- Following the end of violent conflicts, whether by military victory or negotiated settlement, international actors such as the European Union and the United Nations play an increasing role in peacebuilding, through a range of security, governance, and development activities. These may or may not be mandated by a peace agreement or other formal settlement, and may or may not follow or work in tandem with a peacekeeping mission. International, regional, national, and local actors may work in a more or less collaborative, or coherent fashion. Nonetheless, many of the key challenges of peacebuilding remain the same, and a familiar set of policies and strategies have emerged in contemporary practice to address these. Chief among the challenges of contemporary peacebuilding is that of addressing demands for some form of accountability, often termed transitional justice (discussed in section 3). However, as this guidance paper explains, the demands of transitional justice and its relation to broader peacebuilding activities, involve not just decisions about accountability, but a complex set of policy and institutional choices about security and governance as well. Thus, this guidance paper examines peacebuilding and transitional justice as a set of linked policies and strategies regarding not just accountability, but security sector reform (SSR), disarmament, demobilization and reintegration (DDR) of ex-combatants, and development of the rule of law.

- Half a decade of high and volatile oil prices alongside increasingly dire warnings of climatic disaster have pushed energy security and climate change steadily up the U.S. policy agenda. Rhetoric in Washington has emphasized opportunities to deal with both challenges at once. But energy security and climate change do not always align: many important decisions in areas including unconventional oil, biofuels, natural gas, coal, and nuclear power will involve complex trade-offs and force policymakers to carefully navigate the two goals. Ongoing and heated debates in the United States and Canada over the future of the Canadian oil sands—touted at once as an energy security godsend and a climate change disaster—highlight that tension and emphasize the need to intelligently address it.

2224. The Virtuous Twins: Protecting Human Rights and Improving Security in Colombia

- Over seven years, the government of President Álvaro Uribe has produced important security gains, but these have been accompanied by serious human rights violations and breaches of international humanitarian law (IHL). Colombia is still not close to the end of its armed conflict. The Revolutionary Armed Forces of Colombia (FARC), the National Liberation Army (ELN), paramilitary successors and new illegal armed groups (NIAGs) – all responsible for multiple atrocities against civilians – can survive with drug financing and, to a degree, due to the state's inability to extend its legitimate presence into many rural areas. To move toward lasting peace, the Uribe administration must not only maintain its security achievements but also urgently improve its security policy by addressing serious human rights issues and expanding the rule of law and national reach of the state's civilian institutions. Holding to account senior military involved in extrajudicial killings is a first step but insufficient to curb abuses. International cooperation should focus on supporting the fight to end impunity and protect basic rights.

2225. After the 2008 Russia-Georgia War: Implications for the Wider Caucasus and Prospects for Western Involvement in Conflict Resolution

- Following the war between Georgia and Russia in August 2008 and the ensuing Russian recognition of independence of South Ossetia and Abkhazia, the Caucasus has risen again on the Euro-Atlantic security agenda. First, the war highlighted that the “frozen” nature of the South Caucasus conflicts was a chimera, even if the war may have entrenched further the frozen nature of peace processes in the region. Second, the crisis generated new sources of instability for the entire post-Soviet space, not only because it highlighted a new form of Russian revisionism but also because it brought to the fore the limits of Western policies in what Kremlin views as its sphere of influence. The war brought to the forefront the colliding foreign policy agendas of the major external actors in the region. Not only in the run-up to the war, but also in the months and years preceding it, the American and European responses to Russia have been firm in rhetoric but compromising in reality. Russia made it clear that it has it own claims over the South Caucasus, it demonstrated its readiness to embark on military confrontation in order to achieve its goals, and through the war it wished to make crystal clear to the international community that Moscow is the only game in town. Third and related, the war exposed the inability of the West to prevent Russia from moving aggressively to restore its primacy over the former Soviet Union's territory. Thus the August war posed new implications and challenges not only for Georgia, but also for the wider Caucasus and beyond. This new context has induced the West to react and redefine its strategy towards the region and its relations with Russia, it has raised the urgency to engage in conflict resolution issues, and it has highlighted further the need for energy diversification.

2226. The Obama Administration and Implications for Freedom and Democracy in the Middle East

- The Obama administration marks the return of a so-called "realist" approach and an intentional downplaying of President Bush's vision of an America that would use its power actively to advance freedom around the world. Few will lament the demise of Bush's "Freedom Agenda," which came to be seen as dangerous naivete which risked the stability of the region and with it Israel's security. The height of folly was the Palestinian elections in January 2006 when, in contradiction to the Oslo Accords, Hamas was allowed to compete and ultimately win without laying down its weapons. Too late, the administration recognized it could no longer take the risk of bringing potentially hostile forces to power through democratic elections. Unfortunately, neither approach addresses the structural and demographic time bombs in the region. A youth "bulge" requires the creation of 100 million new jobs by 2010, according to the World Bank. Yet if economic reform is to be advanced and sustained, democratic development must also take place. The U.S. government can use Arab governments' insecurity regarding Iran as leverage to encourage real reform. This is particularly true for Egypt, Jordan and Saudi Arabia - now engaged in the ideological fight of their lives with Iran and its reactionary allies. Only by establishing a new bargain with these regimes that stresses the need for them to respect internal civil and political rights, while forging a joint response to the reactionary threat, can the U.S. offer a true alternative to theocratic and minority rule. This is not to say that democratic and economic reform need be the priority for the West, but it must remain a priority, if otherwise intractable problems which pose a longer-term national security threat are to be addressed. Allowing autocrats to continue to get away with inaction will simply make the coming tidal wave of Iranian-style revolutions larger and more damaging, placing Israel's existence in even greater jeopardy than it is now.

- This article analyzes the role of Turkey in the European Union's energy security and its implications for the Turkish accession process. The EU is increasingly interested in diversifying its imports of energy, as well as the transit routes for these imported supplies. Extant and future projects to secure energy supplies from Russia, the Caspian and the Middle East indicate quite persuasively that Turkey has become more crucial to the attainment of the EU external energy policy objectives. However, Turkey may have reached the limits of its willingness to cooperate on energy security without more decisive EU reciprocation of Turkey's own EU membership efforts. In the short run, Turkey is not essential to the EU, but in the longer run, as European energy needs become more pressing, the EU may have to give more serious consideration to Turkey's accession.

- This paper outlines some elements of the genealogy of vital systems security. Vital systems security is a way of “problematizing” threats to security that can be contrasted to the forms of sovereign state security and population security that Michel Foucault famously analyzed in his lectures on governmentality. Vital systems security takes up events that are uncertain and unpreventable but potentially catastrophic. Its object of protection is the complex of critical systems or networks on which modern economies and polities depend. Vital systems security is, thus, linked to the idea that the very success of industrial and social modernity in managing risks has in fact generated new risks.

2230. Caught in the Conflict: Civilians and the international security strategy in Afghanistan

- The intensification and spread of the conflict in Afghanistan is increasingly affecting civilians. In 2008 there were over 2,100 civilian casualties, 55% of which were caused by militants. Despite steps to reduce civilian casualties, international military forces (IMF) caused 552 civilian deaths through airstrikes in 2008, which is up by 72% on 2007. IMF have also carried out or supported raids and search operations, a large number of which have involved an excessive use of force, including loss of life, physical assault, dam age to property and theft, as well as aggressive and improper treatment of women. Such conduct not only generates anger and mistrust towards foreign troops, but is steadily eroding popular support for the international presence in the country. Furthermore, many individuals detained by Afghan and US forces are held for long periods without charge or trial, and there are allegations of mistreatment and torture.
