Abstract:
There have been impressive gains in global health over the past 20 years, with millions of lives saved through expanded access to essential medicines and other health products. Major international initiatives backed by billions of dollars in development assistance have brought new drugs, diagnostics, and other innovations to the fight against HIV, malaria, tuberculosis, and other scourges. But behind these successes is an unacceptable reality: in many low- and middle-income countries, lifesaving health products are either unavailable or beyond the reach of the people who need them most. While each country’s context is unique, a reliable, affordable, and high-quality supply of health products is a vital necessity for any health system. In its absence, lasting health gains will remain elusive. Access to medicines, diagnostics, devices, and equipment is driven in large part by the efficiency of their procurement. Procurement is, therefore, central to the efforts of low- and middle-income countries to improve health, meet the Sustainable Development Goals, and achieve universal health coverage. Health product purchasing in low- and lower-middle-income countries already makes up a sizeable share of overall health spending; in fact, in just a subset of these countries, spending on health products totals an estimated $50 billion per year.[1] Procurement is not only essential to the missions of global health entities like the Global Fund, Gavi, UNICEF, UNFPA, and PEPFAR, but it also represents big money. In the case of the Global Fund, health product procurement accounts for $2 billion per year,[2] or almost half of its 2017 disbursements.[3] Yet despite its importance, procurement is an underappreciated health system function. Today’s procurement systems are hobbled by inefficiencies that leave some of the poorest countries paying some of the highest drug prices in the world.

42. Unheard Voices: What Syrian Refugees Need to Return Home

Abstract:
As the Syrian regime regains territory, there have been growing calls in neighboring countries for refugees to go home. Yet refugees have conditions for a return—conditions that political efforts to resolve the Syrian conflict have largely ignored. To understand refugee attitudes toward return, the Carnegie Middle East Center listened to the concerns of Syrians—both male and female, young and old—struggling to build meaningful lives in Lebanon and Jordan. What is most striking is that despite the increasingly difficult challenges they face, a majority are unwilling to go back unless a political transition can assure their safety and security, access to justice, and right of return to areas of origin. Economic opportunity and adequate housing are important but not requirements. Above all, their attitudes make it clear that both a sustainable political settlement and a mass, voluntary return are contingent upon international peace processes that account for refugee voices.

43. The Mission Is Gone, but the UN Is Staying: Liberia’s Peacekeeping Transition

From 2003 to 2018, the UN Mission in Liberia (UNMIL) was ever-present throughout the country. The peacekeeping mission’s work, and its transition out of the country, are considered positive examples of how the UN can support countries through conflict and post-conflict phases. Nevertheless, UNMIL’s transition offers many lessons that member states, UN officials, and international partners can learn in order to strengthen future UN peacekeeping transitions. This paper examines the process of Liberia’s transition from a peacekeeping mission to a UN country team configuration, focusing on the period from July 2016 to July 2018. It identifies the political and operational dynamics that drove the transition, examines the policy processes and context within which the transition was executed, and assesses the ability of the UN’s post-mission configuration to sustain peace in Liberia. The paper underscores that member states and the UN Secretariat should change their approach to transitions from racing against deadlines to instead viewing them as processes that begin well before a peacekeeping mission closes and continue for several years after the mission ends. By viewing transitions as long-term, multi-stakeholder activities, member states have the opportunity to ensure that future transitions adopt integrated approaches with adequate political, operational, and financial support.

44. Lessons Learned from the UN’s Transition in Côte d’Ivoire

In April 2016, after four years of progressive downsizing, the Security Council decided to close the UN Operation in Côte d’Ivoire (UNOCI) within a year. This decision reflected a consensus that it was time for UNOCI to leave and hand over to the UN country team with no follow-on mission. However, the transition was abrupt, without sustained dialogue, capacity transfer, or financial fluidity, leaving the UN country team unprepared to take on the mission’s responsibilities. This policy paper examines the political dynamics in Côte d’Ivoire and in the Security Council that led to the decision to withdraw UNOCI, as well as the stages of the withdrawal and handover. It also analyzes the gaps and shortcomings that left the country team ill-prepared to take over, highlighting two main challenges. First, the Security Council viewed the transition as a political process. Its objective of withdrawing the mission superseded all others, leading it to underestimate, if not overlook, the continued peacebuilding needs of the country. Second, the transition was accompanied by waning donor interest, undercutting programming by the country team in priority areas like reconciliation, security sector reform, human rights, and land tenure.

45. Mission in Transition: Planning for the End of UN Peacekeeping in Haiti

The process of reconfiguring, closing, and handing over responsibilities to a UN country team or host-state institutions is a crucial—and challenging—part of the life cycle of a UN peacekeeping mission. Transitions have been a central feature of UN peacekeeping in Haiti, in particular, which has gone through numerous transitions since the 1990s. This paper focuses on the two most recent peacekeeping transitions in Haiti: one from the UN Stabilization Mission in Haiti (MINUSTAH) to the UN Mission for Justice Support in Haiti (MINUJUSTH), or from a multidimensional peacekeeping operation involving a substantial military component to a small peace operation focused on police and rule of law; and the ongoing transition toward the closure of MINUJUSTH and preparations for the eventual handover to other actors. For both missions, the paper focuses on three issues: (1) transition planning, including the political dynamics that influenced decision making, gaps between plans and the reality on the ground, and the limited role of the host state, UN country team, civil society, and donors; (2) management, logistical, and administrative challenges; and (3) issues related to business continuity and changes in substantive areas of work. It concludes by offering lessons learned from the past and current transitions that can inform the next drawdown and exit of peacekeepers from Haiti.

Abstract:
Following the victory of the National League for Democracy (NLD) in November 2015 elections, many vested their hopes in the NLD’s leader, Nobel Peace Prize–laureate Aung San Suu Kyi, whom they saw as a force that would propel Burma toward democratic transition. Constitutional constraints have severely limited Suu Kyi’s power to transform Burma’s political life, with the military continuing to be the most politically influential institution. Even given these limitations, however, Suu Kyi has thus far disappointed her supporters at home and especially abroad. Economic reforms have come slowly, democratic standards have slipped, and Suu Kyi and her government have faced international condemnation for their treatment of the Rohingya Muslim minority.

Abstract:
Energy transition towards renewable energy sources (RES) has been a high priority for many industrial as well as developing countries. Besides its positive effects on the ambitions to mitigate climate change, energy transition has been also seen as a mean to increase energy independence and energy security. While some countries have been particularly successful in developing and deploying energy transition solutions (including technologies and governance models) others are at the beginnings. Particularly in developing countries there is growing interest in the transfer of RES solutions as they are often considered to be drivers for modernization and socio-economic development (Romer 1990; Gruber et al. 2017). The transfer of RES technologies, which includes not only turnkey power stations but also the transfer of the governance models, needed for successful implementation of technology in the hosting society and its long-term usage with as little impacts as possible on local communities and benefits for hosting countries at the same time, is considered a key in facilitating climate change mitigation efforts around the globe (Karakosta et al. 2010; Metz et al. 2000). In 2009, Morocco initiated an ambitious energy transition program. The goal is to cover 42 percent of its power generating capacity with RES by 2020 and to increase this to 52 percent by 2030 (RES Med). Moroc-co’s ambitious plans are often highlighted by various organizations in the international context as a model for deployment of RES in developing countries (Gruber et al. 2017). The country’s energy transition strategy mainly focuses on the construction of large and middle-size centralized solar energy plants. The largest project are the so called “Noor” (light) plants, a number of large and medium scale solar plants to be constructed across the country until 2020. The Noor plants are hoped to increase Morocco’s energy production, decrease the country’s dependence on fossil imports and even enable the export of energy to European and African neighbors. In turn, effects on electricity prices in Morocco are expected to remain low. Despite a clear preference for rather centralized energy solutions, mainly the result of state planning in the capital Rabat, the Moroccan state’s ambition of inducing “Green Growth” has also had effects on the regional, provincial and local levels. Many associations and initiatives defending, promoting and lobbying for climate change mitigation and renewable energy solutions have emerged at the local level. Green Growth and Morocco’s aims at de-centralizing the state’s administrative structure have opened new spaces for participation. Similar to Morocco, Austria has also developed ambitious plans for transition to climate friendly energy productions. The long-term vision is to reach 100 percent independence from fossil energy. In 2009, the so called Climate and Energy Model Regions (CEM) were established. The governance concept of Climate and Energy Model Regions (CEM) aims at promoting energy transition at the regional and local levels. Each CEM pursues the goal of becoming independent from fossil fuels by 2050 and thereby contributes to the overall national climate goals. The decentralization of climate goals, linking energy transition with regional development has reflected the country’s federal administrative and political structure. In that regard, this governance model represents a best practice for a decentralized policy approach to climate mitigation goals. As much as this often entails strong involvement and ownership on societal level, as much its success is dependent on a complex set of diverse political entrepreneurs on different political and administrative levels (national-federal-district and local). Most of the energy relevant issues are regulated by federal law, but the federal states are highly involved in the specification and implementation of these laws. The country’s energy strategy and measures for the reduction of emissions (including investments in renewables) are elaborated in collaboration between the federal government and the federal states. The measures taken are brought in line with the climate and energy package issued by the EU in 2008 which sets besides the promotion of renewables and the increase in energy efficiency the goal to reduce emissions until 2020 by 20 % (compared to 1990). This working paper builds on the insights gained from the LINKS project. LINKS (Linking climate change mitigation, energy security and regional development in climate and energy model regions in Austria) identified structural differences among the Austrian Climate Model Regions (urban, semi-urban and rural), human factors such as the willingness to use RES and to pay for them, as well as differing public acceptance and participatory governance measures. As a result, the two Austrian CEM regions of Güssing and Freistadt were determined as potential models to be transferred to Tata. These two CEMs illustrate the two opposite poles of different governance rationales. While the establishment of a CEM in Güssing was mainly initiated by the former mayor in a top-down process and enjoyed strong political support on the national and regional levels, Freistadt represents a bottom-up approach which has been located at the grassroots level and is informed by more participatory and flat governance structures. The overall objective of our work package was to assessing the transferability of these insights to different socio-political environments, such as Morocco’s Tata region. To do so, the working paper explores the visions and different notions of “green growth”. Moreover, it is concerned with the forms of participation of different stakeholders (including official authorities) in the making of renewable energy in a remote area of Morocco. Situated in the coun- try’s southeast, Tata has been designated as the location of one of the Noor solar plants. It analyzes the meanings produced in general discourses on energy policy in Tata and puts them into context with the political, territorial and economic orders that shape opportunity structures. Based on interviews, talks, a stakeholder forum and a focus group discussion, the paper identifies three threads of discourses and three perspectives on the Moroccan orders. 48. The Born Frees as Assertive Citizens? Student Protests and Democratic Prospects in South Africa

Abstract:
Massive student protests in South Africa in the past few years, largest since the times of the anti-apartheid struggles, raised several questions for political scientists. Are we witnessing a generational change? Or are they a sign of a broader global shift towards “asser- tive citizenship” present in advanced democracies and democratizing countries? To answer these questions, this paper examines the levels of political support and nature of political participation among the young generation. The paper also points out that generational change is not immediately visible in public opinion polls but is a process of a gradual narrative construction. Protests brought with them a challenge to the founding narrative of a united Rainbow Nation and reconciliation with the past, leading to a fracture in democratic stability. For the democratic project to suc- ceed, it is essential that the national project in South Africa does not fall apart.

49. The Formation of Local Self-government During the System Transformation Period in Poland and the Former GDR

Abstract:
This paper presents changes that have occurred at the local level in Poland and new German federal states during the process of the post-communist system transforma- tion. The stages of rebuilding the local self-government and its structures are analyzed. The experiences of Poland and Eastern Germany – two states where the system transformation took different courses – were compared. At the same time, both countries have different constitutional orders of the unitary state and federal state, and this context are interesting fields for a comparative analysis. This paper also confronts the two methods of institution building – the importing of well-established institutions and developing them in the evolu- tionary way, where in both cases path a dependency can be well observed. In Germany this is considered a special case (Sonderfall) of institutional transformation, in which the key role was played by the transference of institutions, personnel and financial means. This was also done much quicker and in a more structured and comprehensive way than in Poland. In the case of Poland, the creation of local self-government structures or shaping the political actors was a grassroots and evolutionary process. This article points out the most important factors that had a crucial significance in the course and results of the transformation and explains different ways of developing the system of democratic local self-government.

Abstract:
Ghana is one of the leading democracies on the African continent, with multiple peaceful interparty transitions since the return of multi-party democracy in 1992; a good record on human rights; an apolitical military; and a lively, free media. Ghanaians often note that whenever the Republican Party wins the White House, Ghana’s New Patriotic Party (NPP) wins Jubilee House—a coincidental tradition that held true again in 2016. Ghana’s presidential and parliamentary elections were peaceful, transparent, and credible; U.S. engagement played a critical role in that success, as well as in the resulting peaceful transition of power.
