Big Tech is powerful and its profits are growing - by 105% over the last year. It dominates economies. This raises concerns about data protection and privacy, anti-trust, fintech and the specific role of intermediaries. India is leading the way on fintech, but is behind several countries and institutions on digital rules. It is important to establish laws and rules to govern technology – whether domestic or through multilateral bodies – with the aim to strike the right balance between innovation and regulation.

Abstract:
Conceived in 2020, the task force studied promising areas for cooperation between the Quad countries beyond their pre-existing maritime security partnership. The report highlights the need to increase economic and technological interdependence among the Quad countries and to establish common and updated rules and standards for emerging technologies in five study areas. The unique mix of the group – three developed and one developing nation, three Pacific and one Indian Ocean nation, three producer-trading nations with one massive emerging market – lends itself to innovation, experimentation and cooperation that can be a template for a new, post-pandemic geopolitical era.

Abstract:
The Bay of Bengal is a bridge between the Indo-Pacific and the Indian Ocean, and with a population of 1.4 billion, an increasingly important economic zone in its own right. India has been slow to build regional connectivity. The space has been filled by China's Belt and Road Initiative projects, which have not always been beneficial for host countries. The region may be better off pursuing digital connectivity by enabling tech startups – areas of India’s strength. This research uses maps to explore the potential for energy, transport, and financial connectivity across the Bay of Bengal.

Abstract:
Covid-19 has accelerated the process of digital manufacturing, already under way globally, and in India. Companies that saw it as an option, now understand it as an imperative. Within India, digital adoption by companies has outpaced their global peers on several criteria including new business and workforce models. A rush of foreign investment into India’s digital space, will expand this trend. This is a significant shift for India, as Covid’s geopolitical and economic fallout is the realignment of supply chains, largely away from China. India, with its size, market and tech capability, is seen as an alternative site – though it has not been an immediate beneficiary. That has been Vietnam, with its Asian proximity and favourable regulatory environment. However, India is cognizant of the opportunity, and the government has enacted some enabling policies. In November 2020, the Production Linked Incentive scheme (PLI) was extended to over a dozen sectors in which India is already competitive, like pharmaceuticals, automobile, telecom, textiles, electronic tech consumer products. These subsidies encourage products to be made in India, for the home and export market. Just prior to this, in September 2020, the government addressed a core problem in India – labour. It replaced 29 old legislations by four, simplified labour codes, to modernize labour regulations. Meanwhile, those companies in India, largely Indian and foreign multinationals, already on the digital manufacturing path, used the year to fast-track their digital adoption.

555. Inserting India into U.S.-Israel Defence Technology Cooperation

Abstract:
Over the last decade and a half, Israel and the U.S. have become India’s top arms suppliers, and a robust defence partnership is underway. Beyond pure defence trade, Israeli and U.S. defence companies have participated in the ‘Make in India’ initiative, focusing on technology transfers and the co-development and co-production of technologies. This is the moment for India to capitalise on these two critical, bilateral defence partners, and particularly the start-up innovation hubs of Silicon Valley and Tel Aviv. How can India insert itself into the U.S.-Israel defence technology cooperation corridor, and participate in the development of emerging technologies like quantum computing and artificial intelligence in defence? What benefit will the U.S. and Israel gain from a partnership with India? This paper studies the U.S.-Israel defence technology corridor, and suggests potential collaborations for India. It will necessitate the three innovation hubs of Silicon Valley, Tel Aviv and Bengaluru coming together to capitalise on their respective strengths and declared national technology priorities. Bringing a like-minded, tech-savvy democracy like India into the arc of the U.S.-Israel partnership will offer a trinity of benefits: a robust and tested edge in emerging technologies to the three militaries over their adversaries, develop interoperability, and reinforce their access to the Indian market. The greatest benefit will be for India, which has been set back by lengthy defence acquisition procedures, and will do better with a modern defence base at home. India will have to overcome the geopolitical hurdles of its defence relationship with Russia, and of Israel’s reported defence ties with China and Pakistan, to build a sturdy trilateral cooperation.

Abstract:
China under the Chinese Communist Party (CCP) is poised to become the world’s first technology enabled totalitarian superpower. No country will be untouched by this development, including Estonia, where a Chinese state-owned technology company Nuctech specialising in “security solutions” monitors cargo crossing the NATO border with Russia using a radiation-based technology originally copied from Europe. A clear understanding of the Chinese political system shows why there is fundamental cause for concern in all this, and why Chinese technology should not be viewed as politically neutral.

557. Labs over Fabs: How the U.S. Should Invest in the Future of Semiconductors

Abstract:
The U.S. semiconductor industry faces an existential competitive threat. China’s efforts to catch up and eventually overtake the U.S. in semiconductor technology is not only an economic challenge—it is also a security threat. The Trump administration’s decision to pressure Huawei by cutting off its access to critical semiconductor technologies has only intensified China’s commitment to developing its own ability to design and manufacture computer chips without reliance on foreigners. China has spent billions of dollars in state subsidies, and plans to spend billions more in the coming years. At risk is not just the U.S. industrial base, but also the complex supply chains that link U.S. firms to customers and suppliers in South Korea, Taiwan, Japan, and several European countries. On February 24, 2021, President Biden ordered a 100-day review aimed at “securing America’s critical supply chains.” The executive order focused on the semiconductor industry, declaring that “over the years we have underinvested in production—hurting our innovative edge—while other countries have learned from our example and increased their investments in the industry.” While production certainly has its place, it would be dangerous for the U.S. to focus solely on the fabrication of semiconductors at the expense of other parts of the chip production process—including design, software, and production machinery—where the U.S. is currently stronger. There is a case to be made for supporting the construction of manufacturing facilities (“fabs”) for certain types of specialized chips, such as those needed in the defense sector. But reshoring most or all production is not a realistic goal. Moreover, the tens of billions of dollars that such a policy would cost are better spent elsewhere. Beyond that, the U.S. should focus less on supporting production of today’s technologies, which given the pace of innovation will soon be out of date. Instead, scarce resources should be devoted to shoring up the broader semiconductor ecosystem on which American innovation depends. In the past, the government has played a major role in investing in research that is not yet commercially viable, something it should be doing more of today. It should build talent pipelines from high schools to universities to corporations and startups, ensuring an ample supply of semiconductor engineers. And the U.S. should see open-source chip architectures such as RISC-V not as a threat to existing intellectual property, but as a technology that could unlock a new wave of semiconductor innovation—something that the U.S. would be well placed to lead.

Abstract:
Compliance with international humanitarian law (IHL) is recognized as a critical benchmark for assessing the acceptability of autonomous weapon systems (AWS). However, in certain key respects, how and to what extent existing IHL rules provide limits on the development and use of AWS remains either subject to debate or underexplored. This report aims to help states form and express their views on the legal provisions that already do, or should, govern the development and use of AWS, particularly with respect to the required type and degree of human–machine interaction. It maps (a) what limits IHL already places on the development and use of AWS; (b) what IHL demands from users of AWS to perform and satisfy IHL obligations, whether the obligations are of a state, an individual or both; and (c) threshold questions concerning the type and degree of human–machine interaction required for IHL compliance. In its findings and recommendations, the report does not pre-judge the policy response that should regulate AWS. Instead, it aims to provide an analytical framework for states and experts to assess how the normative and operational framework regulating the development and use of AWS may need to be clarified and developed further.

559. Additive Manufacturing for Missiles and Other Uncrewed Delivery Systems: Challenges for the Missile Technology Control Regime

Abstract:
Additive manufacturing (AM) has become an attractive production technology for the aerospace sector, particularly in the area of missiles, space launch vehicles and uncrewed aerial vehicles (UAVs). Modern AM techniques—often referred to as 3D printing—create objects from feedstock materials such as metallic powders by building them up from the first to the last layer in an iterative process of depositing and fusing layers of material. AM is being used to produce a growing range of components for missiles and UAVs. AM has been recognized to pose a growing proliferation threat and a challenge to existing export controls. The Missile Technology Control Regime (MTCR) has been discussing AM since at least 2013 and seeks to update and harmonize the export controls of the participating states to mitigate the risks posed by AM and ensure the effectiveness of export controls. The export controls prescribed by the MTCR and some of the other regimes already create controls on AM. However, many of these controls are based on overlaps rather than control list items that cover AM by design and may not ensure adequate coverage. This report provides a short introduction to modern AM techniques and describes a range of specific applications of AM in missiles and other delivery systems. It discusses the proliferation risks posed by AM and the engineering and organizational considerations that have to be weighed against the technical capabilities of AM. It analyses the application of export controls to AM, primarily under the MTCR, by discussing controls on AM production equipment; feedstock materials; transfers of technology and technical assistance; and catch-all controls. The report concludes by outlining key measures through which the MTCR could strengthen its efforts to address AM and the proliferation risks and challenges to export controls it poses.

560. New Technologies and Nuclear Disarmament: Outlining a Way Forward

Abstract:
This report sheds light on the impact of recent military-technological advancements on nuclear deterrence and disarmament. Noting that progress towards multilateral disarmament is hardly possible without prior and significant reductions in the largest nuclear weapon arsenals, the report views the resumption of bilateral arms control between Russia and the United States as the most important step towards disarmament at the present moment. It argues that these two countries should move away from their cold war era nuclear doctrines, which seek an ability to win nuclear wars, towards a policy of ‘minimal nuclear deterrence’, that is focused on deterring a nuclear attack. In line with doctrinal changes, further cuts in Russian and US nuclear stockpiles could be achieved by removing nuclear weapons from regional conflict dynamics, meaning that they would no longer serve as a deterrent against conventional aggression. Such a change would help to reduce nuclear risks without undermining regional deterrence, as each side already has robust conventional forces comprised of precision-strike weapons and other advanced military systems. At the same time, the report notes that progress towards nuclear disarmament would be complicated by long-range precision-strike weapons and strategic missile defences, which have raised the bar for credible nuclear deterrence by creating uncertainty about US adversaries’ second-strike capabilities. Lowering that bar and eventually reducing the perceived need for nuclear deterrence will require creative arms control diplomacy, including limits on strategic missile defences; stronger norms against both nuclear and conventional aggression; as well as a clear stigma against nuclear weapons.
