Abstract:
The United States needs to modernize and ensure the long-term reliability and respon¬siveness of its aging nuclear deterrent force and nuclear weapons infrastructure. It cannot otherwise safely reduce its nuclear weapons, responsibly ratify the Comprehensive Test Ban Treaty, confidently deter and contain challenges from rising or resurgent nuclear-armed near peers, and effectively dissuade allies and partners from acquiring their own nuclear weapons. Modernization is fundamental to avoiding a future crisis of confidence in the U.S. nuclear deterrent..

As Zimbabwe enters its second year under a unity government, the challenges to democratic transformation have come into sharp focus. Despite reasonable progress in restoring political and social stability, ending widespread repression and stabilising the economy since February 2009, major threats could still derail the reform process. In particular, resistance of intransigent and still powerful security sector leaders and fractious in-fighting between and within the Zimbabwe African National Union (ZANU-PF) and the Movement for Democratic Change (MDC) must be addressed now. South Africa and other countries in southern Africa – who monitor the accord that guides the transition – must press the parties, and particularly President Robert Mugabe, to see the transition through to a successful conclusion. Donors should back their efforts.

L'apaisement per- ceptible des tensions avec le Soudan depuis le début de l'année 2010 ainsi qu'une relative accalmie dans les af- frontements entre l'armée gouvernementale et les groupes rebelles augurent d'un possible retour progressif à la normale. Cependant, le contrôle rigide de l'espace poli- tique national par le président Déby et les problèmes ré- currents du processus électoral pourraient replonger le pays dans de nouveaux troubl es. Le gouvernement tcha- dien doit profiter de l'accalmie actuelle pour poursuivre la normalisation avec le Soudan, garantir la sécurité des populations ainsi que des opé rateurs humanitaires dans l'Est comme stipulé par la résolution du Conseil de Sécu- rité 1923 (2010), réaliser les réformes intérieures qu'il s'est engagé à mener et pr oposer aux opposants armés et leurs combattants une paix honorable et durable.

2004. Informal Dispute Resolution in Afghanistan

Faced with difficulties establishing legitimate, effective rule of law and the predominance of informal or traditional justice mechanisms in Afghanistan, the Afghan government and the international community have increasingly focused on engaging informal justice systems to resolve both civil and criminal disputes. While informal systems vary across the country, they are generally based upon restorative justice and the preservation of communal harmony. They currently resolve the vast majority of legal disputes and other conflicts in the country, particularly in rural areas. Engagement with informal systems and linking such systems to state institutions present some of the more effective opportunities for resolving conflicts and increasing access to justice for all Afghans because they are familiar, locally available, and involve relatively low costs. Such engagement, however, also faces significant logistical, cultural, political, and legal challenges. When engaging informal systems and/or implementing programs to link them to the state, it is important to have sound understanding of local power dynamics and how local dispute resolution systems function. The United States Institute of Peace (USIP) has been working on informal justice in Afghanistan since 2002 and has run pilot projects in six districts that test ways of designing or strengthening links between the state and informal systems to increase access to justice. Some of the best practices identified from the pilot projects include the importance of regular and substantive communication between informal and state justice actors, the promotion of the use of written records of decisions by informal systems, and the monitoring of decisions to ensure applicable Afghan laws and international human rights standards are upheld.

2005. Innovations in disarmament, demobilization and reintegration policy and research: Reflections on the last decade

Abstract:
This literature review offers a general overview of policy-related and theoretical innovations in disarmament, demobilization and reintegration (DDR) over the past decade. Drawing on an extensive review of academic and prescriptive contributions, it teases out key trends in the character and shape of DDR activities. If detects a shift from minimalist (security-first) interventions preoccupied with military and police priorities to maximalist (development-oriented) activities in the present era. It also notes a progressive professionalisation and standardization of DDR practice within the multilateral, bilateral and non-governmental communities. Moreover, the review observes a shift in the focus of research on DDR. Early in the decade, scholars were preoccupied with the process and practice of DDR as a spatially, temporally and socially bounded activity. Whilst establishing useful conceptual parameters, these researchers seldom considered more fundamental issues of causality and correlation, actor agency or intervention outcomes. Meanwhile, the latest wave of scholars are investing in comparative case studies, statistical assessments drawing on large-n samples and more experimental approaches to test counter-factuals. Focusing on a wider case selection these researchers are also exploring new sectoral horizons such as the relationships between DDR and combatant agency, peace agreements, transitional justice, security sector reform, and state-building more generally.

Abstract:
Although al-Qaeda in the Arabian Peninsula (AQAP) is not the biggest problem -- or even the biggest security challenge -- facing the Yemeni government, the United States and much of the international community still place it above other issues. Successful counterterrorism is directly linked to state stability. If Yemen becomes a failed state within the next few decades, U.S. counterterrorism objectives would be decisively undermined. The challenge for U.S. policy is finding a way to bolster the struggle against AQAP without exacerbating other aspects of Yemen's overlapping security, economic, and political crises.

2008. Report on Regional Consultation on The Responsibility to Protect

Abstract:
Five years have passed since the signing of the 2005 World Summit Outcome Document, when United Nations (UN) member states agreed to the Responsibility to Protect (RtoP). Contained in paragraph 138 of the World Summit Outcome Document is a commitment by states to prevent four specific types of mass atrocities – ethnic cleansing, genocide, crimes against humanity and war crimes. It was a significant commitment outlining sovereignty as responsibility. ASEAN (Association of Southeast Asian Nations) member states were part of this historic signing, recalling incidents of mass atrocities in their own region, such as in Cambodia and East Timor. Since the 2005 World Summit, there have been numerous regional developments, within Southeast Asia, in the areas of conflict prevention, early warning mechanisms and protection frameworks for its populations, such as the recent establishment of the ASEAN Intergovernmental Commission on Human Rights (AICHR) and the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC). However, there has been little discussion on what traction exists and how to operationalise RtoP in the region. In addition, there have been few avenues in Southeast Asia, for policymakers, civil society members, academics and the media to collectively discuss how RtoP is viewed in the region, how it can be better promoted and whether there are any lessons to be learned from past experiences in the region.

As the north atlantic treaty organization, NATO, enters its seventh decade, it finds itself busier than at any time in its history. Not only is the Alliance involved in an array of military missions, widely ranging in scope and geographical area from Afghanistan to Sudan; NATO also stands at the center of a host of regional and global partnerships now increasingly focused on equipping it to address the new global challenges that it confronts in the post–Cold War, post–September 11, 2001, world. Yet despite NATO\'s wider engagement in these global missions and partnerships, it remains troubled by the absence of a grand strategic vision to guide its activities into the twenty-first century.

2010. Private Security in Guatemala:The Pathway to Its Proliferation

Abstract:
It has become commonplace to explain the proliferation of private security services as causally determined by crime rates and institutional weakness. By contrast, this paper argues that another explanatory factor needs to be emphasized, especially for post-war societies: continuity and change of social control mechanisms. The paper first presents the current situation with commercial and noncommercial private security services in Guatemala (private security companies, as well as neighborhood security committees). Against this background, it reconstructs mechanisms and critical junctures by which the Guatemalan state sourced out policing functions to the private sector during the war, and traces the reinforcement of these mechanisms in the post-war society. It argues that the proliferation of private security services is an outcome of the overlapping of different political processes and sequences. The continuity of social control mechanisms thereby emerges as a stronger explanatory factor for this proliferation, rather than the common justification of high crime rates.
