Abstract:
On 28 May 2010, the United Nations Security Council made a critical decision on the future of the UN peacekeeping mission in the Democratic Republic of Congo (Monuc) – the largest and most costly such operation in the world. The Council decided to reduce the number of peacekeepers by 2,000, and to transform Monuc into a stabilisation force, renamed Monusco.

Abstract:
The Kabul Conference marks the ninth international conference on Afghanistan in nearly as many years. The conference aims to present a new set of development programs and shore up international support for civilian efforts. It will also follow up on commitments made on anticorruption and reconciliation during the London Conference in January 2010. Yet much of the hope and optimism that marked the earlier conferences such as the Bonn Conference in 2001, which set out the parameters for the interim government, and the Paris Conference in 2006, which outlined a strategy for reconstruction and development, is now gone.

Abstract:
Energy, energy security and the threat of climate change have been the central issues of international politics in recent years. This was also noticed at the last meeting of the International Energy Agency (IEA) member countries being held in October 2009 at its headquarters in Paris. The ministers of 28 member states (including Slovakia) together with the European Commission agreed that the world is facing unprecedented economic, environmental and security threats and that all of them are, more-or-less, related to energy. Their solution aims at creating a safer, cleaner and more sustainable energy future. In other words, it is inevitable to switch into a low-carbon energy and economy. The events of recent years suggest that the global economy finds itself at the beginning of the end of the 'oil era'. One assumes that traditional fossil fuels, particularly oil, gas and coal, will be, for at least two decades, the basic raw materials for global energy, i.e. for our global civilization. It is also clear, however, that the increase in consumption of the fossil fuels, due to the increase in living standards in the countries of Asia, Latin America or Africa, is limited not only by the size of their reserves, but also by the impact on the environment and geopolitical-security risks arising from their location and transportation routes.

Abstract:
Efforts to understand the connection between climate change and national, regional and international security have fuelled something of a climate security industry, evidenced in a range of reports from governments, international organisations, and non-governmental organisations. In much of this, particularly those works produced by defence agencies and individual governments, the focus has been on threats to national security through civil unrest and violence that derive from competition for resources, access to environmental services, and the unregulated movement of people in the face of ecosystem collapse. This paper reinstates a human security approach.

Abstract:
The Non-Traditional Security (NTS) Perspective on the Energy Security Policies in Singapore By Youngho Chang and Nur Azha Putra The Singapore government treats energy security as a means towards achieving sustainable economic growth. It is on that note that the Economic Strategies Committee (ESC) and National Energy Policy (NEP) reports recommended strategies which are meant to steer the nation towards economic competitiveness, energy security and environmental sustainability. To date, both reports provide the clearest indication of what the future energy security landscape will look like in Singapore. These reports also underline the belief that an efficient energy market would inevitably drive economic growth, and generate wealth and security for the nation. However, energy security should also be about human security as much as it is about economic growth, according to non-traditional security (NTS) literature. The NTS perspective argues that energy security should also account for the welfare and development of individuals, households and communities, among other things. Building upon the NTS discourse, this paper attempts to unpack Singapore's energy policies by tracing and analysing the rationale behind the role of oil in the nation's economic development, and explores its implication for human security.

Asia Security Initiative Policy Series: Working Papers ii Abstract The food crisis at the end of the last decade and the resulting food riots that occurred in cities all over the world exposed the vulnerability and fragility of the current global food system and highlighted the increasing problem of urban food security. Urban households were among the hardest hit by the food and economic crises as they saw their purchasing power decline drastically. Though aggregate world food availability was relatively good during this period, access to that food by the urban poor had been severely compromised. This working paper aims to analyse the factors that influence urban food security and argues the case for why an urban focus will increasingly matter in the international discourse on food security. A truly “systems approach” will be needed to study and deal with the many inter-related factors and players in food security. Too often have professional communities maintained disciplinary barriers when addressing such complex problems.

2127. Civil-Military Relations in China: Assessing the PLA's Role in Elite Politics

Abstract:
This study reviews the last 20 years of academic literature on the role of the People's Liberation Army (PLA) in Chinese elite politics. It examines the PLA's willingness to support the continued rule of the Chinese Communist Party (CCP) and to obey directives from top party leaders, the PLA's influence on the selection of China's top civilian leaders, and the PLA's ability to shape the domestic political environment. Over the last two decades the discussion of these three issues has largely been shaped by five trends identified in the literature: increasing PLA professionalism, bifurcation of civil and military elites, a reduced PLA role in political institutions, reduced emphasis on political work within the PLA, and increased military budgets. Together, these trends are largely responsible for the markedly reduced role of the PLA in Chinese elite politics.

Asia's ability to feed itself is of fundamental importance not only to the people living in the region, but also to the world. One of the bright spots over the past half-century has been Asia's capacity to lift many of its citizens out of poverty and ensure that they have plentiful, inexpensive supplies of food, including rice, the region's main staple. But Asia still accounts for about 65% of the world's hungry population, and the historical gains from the Green Revolution are increasingly at risk. Declining trends in agricultural research and rural investment may lead to long-term food supply shortages and increased vulnerability to the famines that used to plague the region.

The militarization of aid in conflict zones is now a reality and is likely to increase exponentially in the future. Stability operations are critical to the success of any viable counterinsurgency strategy. Yet in much of Afghanistan and Iraq, civilian officials working alone have proven incapable of successfully distributing and monitoring stabilization funds or implementing associated operations; thus, they have required close cooperation with the military. Many North Atlantic Treaty Organization (NATO) countries have not adequately addressed deficiencies in models of civil-military cooperation, with severe repercussions for the International Security Assistance Force (ISAF) mission in Afghanistan. Meanwhile, nongovernmental organizations (NGOs) and some government development agencies complain that the delivery of aid by the military can exacerbate the targeting of civilian aid workers. Highlighting the failure of civilian agencies to cooperate effectively with the military may provide temporary vindication to skeptics within the NGO community, but such criticism does not solve the critical dilemma of how to deliver reconstruction and humanitarian assistance to the most violent parts of Afghanistan and Iraq or other nonpermissive environments.
