151. Health, Shocks and Poverty Persistence

Abstract:
In this paper we review the evidence on the impact of large shocks, such as drought, on child and adult health, with particular emphasis on Zimbabwe and Ethiopia. Our focus is on the impact of shocks on long-term outcomes, and we ask whether there are intrahousehold differences in these effects. The evidence suggests substantial fluctuations in body weight and growth retardation in response to shocks. While there appears to be no differential impact between boys and girls, adult women are often worse affected by these shocks. For children, there is no full recovery from these losses, affecting adult health and education outcomes, as well as lifetime earnings. For adults, there is no evidence of persistent effects from transitory shocks in our data.

Abstract:
A good proposal to eliminate tariffs must take into account both the pain and gain that developing countries are likely to experience. The authors take the measure of these costs and benefits and urge rich countries to maximize the benefits to developing countries while giving them ample time to accept, and adjust to, the changes that trade liberalization will require. But trade liberalization should not stop with tariff proposals. The United States and other industrial countries should generously reduce subsidies to farmers and eliminate nontariff barriers on agricultural imports. The United States should offer more concessions on services trade, particularly in its allowances for temporary foreign workers. Unless rich countries put more on the table, a WTO agreement to eliminate tariff barriers may be postponed for years.

Charitable donations by private individuals and firms can help fund the Millennium Development Goals. What are the prospects for increasing donations for international development, whether from small-scale donors, the super-rich (as in the recent gifts by Bill Gates and Ted Turner), or the corporate sector? The paper starts by reviewing how large are the sums currently given in OECD countries (including gifts of time) and the problems development has in competing with domestic causes. It then looks at possibilities for the future, including tax deductions, the new 'global funds', corporate social responsibility and 'cause-related marketing', the use of the Internet, and long-term donor education.

There always has been an imminent need to secure these rights for people worldwide, but the events of Sept. 11, 2001, raised the collective consciousness about the urgent need for the work of The Carter Center.

Abstract:
This text aims to examine a particularly difficult phenomenon to study—slaughter—although it is at the center of many wars today and yesterday. Slaughter is defined as a generally collective form of action that aims to destroy non-combatants, usually civilians. Slaughter is viewed as an extremely violent, both rational and irrational practice growing out of an imaginary construct pertaining to someone to be destroyed, whom the torturer perceives as a complete enemy. The aspiration of this text is to show the relevance of exploring slaughter from a comparative standpoint. It will go beyond the mere case study, or rather it will put the best of these studies (on ex-Yugoslavia, Rwanda, etc.) into perspective. To better understand the process by which the slaughter is put into action, two main directions guide the analysis: historic depth: it is in fact difficult to attempt to understand the slaughters that took place in 1990 without taking into account occurrences in the 20th century, including those termed "genocides." transdisciplinary overture: slaughter as a phenomenon is so complex in itself that it requires the eye of the sociologist, anthropologist and psychologist, as can be seen in the following pages.

Abstract:
Foreign direct investment in financial firms in emerging markets surged in the 1990s, although not equally in all places. The main beneficiaries: Latin America and Central Europe, with Asia a distant third. This conference report summarizes findings on the impacts—mainly positive—of this significant inflow of funds and managerial and technical know-how, as well as recommendations for policies toward foreign direct investment (FDI) in the future. The main recommendation: countries with restrictions generally should relax them, even when their own financial systems are weak. At the same time, foreign entry gives rise to new policy challenges, supervisory and competitive, which emerging markets need to confront both unilaterally and with cooperation from source country governments.

There is much speculation about a new round of protests at the upcoming meetings of the World Bank and the International Monetary Fund (IMF). The protestors contend that globalization is bad for poor people in poor countries. But the evidence suggests the opposite: that globalization provides the poor in developing countries with new opportunities for upward mobility. Yet it also introduces new vulnerabilities, particularly for those in the middle income strata, which cause even the upwardly mobile in these strata to negatively assess their economic progress. We propose three sets of policies for poor countries — increasing access to higher levels and better quality education, eliminating market distortions that block the upward mobility of the poor (including excessive levels of inequality), and providing more broadly available safety nets for people without steady incomes — that could help prevent these negative sentiments from growing into a broader backlash against globalization, which would ultimately hurt the poor in these countries the most.

Abstract:
The Montreal Protocol–the 1987 international agreement that aims to phase out the production and consumption of substances that deplete the earth's ozone layer–faces significant new challenges, particularly in the developing world. The Protocol's Multilateral Fund, which helps to finance phaseout in developing countries, has succeeded in considerably reducing the consumption of chlorofluorcarbons (CFCs) and other ozone-depleting substances (ODSs) in the manufacturing sector. It now faces the urgent task of reducing the consumption of ODSs in a countless number of widely dispersed small and medium-sized enterprises (SMEs). (Many other environmental conventions face a similar challenge.) In particular, there is a need to phase out CFCs used in refrigeration and methyl bromide used in agriculture. To meet these new challenges, the Montreal Protocol and the Multilateral Fund must employ a new strategy–one that puts the developing countries squarely in the driver's seat.

STUDIES of scholarly communication in Western Europe and North America describe a world in crisis. (Borgman, 2000.) By the early 1990s, the cost of print journals had reached a level that discouraged their purchase by even the richest institutions, and digital editions of these works, a feature of the next decade, raised the ante higher still. Copyright, the legally-enforced ownership of ideas in some fixed form, has become more contentious in a digital realm, which potentially makes unauthorized usage as simple as "copy and paste." And, finally, while archiving scholarly publications has been difficult in the medium of acidic paper, it has become even more problematic in electronic form where the data themselves, the media that hold them and the computer programs that make them intelligible are all subject to decay or obsolescence. This triumvirate—spiraling information costs, control of information and its preservation for succeeding generations—constitutes the developed world's central focus for research and planning in scholarly communication.
