1481. Towards efficient early action: The EU needs a regional focus and proactive tools to prevent and manage conflicts

Abstract:
The Lisbon Treaty and the European External Action Service provide the EU with an excellent framework for comprehensive and effective crisis prevention and crisis management work. They just need to be utilised to the full. The security and development nexus can only be enhanced through long-term perspectives. Rather than renewing its general security strategy, the EU's focus should be on preparing tailor made and institutionally endorsed regional approaches and strategies, where the broad objectives would be operationalized into more concrete goals. In conflict-prone regions, goal-setting should be carried out through full participation with the beneficiary countries and their civil societies. Dialogue and mediation are perfect tools for achieving reconciliation and stability, and need to be utilized at every stage of comprehensive crisis management and at different levels of society. Comprehensive EU activities in the field of crisis prevention and crisis management should be duly evaluated, as only by looking at the bigger picture can lessons truly be learned and endorsed.

Everyone knows that Africa, cradle of humanity, land of the Pharaohs and human civilization, and vast reservoir of human and natural resources, is not doing well. She crosses the deepest crisis that has shaken her since the end of colonial times. The specter of chaos lurks everywhere. She is now seen as the continent of “collapsing states” and “zombie nations”; the continent of extreme poverty, misery, and injustice; the continent of horrors, of the Rwandan genocide and of the worst atrocities committed in Liberia, Sierra Leone, Kenya, Darfur and elsewhere. This brutal reality has been, for quite some time now, analyzed by most observers and experts with certain fatalism, as testified by these book titles with pessimistic or even alarmist tones: “Black Africa Started on the Wrong Foot” (René Dumont), “Can Black Africa Take Off?” (Albert Meister); “And What If Africa Refused Development” (Axelle Kabou); “Africa Down” (Jacques Giri). By now, it is just a chorus of permanent lamentations about the “lost continent,” the “damned continent,” or the “cursed continent” whose past is not passing. And the rest of the world, which sees us as negligible, even contemptible (“all corrupt and all dictators,” they say), consider that henceforth, they no longer need us.

Abstract:
This paper examines the evolution of security sector governance (SSG) in Indonesia, focusing in particular on the effects of security sector reform (SSR) on the management of the secessionist conflicts in the country. It discusses the military's use of force as an instrument of conflict management in the years immediately following Indonesia's Independence, arguing that while it is possible to suppress conflicts through military force, such a strategy brings about several problems. The underlying causes of the conflicts may remain unaddressed, and military impunity could increase. These could lead to rising resentment, and eventually escalation of conflicts, as occurred in Indonesia in the late 1990s. This paper argues that to resolve such conflicts, SSR is vital, and it illustrates this through the case of Aceh as an instance of successful resolution of conflict achieved against a backdrop of reform of the military sector.

En dépit du fonctionnement régulier des institutions et du discours officiel vantant les progrès en matière de déve- loppement et de sécurité, le Burundi est en train de perdre les acquis de l'accord d'Arusha. En raison de l'impasse électorale de 2010, le système de partage du pouvoir conçu à Arusha a fait place à un monopartisme de fait qui se traduit par la fin du dialogu e entre l'opposition et le gouvernement, une dérive autorita ire et le retour de la vio- lence politique. Le respect de la minorité politique et de la règle de droit, essentiel à la démocratie, semble ignoré depuis 2010. Afin de pérenniser les acquis du processus de paix et la stabilité du pays, la classe politique burundaise doit renouer avec le dialogue, ga rantir le pluralisme poli- tique en vue des échéances électorales de 2015 et veiller à un processus de justice trans itionnelle consensuel. En rai- son de leur implication dans le processus de paix, l'importance de leur aide au Burundi et l'absence de bailleurs alternatifs, les partenaires internationaux actuels doivent mettre ces trois questions au centre de leur dialogue avec le gouvernement.

In the weeks since he has secured the Republican Presidential Nomination, Mitt Romney has gone from being a long shot challenger for the presidency to being a legitimate contender. The result is that it is now time to discuss what a Romney presidency could mean for the Canada, and one issue that could surface as flash point in the bilateral relationship is ballistic missile defence (BMD). Consequently, it is important to ask the question of what level of interest will a President Romney have in this issue. This article argues that Romney will be a strong supporter of expanding America's missile defences for a number of reasons.

After recently returning from the Republic of Mali in West Africa, it became clear that a security risk now exists in the Sahel region of this vast region. The Sahel is an arid belt of land on the Sahara Desert's southern fringe that spans Africa from Senegal to the west, to parts of Ethiopia in the east. Its remoteness lends itself to the establishment of either fixed or temporary bases used by terrorist groups for the purposes of training, logistics or command and control functions.

For a concept that is so widely used, 'power' is surprisingly elusive and difficult to measure. Power is a contested concept. No one definition is accepted by all, who use the word and people's choice of definition, reflects their interests and values. Some define power as the ability to make or resist change. Others say it is the ability to get what we want. But central to the considerations in this paper are the issues of definitions or faces of power and power in foreign policy to ensure national security. In international relations, foreign policy is expected to guarantee state sovereignty and security.

Abstract:
Security is the main concern or raison d'être of any state. The Islamic republic of Iran and the west have had common geopolitical concerns, with some convergence in Afghanistan. The first security priority of the U.S. in particular and Europe in general after the September 11 events has been coping with terrorism in its heartland, i.e. Afghanistan. This paper, after a short review of Iran's historical relations with Afghanistan as well as its geopolitical importance for Tehran, examines Iran's main security concerns stemming from Afghanistan and the consequent Iranian narration of those threats in the post-9/11 era. The article argues that Iranian policy and even ideals for Afghanistan's long-term security is similar to the Iraqi model: outright withdrawal of foreign troops and national self-reliance on security issues. Therefore, Iran welcomes NATO's drawback from Afghanistan in 2014 and implicitly cooperates with the west in Afghanistan for viable and indigenous security.

Abstract:
Democratic governments tend to cooperate with each other positively. By establishing a framework, democracy controls politicians' behavior, preventing them from pursuing imbalanced and improper policies. Popular revolutions in the Middle East have overthrown a number of authoritarian regimes allied with the United States. With the independent democratic governments being formed, we see Iran's regional and transregional rivals and adversaries challenged. Making efforts to promote democracy in the Middle East can serve as an important factor in strengthening Iran's influence in the region. Therefore, given that the rule of the game in the Middle East is one of zero-sum, the Islamic republic of Iran should reinforce its national security level and enlarge its national security realm by explicitly supporting and articulating the demands of the regional nations. Also, the presence of the Shi'a in government is closely related to the promotion of democratic trends, support for the democracy-seeking wave in the Middle East.
