781. Linking Technology Development to Enterprise Growth: Evidence from the Mozambican Manufacturing Sector

Abstract:
This paper examines the relationship between firm-level technological development and enterprise performance in the Mozambican manufacturing sector. It does this on the basis of primary data collected for two industries – metalworking and light chemicals – and the triangulation of quantitative and qualitative information. Overall, the analysis presented in this paper only identifies a weak and, in some cases counterintuitive, association between levels of technological capability and innovation and enterprise performance. There are, however, some isolated exceptions to this finding, in which technology development has played a more decisive role in driving enterprise growth, such as the cluster of firms subcontracting work with the Mozal aluminium smelting plant. The case study of this cluster of firms allows the identification and illustration of conditions that might be required to facilitate a process of technology-led manufacturing growth.

Abstract:
Statistical metadata is commonly defined as data about data. Metadata documents information about a statistical dataset's background, purpose, content, collection, processing, quality, and related information that an analyst needs to find, understand, and manipulate statistical data. As such, the metadata for a statistical dataset broadens the number and diversity of people who can successfully use a data source once it is released. It is the purpose of this paper to discuss issues related to the development and use of statistical metadata and to describe resources to standardize and automate statistical metadata. While there are many types of metadata – this paper is concerned only with statistical metadata.

783. How to Reduce Greenhouse Gas Emissions Now

Support is growing in the 110th Congress for legislation to counter climate change. Yet action on any of the major cap-and-trade proposals will leave a critical policy gap. None of the proposed systems would take full effect for at least five years. Meanwhile, U.S. greenhouse gas emissions continue to increase and company executives are locking in future emissions as they finalize plans for new power plants, factories and cars. The Administration's latest climate action report, circulated in draft in March 2007, estimates that a 19 percent increase in U.S. emissions between 2000 and 2020 will contribute to persistent drought, coastal flooding and water shortages in many parts of the country and around the world. This policy brief proposes that Congress legislate product-by-product and factory-by-factory disclosure of greenhouse gas emissions to create immediate incentives for companies to cut those emissions. Labeling products and disclosing factory emissions would provide market benefits now by exposing inefficiencies and informing the choices of investors, business partners, employees and consumers and would give companies the information base they need to prepare for cap-and-trade regulation.

Abstract:
The statutory rate on corporate capital gains currently is equal to the statutory tax rate on ordinary corporate income. Although individual capital gains taxes have received an enormous amount of attention, both in the popular media and in the academic literature, corporate capital gains have received very sparse attention. In principle, however, the distortions that arise from corporate capital gain taxation are analogous to those that might arrive from individual capital gains taxation. Corporations might face a higher user cost of capital and they could find that their previous purchases have been “locked in” in the sense that asset sales are avoided because of their tax consequences.

Today the Internet is so pervasive that we often take its presence for granted, thinking of it as “old news.” It has become part of the daily life of a majority of Americans who rely on it as an almost indispensable tool for both business and personal life: a vital communications link, an important source of news and political information, a convenient channel for distributing digital content of all types (including software, music, photos, and videos), and a robust marketplace for electronic commerce (e-commerce).

India's economy continues to grow at a remarkable pace. The country's gross domestic product (GDP) has been expanding an average of nearly 8 percent per year since 2002. In the fiscal year ending March 2007, India's economy grew at 9.4 percent. This performance means that the Indian economy met its own national five-year growth goal for the first time since the first five-year plan was issued by the government in 1950. At its current rate of growth, India will become a trillion-dollar economy by 2007–2008 and will overtake South Korea to become Asia's third-largest economy, after China and Japan.

Abstract:
According to a prevailing belief, humanity confronts two stark risks: catastrophes caused by climate change and annihilation by nuclear war. The conventional wisdom also believes that the former danger appears far more certain than the latter. This assessment has recently led an increasing number of policymakers, pundits, businesspeople, and environmentalists to advocate a major expansion of nuclear energy, which emits very few greenhouse gases into the atmosphere. While acknowledging the connection between nuclear fuel making and nuclear bomb building, nuclear power proponents suggest that nuclear proliferation and terrorism risks are readily manageable. Consequently, some of these advocates favor the use of subsidies to stimulate substantial growth of nuclear power.

Abstract:
The Istituto Affari Internazionali (IAI) and the Center for Global Counter Terrorism Co-operation (Center) convened a brainstorming on 11 - 12 July in Rome on “Implementing the UN General Assembly's Counter-Terrorism Strategy: Addressing Youth Radicalisation in the Mediterranean Region. Lessons Learned, Best Practices and Recommendations.” The event was organised in co-operation with the Italian Ministry of Foreign Affairs, the German Ministry of Foreign Affairs and the Centro Studi sul Federalismo (Turin), with the support of the Compagnia di San Paolo. The participants included experts from the UN and other multilateral bodies, officials from the Italian and German governments, and academic and other non-government experts from the United States, Europe and the Middle East and North Africa (MENA) region. The meeting also included a roundtable of representatives of the “Consulta Giovanile per il Pluralismo Religioso e Culturale” (Youth Consultative Council), a youth advisory board recently established by the Italian Ministries of Youth and Sport and Interior to enhance the role of youth in promoting dialogue and tolerance among different cultures and religions. The Rt. Hon. Giovanna Melandri, the Italian Minister for Youth Policies and Sport addressed the brainstorming.

Abstract:
Since China has an interest in delivery systems of Weapons of Mass Destruction, and the main strategic capability available to the country is missile technology, China has a range of ballistic and cruise missile capabilities. China's technology export or proliferation of ballistic missile technology is of particular and serious concern. China has not joined the Missile Technology Control Regime (MTCR), but has applied for membership and pledged to abide by its main control mechanisms. The Brief concludes that it seems unhelpful to deny China's accession to the MTCR on the grounds of inadequate missile export control, in stead of seeking ways to bring China's missile technology export control policy and infrastructure to the acceptable level. The MTCR in the present international situation appears increasingly less dependent on exclusively bringing likeminded countries inside the regime and more on inclusiveness.
