In the past nine years, Russian foreign policy has been examined several times in these pages. At no other time, however, has its direction been as troubling as it is today. To understand the causes of this disturbing evolution and to gauge its future course, the changes have to be examined in the context of the regime's ideological and political transformation since 2000, when Vladimir Putin was elected president.

Abstract:
Buried in the 227-page Social Security trustees' report are some dramatic numbers about Social Security's future promises. AEI resident scholar Alan D. Viard tells us that "a typical worker retiring in 2050 has been promised 47 percent more than today's retirees, and one retiring in 2080 has been promised more than double today's benefits." To address the program's financial problems, he says, the rules need to be changed to link future retirees' benefits to inflation. That move, he says, would go a long way toward solving the system's problems.

On June 25, Human Rights Watch released a report stating that the situation in Ingushetia is starting to resemble that of Chechnya several years ago in terms of human rights abuses. The New York-based group stated in a summary of the report that the Chechen conflict “overflowed” into Ingushetia, bringing with it “grave conflict dynamics.” “For the past four years Russia has been fighting several militant groups in Ingushetia, which have a loose agenda to unseat the Ingush government, evict federal security and military forces based in the region, and promote Islamic rule in the North Caucasus,” the report's summary stated. “Beginning in summer 2007, insurgents' attacks on public officials, law enforcement and security personnel, and civilians rose sharply. Human Rights Watch condemns attacks on civilians and recognizes that the Russian government has a duty to pursue the perpetrators, prevent attacks, and bring those responsible to account. Attacks on civilians, public officials, and police and security forces are serious crimes. Russia, like any government, has a legitimate interest in investigating and prosecuting such crimes and an obligation to do so while respecting Russian and international human rights law. Regrettably, Russia is failing to respect or to adhere to these laws. Law enforcement and security forces involved in counterinsurgency have committed dozens of extrajudicial executions, summary and arbitrary detentions, and acts of torture and cruel, inhuman or degrading treatment.”

With these realities in mind, the Center on International Cooperation convened a group of experts in the field to discuss the nature of peacekeeping partnerships in Africa and whether they can be made more consistent.

2535. EC Visa Facilitation and Readmission Agreements: Implementing a New EU Security Approach in the Neighbourhood

Abstract:
With the Eastern Enlargement successfully completed, the EU is searching for a proper balance between internal security and external stabilisation that is acceptable to all sides. This paper focuses on an EU foreign policy instrument that is a case in point for this struggle: EC visa facilitation and readmission agreements. By looking at the EU's strategy on visa facilitation and readmission, this paper aims to offer a first systematic analysis of the objectives, substance and political implications of these agreements. The analysis considers the instrument of EC visa facilitation and readmission agreements as a means to implement a new EU security approach in the neighbourhood. In offering more relaxed travel conditions in exchange for the signing of an EC readmission agreement and reforming domestic justice and home affairs, the EU has found a new way to press for reforms in neighbouring countries while addressing a major source of discontent in these countries. The analysis concludes with the broader implications of these agreements and argues that even if the facilitated travel opportunities are beneficial for the citizens of the target countries, the positive achievements are undermined by the Schengen enlargement, which makes the new member states tie up their borders to those of their neighbours.

Abstract:
The Treaty of Lisbon contains several options for creating some degree of flexibility in the defence domain under the assumption that it will be difficult, and not always necessary, to do everything at 27: constructive abstention, the possibility of mandating a smaller group or for the most demanding missions 'permanent structured cooperation in defence' (PSCD). It is not yet clear, however, how the possession of larger military capabilities and how the will to enter into more binding commitments will be elaborated. This paper traces the debate on flexibility in the area of security and defence and addresses, in particular, PSCD and its potential application.

2537. Discourses on Violence in Costa Rica, El Salvador, and Nicaragua: Social Perceptions in Everyday Life

Abstract:
Central America has the reputation of being a violent region with high crime rates, youth gangs, drug traffic, and ubiquitous insecurity. Politicians, the media, and social scientists in and outside the region often claim that the societies are in complete agreement with their judgment of the situation and that all society members are calling for law and order and social segregation. Focusing on Costa Rica, El Salvador, and Nicaragua, the paper analyzes the social perception of violence and crime. On the basis of essays written by secondary school students and interviews with citizens from all walks of life in the three countries, the paper points out how elite arguments on violence and crime are translated into everyday life, and what society members suggest be done to deal with these problems. The sources prove that there are noticeable hegemonic discourses on violence and crime in Costa Rica, El Salvador, and Nicaragua. Simultaneously, a majority of the respondents call for social and integrative solutions rather than the so-called “iron fist.” The repressive trend in Central American policies therefore does not necessarily receive the presumed affirmation asserted by many authorities on and in the region.

2539. The International Climate Change Agenda: Opportunities for the G8

The countries of the G8 have a key role in establishing a global deal to reduce greenhouse gas emissions, not only because they produce 40% of global emissions, but because they can help facilitate the diffusion of the technologies necessary to stabilize the climate. Energy efficiency holds the key to both energy and climate security. Currently available technologies and practices will enable short-term and long-term targets to be met. There is a need for international cooperation that leads to increased efficiency standards for products and structures, focused finances and greater human resources and knowledge. Sector initiatives that help drive emissions reductions in heavy energy-consuming sectors will play an important role. Reductions in energy consumption and greenhouse gas emissions can be significantly increased through greater technological innovation and diffusion. This can be enhanced through greater research cooperation, increased targeted finance and deployment agreements.

2540. Not Always in the People's Interest: Power-sharing Arrangements in African Peace Agreements

Abstract:
Peace agreements form a crucial element of strategies to bring security from outside: they involve third-party mediators during the negotiation stage and often peacekeeping troops to guarantee the agreement at an implementation stage. Peace roundtables usually involve top politicians and military leaders, who negotiate, sign, and/or benefit from the agreement. What is usually and conspicuously absent from peace negotiations is broad-based participation by those who should benefit in the first place: citizens. More specifically, the local level of security provision and insecurity production is rarely taken into account. This paper reviews parts of the academic de bate on power sharing and war termination, touching on some key findings by the main researchers working on the topic. The ambivalent African experience with Arend Lijphart's four main ingredients of consociational democracy (grand coalition, minority veto, proportional representation, group autonomy) is summarized. Recent major African peace agreements (1999-2007) are analyzed, and their power-sharing content detailed. Most agreements contain some—though varying— power-sharing devices. Most striking is the variation regarding the important question of who is sharing power with whom. Obviously, only those present at the negotiation table can really count on being included in major ways. Finally, three country cases are analyzed over a longer time period: Côte d'Ivoire (2002-2007), Liberia (1994-2003), and Central African Republic (1996-2007). The conclusion focuses on the factors of failure of peace agreements that place a heavy emphasis on power sharing.
