Abstract:
North Korea's launch of numerous missiles the first week of July raised serious questions about the capabilities of both the U.S. missile defense system and North Korea's ballistic missile program. CDI Analyst Victoria Samson and Senior Advisor Philip Coyle appeared on numerous radio talk shows and TV news programs nationwide, helping viewers, listeners and readers to understand that the missile defense system being deployed in Alaska and California has no demonstrated capability to defend the United Sates against an enemy attack. Meanwhile the Bush administration is losing precious time. As Coyle points out in the article below, it's time to enter into one-on-one talks with North Korea before Pyongyang improves its short and long range missiles further. The six-party talks are important and necessary, but not sufficient to stop North Korea's missiles. And neither, unfortunately, are U.S. missile defenses.

The escalating crisis between Iran and the United States belongs on the bilateral summit table, not at the United Nations Security Council. This is true even if Iran rejects the current multilateral incentive package of the big powers. Months of threats and brinkmanship by both nations illustrate the need for face-to-face, behind-closed-doors diplomacy.

Abstract:
The UN Charter and the Vienna Convention on the Law of Treaties require interpreting treaties and settling international disputes “in conformity with the principles of justice and international law.” This contribution discusses procedural and substantive principles of justice which the international judge may take into account in interpreting international economic agreements. The “sovereign equality of states” underlying the “international law of coexistence” as well as the “international law of intergovernmental cooperation” must be interpreted in conformity with the universal recognition of human dignity as a source of inalienable human rights. The universal recognition of economic and social human rights further requires taking into account solidarity principles, as proposed also by the sociological approach to international law. The constitutional structures and citizen-oriented functions of the law of international economic organizations liberalizing and regulating mutually beneficial market transactions among citizens require judges to engage in a careful balancing of state-centered and citizen-oriented principles of international law, including respect for the emerging human right to democratic decision-making. This modern “international integration law” and the increasing number of “international constitutional rules” promote the reconciliation of the various state-centered approaches, human rights approaches, sociological approaches and policy-approaches to international law as a system not only of international rules and “legal pluralism” but also of constitutionally limited decision-making processes and struggles for human rights.

The objective of the seminar was to discuss 'best practices' and share operational experience of SALW Collection activities within South Eastern Europe, in order to assist the Government of Montenegro in planning a possible SALW Collection process later this year.

Abstract:
In this paper, Ramesh Thakur examines the implications of the Iraq War for the UN, shows how the goals being pursued in Iraq have been undermined by the means, and argues that the liberation of the people from Saddam Hussein's brutal regime was a collateral benefit amidst much damage to principles, institutions and relations. His thesis is that the Iraq War has complicated the international community's efforts to fashion a robust collective response to the nuclear challenge posed by Iran. The war's legacies include diminished Western credibility in highlighting an Iran threat, narrower policy options in responding to the nuclear challenge, and an Iran that is simultaneously politically stronger in Iraq, richer due to rising oil prices, and more emboldened and motivated on national security.

Abstract:
Humanitarian intervention entered into the agenda of the international community once again after the Kosovo intervention of 1999. It is not one of the exceptions to the prohibition of the use of force brought by the United Nations Charter. Despite all efforts to describe it as one of the justifiable causes of using force against another state in 1970s and 1990s, both states' attitudes and writers' elaborations show clearly that it is not accepted as a legal exception even by intervening states in Kosovo. After the invasion of Iraq in 2003, debates of humanitarian intervention first dropped from the agenda, but later it became a hot topic once again as one of the reasons of the invasion. Nevertheless, there is a small minority considers the invasion as an example of humanitarian intervention and their argument is not persuasive because of the still insecure conditions in Iraq.

In the post Cold War era, a number of crises and armed conflicts threatening the international security have accrued, and most of them are needed to be intervened by international community and international organizations. International peace support operations are realizing not only by UN-led, but also in other international and regional organizations (such as NATO, OSCE etc.) or coalitions of the willing. The number of activities or operations in which Turkey has participated has significantly risen in recent years. In the post Cold War era, Turkey's contribution to international peace support operations has remarkably expanded. In this meaning, Turkey has been actively contributing to several peace support operations with different formations from Kosovo to Afghanistan, from Palestine to East Timor, from Bosnia-Herzegovina to Georgia. The aim of the first section of this paper is to trace Turkey's record in peace support operations that she has participated so far. In the second section, Turkey's contribution and role in peace support operations will be analyzed.

Abstract:
This study will focus on the preventive deployment in Macedonia with special emphasis on the theory of preventive diplomacy. Nicolaidis's prevention action model is used as an analytical framework. In the model, the concept of coercive diplomacy is helpful in explaining the preventive deployment in Macedonia. The United Nations Preventive Deployment Force (UNPREDEP) in Macedonia is the first United Nations peacekeeping operations with a mandate on preventive deployment. The study aims to contribute to the improvement of preventive diplomacy in order for this to become a tool for conflict prevention in inter- and intra-state conflicts. It also offers suggestions and lessons for future preventive deployment activities.

Abstract:
The aftermath of the invasion of Iraq has been characterised by continued instability and insecurity. In the midst of all this certain questions have been recurrently asked.Why has Tony Blair, given such unwavering support to the US invasion of Iraq, againts the wishes of the UN, Britain's key European partners, and a majority of public opinion? What, in short, is the overwhelming British interest that an invasion was supposed to protect? This essay argues that the key to understanding Britain's persistent support of the US lies mainly in the notion of the "special relationship".
