Abstract:
The Bonn International Center for Conversion (BICC) has been conducting a comprehensive survey of the SALW situation in Croatia over the last six months. The survey was based on the SALW Survey Protocols,1 and the research was supported by the Zagreb based PULS (Marketing, Media and Public Opinion Research) organisation. A consultation process began in April 2006 allowing the Government of Croatia and UNDP Croatia to review and contribute to research findings. The comments received as a result of these processes are reflected in the relevant sections of the Survey.

Abstract:
SEESAC has a responsibility within its mandate to gather and disseminate information on Small Arms and Light Weapons (SALW) in order to support SALW control initiatives within South Eastern and Eastern Europe. In May 2003 SEESAC agreed to develop a framework and then take responsibility for the future development of regional micro-disarmament standards and guidelines (RMDS/G), which would be designed to support SALW control work at the operational level. The RMDS/G reflect the development of operational procedures, practices, and norms that have been applied over the past several years in the area of SALW control.

Collecting quality data is a prerequisite for developing any SALW Awareness activities.

Abstract:
Since SALW emerged as an issue in the international community in the late 1990s, there has been a wide range of articles, reports and research. For educators or children's rights staff, the picture is a very confusing one, as much of the language is very technical, and the literature relevant to children and youth has generally not been written within a coherent theoretical framework, such as child development, children's rights programming, child safety and protection and public health. There is also a vast literature in the USA on the gun issue, with advocates for and against gun control, and research in psychology and paediatrics on the effects of guns on children and young people. In addition, in the developed world, there is a large literature on youth and crime, some of which refers to the use of weapons.

In most countries within South Eastern Europe a combination of past conflict and weak, but developing state institutions has resulted in varying degrees of control over the possession, use and trade in weapons in the first few years of the decade. Limited police performance, corruption and the growth of organised crime and trafficking networks, have effectively served to both justify illicit weapons possession in the minds of many, and also allowed for undesirable transfers and possession of illegal Small Arms and Light Weapons (SALW). Problems with co-operation and exchange of information, either at the national level between the different relevant departments or agencies, or internationally between governments, have also been evident.

Abstract:
Armed violence data gathering systems in countries in South Eastern Europe (SEE) vary in quality and coverage of the population. No single country embodies best practices by itself. The lack of continuous monitoring means that data has sometimes been generated by research that attempts to recover information on armed violence retrospectively. Different methods for doing this offer differing degrees of reliability; analysis of media reports and SALW Perceptions Surveys offer an important substitute for continuously gathered data, but are unreliable for a number of reasons. Other studies have been obliged to recover data from past records, which were not designed for storing data specifically on armed violence. In other cases, individual institutions have conducted their own data gathering, and have supplied useful fragments of a comprehensive picture of the problem.

2919. Peace Through Security: Making Negotiated Settlements Stick

Abstract:
This paper presents an empirical challenge to the commonlyaccepted wisdom that negotiated settlements are the best way to end civil wars. There are two problems with negotiated settlements. First, negotiated settlements account for only onefifth of all civil war outcomes, thus the bulk of wars and their endings remain largely understudied. Second, wars ended by negotiated settlements are much more likely to recur than those ended by outright military victory. The paper shows that military victories, especially those attained by rebels, are not only more stable, but may help better promote democratization. The author argues that rebel victories are more stable because they employ mechanisms of both harm and benefit to all parties in reconstructing the state. By contrast, negotiated settlements tend to include only mutual benefit, leaving mutual harm mechanisms aside. The implication being that without the possibility of mutual harm, negotiated settlements fail. The paper offers ways to integrate harm mechanisms into these settlements and thereby make them as robust as military victories.

Abstract:
The debate about American policy and strategy in Iraq has veered off course. A number of myths have crept into the discussion over the past two years that distort understanding and confuse discussion. It is possible and appropriate to question the wisdom of any particular strategy proposed for Iraq, including the Bush administration's strategy, and there is reason to be both concerned and encouraged by recent events there. But constructive dialogue about how to choose the best way forward is hampered by the distortions caused by certain myths. Until these myths recede from discussions about Iraq strategy, progress in those discussions is extremely unlikely.
