1491. The Security of the Persian Gulf after the Arab Revolutions

Abstract:
The Arab revolutions have changed the political and security landscape of the Persian Gulf. The upheavals have altered the sources of threats states used to feel from those emanating from outside the internal ones; the unrest in Bahrain and Saudi Arabia has proved that the sources of tension for the Arab states are quite societal. As a result, the old Arab tactic of attribution of domestic challenges to alleged Iranian interventionism is now obsolete. The traditional role played by the regional powers is also affected and the regional alignments are in flux. The overthrow of the Mubarak regime along with the U.S middle of the way approach during the Arab revolutions have elevated Iran's stance in the Persian Gulf at the expense of the U.S and the GCC. Moreover, the security interdependence of the Persian Gulf states, particularly among the GCC, is tightened and in the face of increasing security challenges, the monarchical bloc is revitalized with the aim to buttress Arab regimes. All the said developments are the subject of examination in this article through application of the regional security complex (RSC) theory.

Abstract:
Developments relating to the Islamic Awakening in the Middle East, especially in 2011, influenced and intensified, more than ever, the efforts made by the Obama Administration to securitize nuclear activities of the Islamic Republic of Iran. In fact, these activities have always been one of the major preoccupations for the foreign policy the USA. Obama followed up seriously on what George Bush did, especially during his second term. The approach of both US presidents, predicated on considering the Iranian nuclear energy programme as a threat against the US and its interests, has its root in the security-oriented approach, and its adverse consequences, towards the Iran. Therefore, a major part of Iran's foreign policy has been influenced by nuclear activities. This paper proposes to consider the process of securitizing Iran's nuclear file, especially under Obama's administration, on the basis of the conceptual pattern provided by the Copenhagen School and from speech act and action perspectives. This paper seeks also to answer the question as to what methods Obama has used to securitize Iran's nuclear file. It presupposes that the attempts to isolate Iran have been made through speech act and actions.

Abstract:
From the beginning of human life on earth, human needs have been crystallized in their relationship and interaction with each other. As a result of such an inter-relationship and interaction, it has been necessary for a body of law to exist that would specify humans' duties and obligations towards each other. Even though different regulations concerning human rights have been codified, human beings have not taken benefit from these rights on an equal basis. In fact, we see that throughout history, the oppressed have fought oppressors. In these protracted struggles, human beings continued to seek transcendental rights; rights they wanted to enjoy regardless of power and wealth, skin color and race. Based on this argument, if we look at the objectives and activities related to human rights, we can suggest that monotheistic religions also played a crucial part in promoting human rights. According to the findings of this research, although international law and Islamic international law both believe in the universality of human rights, without any doubt their nature and foundation differ. Nonetheless, there are numerous shared grounds and points between the two aforementioned bodies of law for whose study and utilization international human resources have to be used to forge unity and to protect world peace and security.

1494. Sanctioning Assad's Syria: Mapping the economic, socioeconomic and political repercussions of the international sanctions imposed on Syria since 2011

Abstract:
Local demonstrations in the provincial town of Da'ra in March 2011 fuelled the eruption of unprecedented popular demonstrations and protests throughout Syria. The Syrian leadership's half-hearted promises of reforms were accompanied by brutal repression that propelled the conflict into escalating violence and ultimately a vicious and complex civil war. Dismayed by the unfolding events, a number of countries and regional organisations imposed sanctions on Syria with reference to the regime's grave human rights abuses from 29 April 2011 onwards. As the conflict has drawn out a substantial battery of international sanctions has been developed, most significantly by the USA, Turkey, the League of Arab States and the European Union. Aimed initially at bringing the repression to a halt and, later, to an increasing extent at weakening the Syrian regime, the sanctions have primarily targeted: equipment and material used for monitoring and repression; the Syrian oil and energy sector; the banking and financial sector; and there are also sanctions targeted at individuals believed either to be responsible for or assisting in the regime's oppression.

As the crisis in Mali threatens to grow into a full-fledged regional security and humanitarian nightmare, nervous neighboring countries are looking to Algeria to lead a conflict management effort. In many ways Algeria has always wanted recognition as a regional leader. Yet, Algiers worries about being dragged into a Saharan quagmire and seems reluctant or unable to maintain stability in its backyard. Both the country's neighbors and the West are questioning Algeria's decision not to take a more active role in Mali.

Libya's borders remain largely ungoverned, and securing the periphery is among the country's greatest challenges. Weak border control allows markets in arms, people, and narcotics to thrive alongside everyday trafficking in fuel and goods, with profound consequences for the region as a whole. For Libya to create a truly effective border security strategy it must do what no Libyan government before it has done—disentangle the web of economic and local interests that fuel Libya's border insecurity.

1498. South Korea's Counterpiracy Operations in the Gulf of Aden

Abstract:
In March 2009, the South Korean National Assembly approved the first foreign deployment of South Korea's naval forces to join the U.S.-led Combined Task Force (CTF-151). The purpose of CTF-151 is to conduct antipiracy operations in the Gulf of Aden and off Somalia's east coast by the Horn of Africa. South Korea joined the navies of twentyfour other countries that participate in the Combined Maritime Forces (CMF) through one of three combined task forces, CTF-150, CTF-151, and CTF-152, to help ensure maritime security in this region. The CMF is an international effort to conduct maritime security operations in the Gulf of Aden, the Arabian Sea, and the Indian Ocean.

Abstract:
Nuclear weapons have provided the foundation for international diplomacy and strategic stability for over six decades now. Their often misunderstood mission and strategic value rests in the ability to prevent, not win, major wars. This ability to deter is produced through understood capability and believable will, and ultimately rests on nuclear credibility. However, the central dilemma surrounding these weapons has always been that they provide America with both security and her only existential threat. For this reason many have tried, and thus far failed, to rid the world of nuclear weapons. The latest abolition movement, championed by former high-ranking government officials and prominent business leaders, gained momentum when President Obama declared his nuclear agenda during a 2009 speech in Prague. But his vision for a world free of nuclear weapons also came with a promise to ensure America's nuclear credibility well into the future. Often labeled a no-fail mission, producing deterrence is demanding, disciplined work with inherent risk. The addition of abolition rhetoric adds unnecessary risk in the form of mission relevance and the erosion of expertise and much needed resources for sustainment and modernization. Without significant change in the geopolitical landscape, nuclear weapons will remain a relevant portion of America's long-term national security strategy. Therefore, the burdens and responsibilities of maintaining an effective nuclear deterrent force are paramount to ensure credibility for America and her allies. Bottom line: nuclear weapons and nuclear deterrence are still relevant today and for the foreseeable future. Therefore, to maintian international strategic stability we must embrace the necessity of nuclear deterrence, develop strategic policy that supports deterrence as an essential element and adequately resource the enterprise.
