801. Beyond the Deadlock: How Europe Can Contribute to UN Reform

Abstract:
Ever since it started in the early 1990s, the latest debate on United Nations Security Council reform has divided EU member states. This division has created a huge stumbling block for progress. It has also hampered the deepening of the EU's Common Foreign and Security Policy. This article discusses recent developments in both the UN and the EU. In particular, it sketches out how the EU can become a key power broker by reconciling the conflicting Italian and German positions towards a common European UN policy. The creation of semi-permanent SC seats seems to be the most promising solution in the short term. Moreover, such an interim approach also promises to achieve a single EU seat in the long run.

The topic of human rights was prominent in Pope Benedict 's address to the United Nations General Assembly in the year of the Universal Declaration's 60th anniversary. As with many of Pope Benedict's speeches, his 18 April address to the United Nations is one in which some rather complex ideas are expressed in a very condensed fashion. It is a speech that needs, as they say, to be 'unpacked'.

803. Somalia: To Move Beyond the Failed State

Abstract:
Since 1991 Somalia has been the archetypal failed state. Several attempts to create a transitional set-up have failed, and the current one is on the brink of collapse, overtaken yet again by an Islamist insurgency, despite the support of an Ethiopian military intervention since December 2006. Over the last two years the situation has deteriorated into one of the world's worst humanitarian and security crises. The international community is preoccupied with a symptom - the piracy phenomenon - instead of concentrating on the core of the crisis, the need for a political settlement. The announced Ethiopian withdrawal, if it occurs, will open up a new period of uncertainty and risk. It could also provide a window of opportunity to relaunch a credible political process, however, if additional parties can be persuaded to join the Djibouti reconciliation talks, and local and international actors - including the U.S. and Ethiopia - accept that room must be found for much of the Islamist insurgency in that process and ultimately in a new government dispensation.

804. The (Non) Impact of UN Sanctions on North Korea

This study finds that North Korea's nuclear test and the imposition of UN Security Council sanctions have had no perceptible effect on North Korea's trade with its two largest partners, China and South Korea. Before North Korea conducted an underground nuclear test, it was widely believed that such an event would have cataclysmic diplomatic ramifications. However, beginning with visual inspection of data and ending with time-series models, no evidence is found to support the notion that these events have had any effect on North Korea's trade with its two principal partners.

The world's poor must not pay the price for the collapse of financial markets. Without immediate action, millions will suffer. Poor women and children will pay for the financial folly, failed ideology and crude self-interest that led to this crisis. Much of the burden will be borne by those least able to cope, whether it is poor families evicted from their homes in Detroit, or poor children dying in Mali for want of basic medical care. As the leaders of 20 industrialised and emerging economies convene in Washington for their G20 Emergency Summit on 15 November, small-scale tinkering and limited financial regulation is not good enough. The world leaders gathered for the G20 meeting must heed the call of many around the world, including Ban Ki-moon, Kofi Annan1 and others, to have the ambition and will to act now to help the poorest. The decisions cannot all be taken now, but an ambitious vision can be articulated and followed by work with the UN in the coming months to rapidly build from the ashes of this crisis a new 21st century political and economic system that is just and equitable.

SARAH E. KREPS advances a two-level definition of multilateralism that incorporates both quantitative and qualitative attributes of cooperation. She argues that the relative decline in American power, rather than leading to more robust multilateralism, might instead make UN-authorized interventions less tenable and ad hoc "coalitions of the willing" a viable alternative.

Small states have long been viewed by international organizations as a special category with special handicaps requiring special assistance. The United Nations has created an Office of the High Representative for the Least Developed Countries, Land locked Developing Countries, and Small Island Developing States. The very wording makes it clear that the UN regards small developing states that are landlocked or islands as being on par with the least developed countries. A very substantial academic literature has been devoted to small states, to which the World Bank and Common-wealth Secretariat have made contributions. They constituted a Joint Task Force that submitted a report in April 2000, Small States: Meeting Challenges in the Global Economy, proposing an agenda for assisting such states in various ways, including increasing foreign aid (World Bank 2000). This report was followed in 2005 by a review of progress on the 2000 agenda, Towards an Outward-Oriented Development Strategy for Small States(Briguglio, Persaud, and Stern 2005), henceforth referred to as the World Bank-Common-wealth review. This review also suggested increasing foreign aid. In2006, the Independent Evaluation Group (IEG 2006) of the World Bank produced an evaluation of World Bank assistance to small states. During that same year, the World Bank also commissioned four regional studies of small states, which formed the basis of a subsequent book, Small States, Smart Solutions(Favaro 2008).Finally, in 2008, the World Bank released The Growth Report, also known as the Spence Commission report, which devoted a special section to small states (World Bank 2008)

808. Sierra Leone a Year After Elections: Still in the Balance

The UN mission that led Sierra Leone out of bloody civil war in 2002 ends on 30 September 2008. Despite significant advances, and landmark elections last year that saw the opposition win power, the country remains amongst the poorest in the world. It is vulnerable to crime, corruption, and the growing power of South American drugs cartels. The UK has been Sierra Leone's major donor since its military intervention in 2000 - the last successful military intervention before the Iraq war. However, slow progress and uncertain prospects for the country mean that the UK is keen to broaden the responsibility for supporting Sierra Leone. There are good signs that the government of Sierra Leone is serious about reform. But if it is to cement stability and growth, it will need to find new international partners, continue its reform efforts, and deter drug-traffickers from establishing themselves in the country. Most importantly, it will need to show greater leadership, confidence and direction to both voters and donors to ensure that widespread goodwill is not eroded by uncertainty and drift.

Recollections of the Nakba through a Teenager's Eyes Muhammad Hallaj Journal of Palestine Studies, Vol. 38, no. 1 (Autumn 2008), p. 66Palestinian Voices Muhammad Hallaj, a political scientist specializing in Palestinian affairs and the Israeli-Palestinian conflict, was born in Qalqilya, Palestine, in 1932. After earning his doctorate from the University of Florida in 1966, he taught at Florida's Jacksonville University and then at the University of Jordan in Amman. Hallaj returned to the West Bank in 1975, where he served as dean of social sciences and later as academic vice president of Birzeit University before becoming the first director of the Council for Higher Education in the West Bank and Gaza. While taking a leave to go to Harvard University as a visiting scholar in 1983, Hallaj was denied a visa to return to the West Bank. Among the positions he has held since then have been editor of Palestine Perspectives (1983-1991), member (and subsequent head) of the Palestinian delegation on Refugees to the multilateral peace talks following the Madrid conference (1991-1993), and executive director of the Palestine Center and the Jerusalem Fund. At the request of JPS, Dr. Hallaj shared his memories of the 1948 war and its aftermath, which he experienced as a high school student in Jaffa, and then in Qalqilya and Tulkarm.
