592. Raising our Sights: Russian-American Strategic Restraint in an Age of Vulnerability

Abstract:
The United States and Russia have sought to reduce the danger of nuclear war by limiting offensive strategic capabilities through negotiated agreements, relying on mutual deterrence based on reciprocal threats and the corresponding fear of retaliation. Although nuclear arsenals have been pared, this is fundamentally the same way the United States and Soviet Union sought to reduce the danger of nuclear war during the Cold War, when both were impelled to do so because they were adversaries and able to do so despite being adversaries. It is ironic—not to say unimaginative—that although the two are no longer adversaries, they stick to a path chosen when they were. This current approach is inadequate given new strategic vulnerabilities brought on by technological change. Both the opportunity and the need now exist for a different, more ambitious approach to avoiding strategic conflict—one designed for new possibilities as well as new vulnerabilities. The United States and Russia can and should raise their sights from linear numerical progress to qualitative transformation of their strategic relationship.

Abstract:
Social media played an important role in the Moscow opposition demonstrations in December 2011, functioning both as an alternative arena for public debate and as a tool for mobilising the protests. In a matter of months, the political atmosphere in the country changed and the legitimacy of the Russian power vertical was called into question. Even before the Duma elections in 2011, social media had turned into an alternative forum for political debate in Russia. These media frayed the image of United Russia and Vladimir Putin, politicised new audiences, and helped to form both a collective 'anti' identity and networks among the protesters. The reports of the falsification of the Duma elections circulated through social media channels and exploded into anger on the part of the betrayed voters. Social media were put to good effect when making the practical arrangements for the protests, such as financing the street demonstrations and recruiting participants. Albeit crucial in mobilising discontent, social media is less well-suited to building lasting political structures. In the longer run, the conflict-torn opposition has to transform the protests into offline organisations and decide, among other things, who can represent the street protesters in negotiations with the power-holders. Imposing strict internet control in Russia does not seem likely since the Russian urban middle class is accustomed to seeking information and expressing itself freely on the net. Removing this freedom would lead to an increase in anti-government sentiments and the intensification of protests in big Russian cities.

594. Capable Companies or Changing Markets? Explaining the Export Performance of Firms in the Defence Industry

Abstract:
The paper carries out an empirical analysis of the factors explaining the export performance of firms in the defence sector. We focus on the case of Norway, and make use of two complementary methodologies: the first is based on quantitative firm-level data analysis for the whole population of defence companies, and the second is based on qualitative case study research on the three most important defence export products (weapon stations, ammunition, electronics). Our empirical results highlight the importance of four major success factors for exporting firms: (1) the participation in offset agreements; (2) the ability to focus on their set of core competencies; (3) their R activities and interactions with the public S system; (4) demand opportunities and, relatedly, user-producer interactions.

The port structure of the Caribbean has been heavily influenced by global change over the last 200 years. The historical context — colonialism, piracy and slavery — meant that ports were originally designed to serve colonial interests. The advent of containerization and globalization have dramatically changed cargo shipping, while at the same time, cruise tourism has increased significantly — the Caribbean accounts for 50 percent of the global market — which means that cargo and cruise ships now compete for limited berth space.

Abstract:
The Arab region is experiencing a profound media shift. The year following the start of the Arab revolutions–in Tunisia, Egypt, Libya and violent uprisings in Syria, Yemen, and Bahrain–was followed by continued repression and threats to the exercise of free expression online and offline. But the year also saw great strides in the numbers of Arabs across the region turning to social media platforms and the ascendancy of online engagement. This report traces and analyzes the enabling of tens of millions of individuals–as well as established news outlets–to attract wide global followings with Facebook and Twitter updates and YouTube videos about rapidly changing events. The widely diverse and pluralistic online communities in the Arab world are creating and sharing content, calling into question the future of the many state-owned or self-censored media that provide less in the way of engagement that Arab audiences have come to expect.

Abstract:
The issue of high-speed internet access remains at the forefront of the policy agenda in both developed and emerging markets. While circumstances and concerns differ from one country to the next, the motivations for public-sector involvement remain the same. Governments are keen to bridge the digital divide between urban and rural areas by bringing basic broadband services of between 1Mbps and 5Mbps to all. Yet governments also want to facilitate greater rollout of so-called next-generation networks (NGNs) that can provide broadband speeds of between 40Mbps and 100Mbps, and sometimes higher.

Abstract:
Despite the continuous efforts of developing countries and the international community to reduce energy poverty, some 2.7 billion people around the world still rely on traditional biomass for cooking and heating and 1.3 billion people do not have access to electricity. Over 80% of the energy poor live in rural areas and roughly two thirds in sub-Saharan Africa and India. While fossil fuels will inevitably play a major role in expanding on-grid energy supply, this study shows that renewable energy sources – and especially small decentralised solutions – have huge potential for providing reliable, sustainable and affordable energy services for the poor, particularly in rural areas of developing countries. Many challenges remain, including financing, capacity-building, technology transfer and governance reforms. A careful assessment of the environmental impacts of renewable energy technologies, particularly those on water, is an important prerequisite for donor finance. With the right design, energy access projects can also bring a host of developmental co-benefits. It should be possible for international initiatives including the UN's Year of Sustainable Energy for All and the EU's partnership with Africa to build on the rich experience and lessons learned from pilot projects over the last two decades in order to optimise donor effectiveness in this area.

Abstract:
As Japan faces rapid aging, a declining birthrate, widening income disparity, expanding fiscal debt, and remarkable hikes in health care costs, the sustainability of its health care system is at stake. Despite the need to allocate limited medical resources optimally, Japan lacks a common platform for sharing medical data, ideally over the Internet. The potential benefits of health information technology, or health IT, are not well known among patients, practitioners, or policymakers. Electronic patient records are not available from one hospital to another and are isolated from the Internet due to privacy concerns. Clinical practitioners have no remote access to patients' information when away from a particular hospital or clinic. Unique medical data, stored individually in each hospital or clinic, is vulnerable to accidents and natural disasters. The Tohoku disaster demonstrated the absence of a reliable backup for health data, the challenge of data management during an emergency, and the dangers of prescribing drugs with insufficient access to medical records.

An unparalleled opportunity for media developers to boost democracy is at hand in the Middle East and North Africa, where once repressed media and civil society groups are forming in the wake of popular uprisings that toppled or are threatening regimes. New constitutions are being drafted, new forms of government debated, and new representatives selected, all against a backdrop of new citizen empowerment and tension among differing parties if not, as in the case of Egypt, outright violence. In addition, new media and technology have radically changed both the political debate in societies and how that debate is covered compared to the past.
