Abstract:
The threat of terrorism has focused the attention of the United States on domestic preparedness. Although the likelihood of a domestic terrorist attack may be relatively low, the country is nonetheless preparing first responders, local, state and federal officials, and the public on what to do and what to expect should one occur. Lawyers have only recently begun to consider the issue of domestic preparedness. Any steps to improve preparedness must, of course, involve an assessment by the proper legal authorities to determine their lawfulness and legitimacy.

Abstract:
Since its creation in 1948, Israel has had to contend with the constant threat of terrorism. To meet this challenge, Israel has created and maintained an elaborate counterterrorism system. Much of the Israeli effort has focused on developing defensive measures designed to prevent attacks on the civilian population and minimize casualties. Israel has developed this strategy for two reasons. First, most Palestinian terrorist attacks, as well as a smaller yet significant number of attacks by Lebanese groups, have been random attacks against civilians. Second, all Israeli governments have been highly sensitive to civilian casualties.

Abstract:
With the Taliban and al Qaeda largely defeated, a temporary coalition government taking power in Afghanistan, the Freedom Bridge near Uzbekistan finally open to relief efforts, and foreign donors promising significant aid more generally, the future looks increasingly promising for the Afghan people. But many challenges remain, even beyond the immediate priority of completing the military operation. Without rapid delivery of sufficient food, shelter, and medical supplies, Afghanistan could still experience a humanitarian catastrophe this winter. Without great care to shore up the coalition government, it could fail, just as state-building efforts have failed with disastrous consequences in places such as Angola, Rwanda, and Somalia in recent years. Without sufficient delivery of reconstruction aid, Afghanistan could remain mired in the same poverty and chaos that gave rise to the Taliban in the first place.

Abstract:
Pakistan's religious schools, Madrassahs, trace their traditions back through nearly a thousand years of Islamic teaching. Over the last decades, however, they increasingly have played a role contrary to their original intent. Founded as centers of learning for the next generation of Islamic scholars and clerics, the schools now increasingly dominate the education sphere. The present danger is that a minority of these schools have built extremely close ties with radical militant groups and play a critical role in sustaining the international terrorist network. Madrassahs. displacement of a public education system is also worrisome to the stability of the Pakistani state and its future economic prospects.

Advocates argued that the attacks were directed at globalization, or, if not the target, globalization was the chief casualty. Others bemoaned an even more troubling possibility: globalization would callously continue its crusade unmoved by the events of September 11.

President Bush is correct in his assertion that the United States and its allies should eventually be prepared to defend themselves against long-range ballistic missile attack. He has also been wise to declare the current Anti-Ballistic Missile (ABM) Treaty inappropriate for the modern era, and to leave no doubt in the minds of allies, neutrals, or enemies that his administration intends to move beyond the treaty and build a missile defense system when prudent and possible. However, there are dangers in the Bush administration's apparent approach to protecting the American homeland. The plan—though not yet complete—may focus somewhat myopically on the ballistic missile threat, while largely ignoring other, equally imminent dangers.

The enduring estrangement between the United States and Iran represents the central paradox for American policy in the Persian Gulf. The world has changed dramatically since the 1979 Islamic Revolution gave rise to a religious government in Tehran and ruptured U.S.-Iranian relations. Those changes have been felt even within Iran's revolutionary politics, through the ascendance of a popular reform movement crystallized by moderate president Mohammad Khatami's 1997 election. This development prompted an abatement in comprehensive U.S. sanctions and fueled expectations of rapprochement.

Abstract:
The war on terrorism, which the United States has now been compelled to undertake, will not greatly resemble traditional war. It will, however, have certain important similarities to the Cold War, or at least to those parts of that struggle which took place in what used to be called the third world. Like the struggle against communism, this will be a long, multifaceted struggle in which the terrorist groups must be combated, but so too must be the factors that impel much larger populations to give those groups support and shelter. As in the Cold War, U.S. military action will be only one element of U.S. strategy, and usually not the most important. As then, a central danger is that anti-Western forces will succeed in carrying out revolutions in important states, seizing control and turning them into more bases for anti- Western actions. It is therefore important that the United States plot its strategy with the Cold War's successes and failures clearly in mind.

To prosecute the war on terrorism, President Bush has assembled a diverse coalition of countries for political, diplomatic, and military support. Some of those countries are long-standing friends and allies of the United States. Others have new or changing relationships with the United States. Although there may be a price for their support, America should not pay an excessive price—one that could be detrimental to longer-term U.S. national security interests. And though it may be necessary to provide a certain amount of immediate aid (directly or indirectly) as a quid pro quo for the support of other nations in our war on terrorism, the United States needs to avoid longer-term entanglements, openended commitments, and the potential for an extreme anti-American backlash.
