2831. New Hopes for Negotiated Solutions in Colombia

Abstract:
This working paper analyzes recent peacemaking efforts between the Colombian government and two of the remaining armed guerrilla groups—the Colombian Revolutionary Armed Forces- Popular Army (FARC-EP) and the National Liberation Army (ELN). It evaluates the demobilization process with the paramilitary umbrella organization known as the United Self- Defense Forces of Colombia (AUC), and current efforts to implement the Justice and Peace law that regulates the paramilitary process. The paper analyzes the roles of third-party actors— primarily the church, civil society more broadly, and the international community—in peace initiatives. In Colombia, these roles include pressuring for peace, setting the stage for peace accords, establishing spaces for dialogue and democratic discussion, creating the mechanisms for conflict resolution necessary for a sustainable peace, facilitating or mediating peace processes themselves, and implementing and monitoring peace agreements.

2832. Seven Months Into the Surge: What Does it Mean For Iraqis?

Abstract:
People who live in the red zone have mixed experiences of the security situation. Residents of some “hot” neighborhoods of Baghdad say that the presence of Americans has a deterrent effect on militias, gangs and snipers—and thus gives comfort to citizens- - whereas Iraqi forces, including the police, army units, or pesh merga sent down from Kurdistan, do little to confront trouble-makers. For example, some neighborhoods within the larger Amiriya district have benefited from U.S. intervention, while others, such as Furat and Jihad, are still in conflict because U.S. forces have not intervened and Iraqi police and army do a poor job of stopping violence and intimidation. The higher U.S. profile is also credited for a decline in the number of suicide bombings and a decrease in mass sectarian killings and kidnappings in the city. Another factor contributing to a sense of greater safety in Baghdad is the success of U.S.-Iraqi force in the area south of Baghdad (the so-called Triangle of Death), where Sunni tribes have recently cooperated with U.S. forces. Residents of some neighborhoods said that for the first time in over a year they have been able to shop in their area in relative peace and stay out after dark.

2833. Employment Generation and Economic Development in Stabilization and Reconstruction Operations

Abstract:
It seems logical that improving the lives of those who have suffered from conflict would include a program to generate economic well-being in the immediate period after hostilities subside. Yet livelihood creation, the root of potential economic success and security, has often become a secondary objective in the transformation from war to peace. An obvious reason for this relegation to a lower priority is that security, humanitarian needs, and restoring the rule of law often overtake the economic development priorities of any peace-building mission. Even in Iraq, the largest stabilization and reconstruction effort undertaken by the U.S. government, restoring livelihoods and getting people back to work remains an unresolved challenge and an unmet agenda. Of the nearly $20 billion of U.S.-appropriated funds to reconstruct Iraq, only $805 million was directed toward jump-starting the private sector. Although employment generation is not a new subject in “postwar” literature, lessons about implementation vary from one country to the next. Current knowledge about “golden hour” job creation, which is creating jobs within one year of the cessation of hostilities, is culled more from specific pilot studies than from a coherent overview of what tools exist and how they can be applied. This report advances current research by providing such an overview for U.S. government policymakers. It seeks to help the U.S. government work through the lessons learned about the processes needed to generate employment. Moreover, it explores the U.S. government strategy toward golden hour job creation, the existing civilian and military tools, and how these tools can be better incorporated into larger transformation efforts. The report also notes the limitations of U.S. civilian capacity in a nonpermissive environment.

2834. U.S. Police in Peace and Stability Operations

Abstract:
The first obligation of an international intervention force in a peace or stability operation is to provide security for the civilian population. Inevitably the arrival of foreign military forces is followed by a breakdown of public order. Historically U.S. military forces have been unable or unwilling to perform police functions to control large-scale civil unrest. This was true in Iraq, where looters destroyed government buildings, cultural centers, and commercial areas. The United States lacks civilian constabulary (gendarmes) or other national police forces specially trained for crowd and riot control. Instead the U.S. relies on civil police provided by commercial contractors that do not perform this function. Fortunately the U.S. government is taking steps to address this deficiency. Current State Department plans call for creation of a Civilian Reserve Corps that would have a police component. There is no agreement on the ultimate size and character of this police capacity. However, the history of U.S. interventions from Panama to Iraq argues for a robust capability. A review of U.S. interventions in post-conflict environments demonstrates that the United States has repeatedly needed highly capable police forces but has lacked the capacity to respond effectively. The case studies in this report provide lessons applicable to future operations. The State Department's current efforts are a useful first step that will give an opportunity to create the basic infrastructure for expansion of U.S. capabilities in peace and stability operations.

2835. Bangladesh at the Crossroads

Abstract:
Although Bangladesh is generally considered to be a secular democracy, recent years have seen a steady erosion of the important principles underlying it. Bangladesh's political system is mired in conflict as the two mainstream parties battle for control of the country and its resources. With neither party able to win a majority, both have sought alliances of convenience to secure power. Neither party has addressed pervasive corruption and systemic failure to provide good governance and law and order. The choices Bangladeshis make—or, more critically, are permitted to make—in the coming months will have great import for the country's future. Because politics in Bangladesh has become a zero-sum game with no meaningful political role for the opposition, the stakes are high for both the opposition Awami League (AL) and the ruling Bangladesh Nationalist Party (BNP). Increasingly, Islamist parties have emerged as political kingmakers with newfound legitimacy. In the 2001 elections the BNP came to power because of its alliance with key Islamist parties, even though the latter commanded few votes on their own. Since the late 1990s, Islamist militancy has spread throughout the country, raising questions about Bangladesh's internal security and the consequences for South Asian regional security. The serial bombings of August 2006 shocked most observers, even though the massive attack killed only two persons. The upcoming January 2007 elections are in many ways a referendum on the two parties' competing visions of Bangladesh and the role of Islam in the public and private spheres. Unfortunately, a number of irregularities in the election preparations call into question their freeness and fairness, threatening civil unrest. The attention and dedicated involvement of the international community is paramount to ensure free and fair elections in Bangladesh.

2836. Western Integration vs. Reunification? Analyzing the Polls of the 1950s

Abstract:
From the beginning of the West German state, a lot of public opinion polling was done on the German question. The findings have been scrutinized carefully from the 1950s onward, but polls have always been taken at face value, as a mirror of society. In this analysis, polls are treated rather as an observation technique of empirical social research that composes a certain image of society and its public opinion. The entanglement of domestic and international politics is analyzed with respect to the use of surveys that were done around the two topics of Western integration and reunification that pinpoint the “functional entanglement” of domestic and international politics. The net of polling questions spun around these two terms constituted a complex setting for political actors. During the 1950s, surveys probed and ranked the fears and anxieties that characterized West Germans and helped to construct a certain kind of atmosphere that can be described as “Cold War angst.” These findings were taken as the basis for dealing with the dilemma of Germany caught between reunification and Western integration. The data and interpretations were converted into “security” as the overarching frame for international and domestic politics by the conservative government that lasted until the early 1960s.

2837. Baghdad Neighborhood Project: Rusafa

Abstract:
The Rusafa security district provides an interesting look at a complex Baghdad neighborhood with strategic significance and changing demographics; it is an area in which U.S. and Iraqi forces have sought to revive and stabilize the political and economic life, while combating extreme violence caused by Jaysh al-Madhi (JAM) militias and al-Qaeda insurgents. Rusafa is a mix of large markets, government ministries, bus stations, educational institutions such as Mustansiriya University, hotels, hospitals, and the Rule of Law Green Zone. Yet, the district has also been plagued by sectarian violence and deadly car bombs, which often target Rusafa's markets and bus stations.

2838. Baghdad Neighborhood Project: Saydiyah

Abstract:
Gen. Ray Odierno, the commander of Multi-National Corps - Iraq, has argued that even as security improves in Baghdad, neighborhoods on the fault lines between the Shia and Sunni communities will be among the "last to settle." The neighborhood of Saydiyah, located in southwestern Baghdad, is such a place. Over the last year, it has become one of the principal battlegrounds for the territorial war between Shia militias and Al-Qaeda in Iraq (AQI) in Baghdad. Located in the western end of the Rashid Security District, Saydiyah was formerly a mixed neighborhood, with a Sunni majority. Prior to the invasion in 2003, many officials in Saddam's government lived in the area, and following the outbreak of the war, it became a stronghold for the Sunni insurgency. Although Al-Qaeda and other Sunni insurgent factions initially cooperated in Saydiyah, it appears that Al-Qaeda slowly pushed out the other Sunni groups, while simultaneously intensifying violence against the Shia residents of the neighborhood. The reaction from Shia militias and Shia-dominated government security forces led to extraordinary violence during the summer of 2007. US forces have sponsored an Awakening group in the Sunni community to protect them from Shia predation and remove the need for Al-Qaeda's protection services. They have also worked to sponsor sectarian reconciliation through local notables and tribal elements, but it appears that these efforts have not yielded the kinds of success witnessed further to the south in Mahmudiyah, or the Abu Disheer - Hawr Rajab area.

Abstract:
The Institute for the Study of Diplomacy (ISD) at Georgetown University launched a two-year study of the role of intelligence and policy failures in undermining the pursuit of U.S. strategic interests. This study focuses on why the United States has found itself unprepared to manage or contain adverse developments in regions of vital interest even in instances where there was extensive U.S. diplomatic and military involvement. The authors of this monograph selected five case studies of "strategic surprises" drawn from recent history. The cases were discussed and analyzed by a working group made up of senior practitioners and policy experts, a group established in the fall of 2004 that held five meetings sponsored by ISD from November 2004 through the spring of 2006.

The answer to the question posed in the subtitle is yes, indeed, there are concrete alternatives to enlargement. As there must be. Enlargement has been a key tool in projecting stability across our continent. But it is a reality that the EU cannot expand ad infinitum – everything has its limits. We must honour our present basic commitments, while strictly insisting on the criteria. One of these criteria is our own absorption capacity – it is clear that in some member states the pace and scale of enlargement is approaching the limits of what public opinion will accept. To overstretch, rather than consolidate, the Union would be detrimental not only for us but also our partners. These are all issues with which our leaders will struggle in Vienna in a few months time.
