Abstract:
Carl von Clausewitz might seem an unusual thinker to invoke in the name of wildlife protection but his insights into the nature of war provide a unique perspective into an arena that arguably poses more complex moral questions of responsibility to protect than with humans. The increasingly dangerous world of wildlife conservation offers a prism for examining many issues linked to sovereignty, especially in developing countries. This study highlights how the commercial rewards of the wildlife trade have fed into problems surrounding national security such as corruption, sub-state insurgency and state legality. These factors have led to the growing militarization of wildlife protection and, in turn, raise a fundamental question: is it ever right for an outside actor to ignore international convention to save a species from extinction?

Abstract:
In recent years, there has been a reconfiguration of the relationship between states and international migrants. From an overall perception of migration as a problem to be solved, a number of international development agencies, policy makers, and academics are taking the position that migration contributes to national development – if well managed. This aspiration indicates the (re-)discovery of non-resident citizens or former citizens as populations to be governed by their states of origin. The implications of this aspiration are examined in this working paper, focusing on migration-development scenarios in Ghana. The paper is inspired by anthropological and critical development studies on statecraft and public policy, approaching migration-development scenarios as a cultural and political object of study. Using the theatrical metaphor of scenario, it analyzes actually implemented policies as well as policy visions and debates, focusing on the underlying narratives and imaginaries of how migration and development are interlinked and can be governed.

Abstract:
African regional organizations play a significant role in maintaining peace and security on their continent. This article looks at how China, as an emerging power in Africa, has incorporated these organizations into its policies on African security crises. It asserts that China has explicitly endorsed regional conflict resolution mechanisms, which it perceives as having a less intrusive impact on third world countries' sovereignty than have initiatives taken under the global collective security system led by the UN Security Council. Moreover, China strengthening cooperation with African regional organizations and aligning its stance with the views emerging from these regional bodies is an important way in which China has tried to respond to the rising security challenges and political demands it is faced with in Africa. The article briefly considers what influence China's increased attention to African regional bodies is having on efforts by Africa's traditional donors to help build – but also shape – Africa's emerging peace and security architecture.

In recent years, both the European Union (EU) and the People's Republic of China (PRC) have considerably stepped up their presence in Africa, including in the field of peace and security. This article discusses how the EU's and China's understanding of governance and sovereignty affects their respective security strategies in Africa. It argues that although European and Chinese rhetoric significantly differs in terms of the doctrines of sovereignty and governance, the conventional wisdom of two competing security models is inaccurate. As a matter of fact, Brussels and Beijing pursue converging security interests in Africa, a fact that can open the door for coordinated Sino-European crisis management efforts.

Damaged by shelling during the 1992 conflict, the Gura Bicului Bridge, which spans the Dniestr river, was reconstructed in 2001 with money from the European Union. The bridge—along the main highway between the Black Sea and the Baltic coast—should facilitate trade and contacts between Moldova and the break-away region of Transdniestria. But it has never been reopened: only pedestrians and bicyclists are allowed to cross. It stands as a potent symbol of how hard it has been, for the past twenty years, to bridge the two sides of the Dniestr.

Abstract:
Turkey is becoming more independent and self-confident. Yet, the current analysis on Turkey in most American circles tirelessly refers to the tension between secularism and Islam or Eastern versus Western proclivities. Such focus often comes at the expense of the most powerful force driving Turkish foreign policy: nationalism and self-interest. Turkish-American relations are witnessing a paradigm shift that can be best defined as the rise of Turkish Gaullism. A Gaullist Turkey may in the long run decide to no longer pursue an elusive EU membership. It may even question its military alliance with the United States. Burdened by a sense that it never gets the respect it deserves, Turkey may increasingly act on its own in search of full independence, full sovereignty, strategic leverage and, most importantly, Turkish glory and grandeur.

130. Human Security: Undermining Human Rights?

Abstract:
This paper warns that the human security discourse and agenda could inadvertently undermine the international human rights regime. It argues that in so far as human security identifies new threats to well-being, new victims of those threats, new duties of states, and/or new mechanisms of dealing with threats at the inter-state level, it adds to the established human rights regime. In so far as it simply rephrases human rights principles without identifying new threats, victims, duty-bearers, or mechanisms, at best it complements human rights and at worst it could undermine them. The narrow view of human security, as defined below, is a valuable addition to the international normative regime requiring state and international action against severe threats to human beings. By contrast, the broader view of human security at best repeats, and possibly undermines, the already extant human rights regime, especially by converting state obligations to respect individuals' inalienable human rights into policy decisions regarding which aspects of human security to protect under which circumstances. The two may be competing discourses, despite arguments by some scholars (Tadjbakhsh and Chenoy 2007, 12) that they are not.
