531. Sovereign Wealth Funds and the Santiago Principles: Where Do They Stand?

Abstract:
Sovereign wealth funds (SWFs) have become dominant players in global finance and world affairs, controlling considerable financial assets. Their investment behavior continues to resonate across the world economy and their increasingly extroverted investment policy prompted a political backlash in mature economies. Reacting to this backlash, in October 2008 a group of 26 SWFs commit-ted themselves to transparency, good governance, and accountability standards by signing a voluntary code of principles, the “Generally Accepted Principles and Practices,” for SWFs (GAAP), also known as the “Santiago Principles.”

532. The Odd Couple? The Merits of Two Tracks in the International Climate Change Negotiations

Abstract:
It is far from certain that a strong, legally-binding climate agreement preferred by the EU will produce better environmental results than the broader and weaker scheme proposed by the USA. By ratifying the Kyoto Protocol, countries that are listed in Annex B of the protocol also committed themselves to inscribe new emission reduction targets for the period after 2012. The push by some countries for a single legal outcome to replace the Kyoto Protocol has antagonized developing countries, who see this as an attempt by the developed countries to back out of their commitments. In terms of environmental results and the negotiation dynamics there are significant merits to a system where one group of countries takes on legally binding commitments under the Kyoto Protocol for the post-2012 period, and another group of countries take on less binding commitments under the Climate Change Convention. Such a system could broaden participation by including countries not yet ready to accede to a legally-binding instrument (i.e. the USA and major developing countries), while preserving the operational detail of the Kyoto Protocol to serve as a benchmark for the development of the climate regime going forward.

South Sudan is just eight months away from a self-determination referendum that will likely result in its secession from the North. Much remains to be done to implement the outstanding elements of Sudan's Comprehensive Peace Agreement (CPA), and time is running out. The agreement's underlying aim of “making unity attractive” has failed, and most Southerners thus appear determined to choose independence. Neighbouring states are increasingly focused on the fragile circumstances in Sudan and the likelihood of a newly independent state in the region. Support from Sudan's neighbours for the referendum process and respect for its result will be crucial to ensuring peace and stability in the country and the region.

The Nuclear Non-Proliferation Treaty (NPT) Review Conference that is being held in New York in May 2010 coincides with the fortieth anniversary of the entry into force of the treaty. Although the NPT is commonly hailed as an essential pillar of international security, opinions greatly diverge when it comes to assessing the implementation of the treaty's three main objectives: promoting the peaceful use of nuclear energy, preventing the diversion of nuclear materials to weapons, and committing states to engage in disarmament.

Although this unanimity is the proposal's principal strength, it comes at the cost of making the draft weaker in some sections than ideas discussed previously by the Obama administration. In the fluid situation surrounding Iran's nuclear program, perhaps the safest bet is to expect more surprises. Despite the promising draft circulated on May 19, it is not clear how meaningful a sanctions resolution adopted by the UN Security Council will be, even if it is adopted soon. Nor is it clear how vigorously Brazil and Turkey will pursue the trilateral agreement that the two countries reached with Iran on May 16. All the same, important lessons can be drawn from this week's developments.

537. Combining Realism with Vision Options for NATO's new Strategic Concept

Elaborating a Strategic Concept is a delicate undertaking which implies a good deal of resolve, far - sightedness, and realism. Allies should neither search for a new North Star nor give in to the temptation of de facto acceptance of the status quo as the optimal solution. Instead, they should make choices reflecting a synthesis, not just a list, of their security priorities. In particular, they should consider the future of the allied deterrence and defence strategies in a security environment characterised by significant political and technological changes, including by thinking about steps towards withdrawing US nuclear weapons in Europe and creating an integrated missile defence system; learn the lessons from the Balkans and Afghanistan and accord greater priority to stabilisation than to rapid reaction capabilities; recognise that compromises will be inevitable if they are serious about considering Russia as a partner, and start by pausing for a while with enlargement. Allies should also make it clear that they have no ambition of turning NATO into a world gendarme and shift towards cooperative crisis management.

538. Rhetoric and Reality: The Failure to Resolve the Darfur Conflict

Seven years after large-scale militia attacks signalled a change in the long- running but generally low-level conflict in Darfur, an unprecedented array of international instruments has been deployed, often chaotically, to address the conflict, including peacekeepers, peacemakers, special envoys, mediators, sanctions, embargoes, and criminal prosecution. Yet peace remains as elusive as ever. In the three and a half years since the Darfur Peace Agreement was precipitously concluded in Abuja and, rejected by most Darfurians, left to wither, the paradigm of government–rebel talks has persisted, despite stalemate. Time is not on Darfur's side: the longer the conflict continues, the more actors become involved and the harder it is to resolve. With national elections scheduled for April 2010 and a referendum on self-determination for Southern Sudan in 2011, the focus has moved away from Darfur. This Working Paper examines mediation efforts since Abuja and suggests why they have failed.

Genocide and ethnic cleansing have all- too-clearly demonstrated the dangers of failing to protect minority groups. A “kin-state” with strong ethnic, cultural, religious or linguistic links to a minority population abroad, may be well-placed to assist in its protection. But unilateral interference by kin-states can raise tensions with host-states, endangering international peace and security.

Deterrence is an outdated approach to the threat of nuclear weapons and does not meet the security needs of the post-Cold War era. Nuclear weapon-free states can establish a new regional security framework through the strengthening of existing and creation of new Nuclear Weapon-Free Zones (NWFZs). These zones operate under the assumption that more nuclear weapons make the world inherently less safe and demonstrate that countries do not need nuclear weapons to deter attack.
