Abstract:
In September 2015 UN member states adopted the 2030 Agenda for Sustainable Development, which replaced the Millennium Development Goals (MDGs) (2000–15) with a set of 17 Sustainable Development Goals (SDGs) and 169 targets. While reaffirming core MDG aims, such as poverty reduction and the promotion of health care and education, these SDGs and targets tackle a much broader range of factors driving underdevelopment, includ- ing violence and insecurity (UNGA, 2015a).

Abstract:
The idea of sustainable development has been transformed into a concrete program under 17 headings within the United Nations Global Goals. According to the Sustainable Development Goals Index (SDG) prepared within this framework, Turkey ranks 48th among 149 countries with a score of 66.1. In the fulfillment of sustainable development goals, participatory city governments play a major role and new opportunities have emerged. Citizen participation can be achieved through a range of methods and scopes, such as information, consultation, inclusion, cooperation, and empowerment, and Internet technologies open up considerable opportunities for these, although preexisting structural and cultural problems that precede these mechanisms endure. This report argues that the participatory practices inspired by the idea of the commons could make a significant contribution to making these participatory practices more functional.

Conversely, delaying the restoration of debt sustainability may aggravate the economic situation of the debtor. is is ine cient: the prolongation of a recession decreases the amount of resources to be shared by the debtor and its creditors. e costs can be enormous for societies, as deep depressions are usually accompanied by high and persistent unemployment (generally unevenly distributed among the di erent cohorts and segments of the labour force), inequality and poverty.

With the recent adoption of the Sustainable Development Goals (SDGs), and the commitment of Africa to implement Agenda 2063, which is the continent’s development blueprint, domestic resource mobilization becomes a crucial issue. Given the background that most African countries did not fully achieve the Millennium Development Goals (MDGs) due to over- reliance on donor resources, enhancing domestic resource mobilization in Africa becomes a necessity. Domestic resource mobilization has two elements to its definition: the generation of savings and taxes on one hand and their allocation to economically and socially productive activities. Accountable states and institutions are crucial for the success of domestic resources mobilization initiatives and the curbing of illicit financial flows.

2015 was a remarkable year for international diplomacy and multilateralism, culminating in two major compacts on climate change and the global development agenda: The Paris agreement on climate and the U.N. Sustainable Development Goals. In 2016, international efforts will focus on an area that will likely prove even more contentious and where the international system is fraying badly under the weight of current crises: the system of providing humanitarian relief around the globe in response to both man-made and natural disasters. Throughout 2016, world leaders and other international actors are set to participate in a number of high-level meetings and discussions to assess the state of humanitarian assistance. Their efforts will seek to improve the delivery of aid and address myriad underlying issues, ranging from how best to protect civilians in war zones to the effect of climate change on forced migration. The global scope of forced migration has already risen to severe levels, with most forecasts suggesting that the worst is yet to come. According to U.N. estimates, some 60 million people are now forcibly displaced, either as refugees, internally displaced persons, or asylum seekers. This is the highest level of forced migration the international community has faced since World War II, and the rate of displacement does not appear to be waning. This issue brief spells out the timeline of major upcoming events related to the humanitarian agenda in 2016 and discusses the scope of the major challenges the international community faces, including a lack of resources, repeated patterns of deliberate attacks on civilians, and a caseload that continues to expand rapidly. It also explores some of the issues that will likely prove most difficult to resolve given the current approach to reform, in which major structural changes—particularly to the U.N. system that helps deliver humanitarian aid—are largely off the table. Despite the enormous difficulties ahead, growing the number of actors involved in addressing humanitarian crises is the likely path to success.

Abstract:
The Millennium Development Goals (MDGs) were established following the UN Millennium Declaration, which was approved by the UN General Assembly in September 2000. Described by some as the “world's biggest promise," they set out a series of time-bound targets to be achieved by the international community by 2015, including a halving of extreme poverty, a two-third reduction in child mortality, a three-quarter reduction in maternal mortality, and universal primary education. The MDGs were, however, often criticized for having a "blind spot" with regard to inequality and social injustice. Worse, they may even have contributed to entrenched inequalities through perverse incentives. As some have argued, in order to achieve progress toward the MDG targets at the national level, governments focused their attention on the "easy to reach" populations and ignored more marginalized, vulnerable groups. The aim of this essay is to examine the extent to which this widespread criticism has been successfully addressed in the Sustainable Development Goals (SDGs), approved by the UN General Assembly in September 2015.

Abstract:
In the context of negotiations on the Post-2015 or 2030 Agenda for Sustainable Development and the process of formulating Sustainable Development Goals (SDGs), the United Nations (UN) (again) assigns an important role to multi-stakeholder partnerships. But how do actors view these partnerships more than ten years after the UN’s engagement with them? Our previous research found that transnational multi-stakeholder partnerships for sustainable development are neither as successful as their proponents claim nor as ineffective as their critics argue (Beisheim/Liese 2014). In light of these findings, we ask whether relevant actors argue that lessons learned with regard to partnerships’ success conditions should be translated into rules and standards that guide the operations of existing and the development of new partnerships. This kind of meta-governance of partnerships could be exerted by state or non-state actors at the national or international level. Moreover, we distinguish between two broad functions of meta-governance: enabling and ensuring. In this paper, we present first insights into actors’ views on the meta-governance of partnerships. We focus on the actors in the UN-context, where reforms of the framework for partnerships are under debate.
