2371. Bad Debts: Assessing China's Financial Influence in Great Power Politics

Abstract:
China has challenged the United States on multiple policy fronts since the beginning of 2009. On the security dimension, Chinese ships have engaged in multiple skirmishes with U.S. surveillance vessels in an effort to hinder American efforts to collect naval intelligence. China has also pressed the United States on the economic policy front. Prime Minister Wen Jiabao told reporters that he was concerned about China's investments in the United States: “We have lent a huge amount of money to the U.S. Of course we are concerned about the safety of our assets. To be honest, I am definitely a little worried.” The head of the People's Bank of China, Zhou Xiaochuan, followed up with a white paper suggesting a shift away from the dollar as the world's reserve currency. China's government has issued repeated calls for a greater voice in the International Monetary Fund (IMF) and World Bank. To bolster this call, Beijing helped to organize a summit of the leaders of Brazil, Russia, India, and China (BRIC) to better articulate this message.

2372. Long Time Going: Religion and the Duration of Crusading

Abstract:
Scholars have argued for centuries about the relative importance of religion in determining behavior. Do actors with genuine religious beliefs, both leaders and foot soldiers, actually fight wars and commit atrocities in the name of religion and religious institutions? Or is religion a proxy for materialist variables such as land grabs or wealth creation? A case study of the Catholic Crusading movement and an evaluation of Crusading as an institution demonstrate that religiously motivated military campaigns, when decisive conclusions are not possible, may last longer than other campaigns because of the nonmaterial reasons for continuing to fight. Despite spectacular failures and rising costs, Crusading continued for centuries. The evidence shows that it is impossible to comprehend the persistence of Crusading over a several-hundred- year period without understanding the religious devotion at the heart of this institution. This research contributes to growing work in international relations on the importance of identity attributes and helps to explain how factors such as religion can influence processes such as crisis bargaining and war termination. Abstract:
Since 1979, foreign- and security-policy-making and implementation processes have gradually and substantially changed. New modes of operation that have consolidated under Hu Jintao, actually took shape under Jiang Zemin in the 1990s, and some, under Deng Xiaoping. While the military's role has diminished, that of diplomats, experts, and bureaucracies dealing with trade, international economic relations, energy, propaganda and education has increased. Decision making in this area has remained highly centralized and concentrated in the supreme leading bodies of the Chinese Communist Party (CCP). However, China's globalization and decentralization, as well as the increasing complexity of its international interests, have intensified the need to better coordinate the activities of the various CCP and state organs involved in foreign and security policy; hence, the growing importance of the CCP leading small groups (foreign affairs, national security, Taiwan, etc.). But the rigidity of the current institutional pattern has so far foiled repeated attempts to establish a National Security Council.

2374. China's Climate- and Energy-security Dilemma: Shaping a New Path of Economic Growth

Abstract:
China is undergoing modernization at a scale and speed the world has never witnessed. As climate change increasingly dominates the global agenda, China faces the challenge of shaping a new growth path in a climate-constrained world. The paper argues that China's current climate and energy policy is, at best, a “repackaging” of existing energy and environmental strategies with co-benefits for the mitigation of climate change. Nevertheless, even though policies are not climate-change driven, the quick (rhetorical) endorsement of low-carbon development and the strong momentum of green technologies indicate that political ambitions are in favour of finding a more sustainable development pathway. A new growth path would, how-ever, require a fundamental shift, with development and energy strategies being set within climate security constraints. The eventual success of this new path remains uncertain.

2375. Creating Multilevel Security Governance in South America

Abstract:
South America's security agenda demands the simultaneous management of domestic crises, interstate conflicts and transnational threats. Though located at different systemic levels (national, international, transnational), the three conflict clusters are often interrelated and tend to overlap in the region's border areas. The region's policy makers, aware of this highly complex agenda and in spite of their striking differences, have tended to build regional structures of authority that coordinate, manage and rule collective responses to these threats. In addition, the unilateral, bilateral and multilateral structures and the region's capabilities to solve conflicts have become more important than the respective inter‐ American bodies over the past decade. Given this shift in the management of regional security affairs, we ask if a multilevel approach on the part of an overarching security architecture is more effective than separate governance schemes regarding each specific security threat. Since neither the traditional models of power balancing and alliance building nor the security‐community approach can sufficiently explain the region's security dynamics, we assume and provide evidence that different systems of security governance overlap and coexist in South America.

Abstract:
This article examines the legal and political impediments to the Kurdish Regional Government's (KRG) exploration and production contracts, which the central government in Baghdad has refused to recognize. The newly established Iraqi national constitution significantly opened as many petroleum-control questions as it resolved. Negotiated in 2005, the constitution not only separated branches of government, but established Federalism as its lodestar. When faced with unresolved issues over regional and national control over petroleum resources, however, International Oil Companies (IOCs) function in an ambiguous legal environment that fails to clearly distinguish between federal and regional powers.

Last July, a majority of the Senate Armed Services Committee (SASC), led by Sen. Saxby Chambliss, R-Ga., tried to reverse Secretary of Defense Robert Gates' decision to stop production of the F-22. After Defense Secretary Robert Gates and the White House lobbied long and hard against the emissaries from Lockheed, the F-22 lost in a somewhat lopsided vote of 58 to 40. Game over. Right?

The international Global Zero Commission, a group of political and military leaders from the United States, Russia and other key countries, held an intensive two-day meeting in Washington, D.C. on June 28-29, 2009 - where they presented a practical and comprehensive plan calling for the phased and verified elimination of all nuclear weapons over the next 20 years, and briefed senior Obama administration officials on their recommendations in advance of the July 6-8 Moscow Summit.

Global Zero was publicly launched at its inaugural conference in Paris on Dec. 9, 2008 - bringing together a truly extraordinary group of more than 100 leaders from around the world toward the goal of a world without nuclear weapons. They discussed the outline for a step-by-step policy plan for the phased elimination of nuclear weapons and the public education and outreach plan for the coming year. The meeting generated widespread enthusiasm, as well as serious and constructive dialogue among participants.

For the second year in a row, an unexpected major "national security" crisis threatened to reignite - again - into the latest round of armed conflict since the two countries were created 61 years ago. Headlines throughout most of December speculated about the added damage war would bring to an already financially weakened international system. Then, on Dec. 26, 2008, Israeli warplanes struck the Hamas-run Gaza Strip in what Israeli Defense Minister Ehud Barak would label an attempt to destroy Hamas once and for all.
