Abstract:
The present document is an attempt at a comprehensive analysis of direct and indirect burdens imposed upon banks in 2015. The idea to present such factors — which are often extremely varied in nature — in a single study was born out of the fact that these factors are often considered separately, on the basis of various criteria, which causes them to be split into different groups. This approach results in a fairly common tendency for fragmentary assessment of their impact and, more importantly, in the adoption of piecemeal regulations which fail to take into account the full impact of the actions taken in different areas. This applies in equal measures to supervisory authorities, regulators, analysts, policymakers and the media, which means that, in a somewhat oversimplified sense, the above statement is applicable to the public at large. This situation can be most succinctly characterised in the manner presented below. In the aftermath of the crisis, banks require a new set of instruments to regulate the functioning thereof. This is because they are to become more stable, safe, less risk-prone and more customer-friendly. Each of these areas requires a separate set of regulatory instruments, along with the respective subgroups thereof. Oftentimes they are not synchronised with each other and are usually aimed at the implementation of a specific, particular goal to an excessive extent. In addition, there are also “special tasks” such as the reform of the Credit and Saving Unions (SKOK).

Abstract:
The role of seapower in nurturing American security and prosperity has long been exaggerated, if not wholly misrepresented. Throughout the nineteenth century, the nation’s first generations of leaders exhibited a healthy skepticism toward free trade and the maritime hegemony of the British Empire. By focusing on domination of the country’s littoral space during the Civil War, the U.S. Navy succeeded in shielding the Union from European interference. It was not the assumption of the British mantle that safeguarded the nation; rather, U.S. preeminence was secured by rejection of maritime overreach. Strong anti-British tariffs and industrial protectionism were the cornerstones of sustained commercial growth and genuine national independence. The unique problem with seapower, even in the contemporary period, is how easily we can glorify it. We love the sea, and mighty ships, and we tend to flaunt what we love, but this relationship has no place in a grand strategy that acknowledges the limited historical contribution of free trade to the American economy.

Abstract:
The term maritime security often evokes destroyers and aircraft carriers, disputes over territorial waters or islands, or piracy and terrorist attacks such as the USS Cole bombing in 2000. High profile crises can lead us to forget that maritime security is an everyday event; it is about enabling safe transit. Each step within the maritime transport of goods has security challenges and considerations. At the same time, the continued stability and effectiveness of maritime trade is itself a broader security matter of importance to consumers, businesses, and governments. With the “weaponization of finance” maritime trade will play a central role in economic actions being taken out of geopolitical concerns.

During the Age of Sail, naval powers issued privateering licenses to shipowners, allowing and encouraging them to raid enemy commerce and attack foreign navies during times of war – a system that bears several similarities to modern military contracting. But private enterprise did not go to war in a legal vacuum. How do countries make the incentives for private security firms align with national policy in the 21st century?

266. A Crime Pattern Analysis of the Illegal Ivory Trade in China

The illegal ivory trade fuels illegal elephant poaching in both Africa and Asia. The illegal ivory trade in China is considered a key threat to the survival of the elephant species: since 2009, China has become the largest illegal ivory market in the world. Although China has uncovered a great number of cases of illegal ivory trade with the seizure of illegal ivory in the past decade, this trade is still growing. A deeper understanding of the nature and patterns of illegal ivory trade through an analysis of ivory seizure data should improve the efficiency of efforts to prevent the illegal ivory trade in China. This paper analyses data on 106 seizures of illegal ivory that was collected from Chinese news reports between 1999 and 2014, with a particular focus on its frequency and illegal trade ‘hotspot’ locations in China. The analysis found three illegal ivory trade cycles (2001–2005, 2006–2010, and 2011–2014) and four hotspots. Preventing the illegal ivory trade will require more international cooperation and coordination between China and other countries.

Abstract:
African countries have been left out of the recent benefits accruing from international trade. For example, they accounted for only 3.2 percent of world trade in 2013 compared to 5 percent in the mid-1960s. Regional integration can reverse this weak performance as it holds the promise for countries to gain from the resultant economies of scale and enhanced competitiveness. It will also help to expand the markets for foreign direct investment.

268. The Revival of the Silk Roads (Land Connectivity) in Asia

Abstract:
This paper argues that contrary to popular belief, in the bygone era, there was not one but two Silk Roads in Asia – the Northern and the less well-known South-western Silk Road (SSR). The SSR connected South/Central Asia with southern China and present day Association of Southeast Asian Nations (ASEAN). After enjoying a rich history of around 1,600 years, the Silk Roads went into disrepair. Now, for various economic, security, and political reasons, land connectivity is once again making a comeback in Asia. These include the (i) ―Go West‖ and the recent ―New Silk Roads‖ policies of China; (ii) ―Look East‖ policies of South Asia; (iii) opening of Myanmar, a node between South Asia and East Asia; and (iv) growing importance of supply-chain trade. The focus has, however, been mainly on reviving the Northern Silk Road with relatively few actions being initiated to revive the SSR. Mirroring the on-going efforts in the Greater Mekong Sub-region and the Central Asian region, this paper proposes four economic corridors for Pan-Asian connectivity that is to connect South/Central Asia with southern China and ASEAN. The paper argues that the revival of land connectivity in Asia is making Maritime Asia of the past, more continental-based. One implication is that regional institutions focusing solely on Maritime Asia, such as the Asia Pacific Economic Cooperation (APEC), may be losing some of their relevance vis-à-vis say the more continental-based China-led Shanghai Cooperation Organization. The other is that the influence of the West in Asia‘s security may be declining relative to that of China, India, and Russia.

Abstract:
In this brief, Elena Jarocinska summarizes the main thrust of Russian federal fiscal institutions and discusses their specific features. She describes the evolution of federal fiscal regulations since the establishment of the Russian federal state. As a conclusion, she offers the following policy recommendations: tax autonomy of subnational governments which is currently very limited should be increased; federal aid should be further formalized and made more transparent; regulations should not be changed from year to year to provide for a more stable environment; and subnational interests should be better protected at the institutional level.

270. Accelerating Export Growth in Zambia

Abstract:
Export-transactions data for the period 1999-2011 in Zambia suggests that much of the growth in the value of exports has been driven by the contribution of new exporters than pre-existing exporters. The catastrophic growth among pre-existing exporters is explained by the high death rate that occurs within the first two years of exporting. Approximately between 50%- 60% of exporters will not survive beyond the year of export commencement. We discuss the potentially important policy implications of these rather surprising results relative to the sizeable evidence that shows it is the deepening of export values among existing exporters that drives much of the year-on-year growth in exports for many advanced and developing countries.
