacemaking, peacekeeping and post-conflict peacebuilding, a mirror of the extraordinary upsurge in a range of efforts to address global security in this period. Analysis of the groups is complicated by the great diversity they represent, including in the impact they have had on the processes with which they have been engaged. Indeed Annex I distinguishes four different categories of groups engaged with the UN in conflict resolution: Friends of the Secretary- General, Friends of a country, Contact groups and Implementation and/or monitoring groups. This paper's primary focus is on groups that have supported UN-led mediation efforts; however its analysis and conclusions embrace both issues specific to UN leadership, and broader considerations of the efficacy of group engagement in conflict management.

There is by now ample evidence of substantial gaps in the planning, financing and implementation capacities for the critical civilian components of complex missions. While substantial improvements have been made over the years in the international community's peacebuilding capacities, concepts, policies and practice continue to evolve within the UN system, including the international financial institutions, and among bilateral donors. In proposing the creation of a Peacebuilding Commission and related Peacebuilding Support Office in the Secretariat, the High Level Panel is seeking to build on and consolidate these advances in order to strengthen national as well as the UN's and international community's shared capacity to prevent state failure and more effectively manage post ‐ conflict peacebuilding.

954. Angels and Dragons: Asia, the UN, reform and the next Secretary-General

Abstract:
The relationship between the UN and Asia can seem unfamiliar and distant. Most of New York's energy is consumed by the Middle East and Africa rather than Northeast, South and Southeast Asia; the international organisation can seem Atlanticist in orientation. On the other side of the Pacific Ocean the strict view of state sovereignty adopted by many Asian capitals leads them to keep the UN at arm's length. As always, however, the story is more complex: we need to differentiate between the UN's work in Asia on the one hand, and Asian behaviour at the UN on the other. Since 1945, the UN has contributed to the Asian security order but only at the margins, its security role circumscribed by power politics and Asian approaches to security. By contrast, Asian states have always been keen to exercise their prerogatives in New York, viewing their UN activities as a marker of sovereignty and a source of prestige. The Brief reviews this history and sets out the current stances of the three major regional powers — China, India, and Japan — towards the UN.

955. Germany's Bad Example for Iraq

Abstract:
Berlin is far from Baghdad, and the Germans at least want to keep it that way. But for all the obvious differences, Germany's inconclusive election results and the impending constitutional referendum in Iraq point to some identical obstacles to effective and constitutional government. These obstacles are proportional representation and “cooperative federalism.” As it happens, well-meaning UN officials, NGOs, and U.S. advisers have been urging these constitutional arrangements upon numerous fledgling democracies, including Iraq. That may not be good advice.

In the nearly six decades since the United Nations approved the Universal Declaration of Human Rights, more than one constitutional democracy presiding over an ethnically homogeneous populace—governing a nationality, if you will—has been faced with the prospect of a humanitarian crisis afflicting compatriots living beyond its borders. And on more than one occasion, such states have been moved by those same crises to affect the rescue of their countrymen—by welcoming them into the homeland, embracing them as fellow citizens, and permitting them to enjoy the opportunities and benefits of life under secure, constitutional, and democratic rule. The Federal Republic of Germany faced one such crisis in the very earliest days of its existence. That particular humanitarian emergency entailed the plight of the unlucky people who came to be called Vertriebene: ethnic Germans—most of them women and children—who, by no fault of their own, had to flee before the harsh and vindictive specter of Soviet expansion.

The United States has been lobbying the UN Security Council to pass a new resolution about reinforcing Lebanon's sovereignty, building on the October 25, 2005, report by UN envoy Terje Roed-Larsen on the implementation of UN Security Council Resolution 1559. That resolution, adopted on September 2, 2004, called for the disbanding and disarmament of all militias in Lebanon, the extension of Lebanese government control over all Lebanese territory, and the strict respect of Lebanese sovereignty. Important as each might be in light of recent developments, the Resolution 1559 requirements are closely interconnected.

Abstract:
The long-awaited report by the international commission investigating the assassination of former Lebanese prime minister Rafiq Hariri was released on October 21. Overseen by UN chief investigator Detlev Mehlis, the report concluded, "Given the infiltration of Lebanese institutions and society by the Syrian and Lebanese intelligence services working in tandem, it would be difficult to envisage a scenario whereby such a complex assassination plot could have been carried out without their knowledge." The dynamics engendered by the report, coupled with the political atmosphere of gloom pervading Syria, confront the Bashar al-Asad regime with a bitter choice: accept international demands or go down the self-destructive path of continuing with its old political mindset and flawed one party rule.

Iraq's interior minister, Bayan Jabr, lashed out at Saudi diplomacy while speaking to journalists in Amman on October 2. Referring to Prince Saud al-Faisal, the Saudi foreign minister, Jabr said Iraq would not be lectured by "some Bedouin riding a camel." Broadening his remarks to the Saudi ruling family, the House of Saud, the Iraqi minister said, "There are regimes that are dictatorships; they have one god, he is the king, he is god of heaven and earth, and he rules as he likes. A whole country is named after a family."

On September 25, 2005, Lebanese journalist May Chidiac nearly lost her life in yet another car bomb attack on prominent Lebanese figures who are critical of Syria. Led by German prosecutor Detlev Mehlis, the international commission charged with investigating the murder of former Lebanese prime minister Rafiq Hariri is expected to issue a report on its findings to the UN Security Council on October 21. Many Lebanese fear that during the countdown to the report, which reportedly may implicate senior Syrian officials in Hariri's assassination, Syria and its allies in Lebanon might try to destabilize the country in an act of retribution against the Lebanese opposition and the "ungrateful" country.
