Abstract:
This paper provides Department of State, Department of Defense (DoD), and United States Agency for International Development (USAID) practitioners with guidelines for planning and implementing Security Sector Reform (SSR) programs with foreign partner nations. SSR refers to reform efforts directed at the institutions, processes, and forces that provide security and promote the rule of law. Over the past decade, the U.S. Government (USG), along with like-minded bilateral and multilateral donors, has begun to develop a more comprehensive approach to SSR by better integrating its defense, development, and diplomatic tools and resources. The objective of this new approach is to assist partner governments to provide effective, legitimate, and accountable security for their citizens. In so doing, SSR assists these governments to respond appropriately to threats within and outside their borders.

Abstract:
The past several years have seen a renewed interest in the confluence of energy security and national security policy. Defining the intersection between such wideranging policy areas has been predictably inconsistent, and highly dependent on respective national and agent-based interests. At both national and multinational levels, conflicting objectives and definitions have driven confused attempts to develop singular "energy security" policies within an international security context. Since 2006, NATO has been engaged in a concerted if arduous and controversial process of defining the value the organization adds to the security environment. The new U.S. administration has put energy security front and center on its agenda, particularly in relation to foreign and security policy, but a confused interagency jumble has left many hands on the rudder of foreign energy policy. In the media as well as policy circles, cut-offs of Russian gas, Somali piracy, SCADA system vulnerabilities, terrorist attacks on Middle East pipelines, nuclear safety, and volatile gasoline prices have been too often lumped together.

The governments of Afghanistan and Pakistan are at risk from a combination of violent insurgency, loss of public confidence, and economic crisis. These trends threaten not only the loss of control by the Afghan and Pakistani governments, but also the spread of terrorist safe havens and, in the most extreme situation, the loss of control over some of Pakistan's nuclear weapons or materials.

The global demand for freshwater is soaring as supply is becoming more uncertain. Today, one out of six people—more than a billion—do not have adequate access to safe water. The United Nations projects that by 2025, half of the countries worldwide will face water stress or outright shortages. By 2050, as many as three out of four people around the globe could be affected by water scarcity.

Abstract:
The consequences of the 2003 U.S. invasion of Iraq will doubtless be debated for years to come. One result, however, is already clear: the long suppressed nationalist aspirations of the Kurdish people now dispersed across four states—Iraq, Turkey, Iran, and Syria—have been aroused, perhaps irrevocably, by the war. Already in Iraq, Kurdish regions, which have benefited from Saddam Hussein's overthrow, have consolidated themselves into a federal region. The Kurdistan Regional Government (KRG) is a reality and a force for further Kurdish empowerment as it seeks to incorporate other Kurdish-majority areas and the oil-rich Kirkuk province in particular into its domain. The KRG's existence and demands have already alarmed all of Iraq's neighbors and the Baghdad government. The issues are far from being settled. If ignored or badly handled, Kurdish aspirations have the potential to cause considerable instability and violence in Iraq and beyond at a particularly delicate time.

As the administration of Barack Obama begins, the role of the United States in the international legal system will come under great scrutiny. The United States will seek to strengthen its relations and enhance cooperation with its traditional allies. In doing so, it should work to restore the confidence of those allies that the United States will work with them to strengthen the international legal system and international institutions and resume its historical role of leadership in this task. Announcing its intention to close the Guantanamo detention camp is a significant step in the right direction, but only a first step.

2447. Confidence Building between Turks and Iraqi Kurds

The Obama administration's “responsible redeployment” from Iraq is made even more urgent by the requirements resulting from worsening conditions in Afghanistan and Pakistan. For redeployment to occur on scale and on schedule, the United States seeks an end-state in Iraq that is stable and at peace with its neighbors. Simmering sectarian violence is inevitable, but it will not break Iraq. However, ethnic conflict between Arabs and Kurds could escalate into a major conflagration with regional implications.

In 2007, the Atlantic Council of the United States (the Council) partnered with the U.S./China Energy and Environment Technology Center (EETC) at Tsinghua and Tulane Universities to hold a series of dialogues to foster cooperation between the United States and China on developing secure and sustainable energy supplies. Over the past several years, the Council and EETC have invited key organizations, experts from industry and government, and representatives from relevant United States (U.S.) and Chinese government agencies to become directly involved in several meetings designed to identify concrete recommendations for increasing official governmental and industry cooperation.

Abstract:
Intensive high-level meetings marked the second quarter of the year for Japan and China. In April alone, Prime Minister Aso Taro met three times with China's leaders, President Hu Jintao and Premier Wen Jiabao. Efforts to structure a response to North Korea's April 5 missile test and May 25 nuclear test dominated bilateral diplomacy. Japan's call for a strong response in the UN Security Council met with Chinese appeals for caution and restraint. Japanese efforts to begin implementation of the June 2008 agreement on the joint development of natural gas fields in the East China Sea and to resolve the January 2008 contaminated gyoza cases made little progress. Issues of history were rekindled by Prime Minister Aso's offerings at the Yasukuni Shrine and the release of movies on the Nanjing Massacre in China. The quarter ended with senior diplomats again discussing implementation of UN Security Council Resolution 1874, which imposed sanctions on North Korea.
