Across the US there are a wide variety of opportunities to produce oil and natural gas. These opportunities have been greatly enhanced in recent years with the advent of directional drilling technology combined with hydraulic fracturing completion techniques, which have expanded the economically recoverable oil and natural gas reserves from shale resources. At the same time, the development and production of shale resources have posed real challenges and potential risks to public health and the environment. Considering both the benefits and the potential risks, every state must decide whether new oil and natural gas production should occur.

Abstract:
Online upskilling programs have the potential to support continuous, lifelong learning that can help adults learn new skills and advance in a changing labor market. Yet the online learning landscape can be difficult to navigate. Many workers face challenges balancing digital courses with work and personal commitments, accessing and using technology, and determining which of the many available programs signal value to employers. Companies can play an important role in making online upskilling accessible and relevant to frontline workers. Our latest report documents one partnered approach to designing and piloting an online training program for incumbent workers, led by a food service company, a civic leadership organization, and a local university in Pittsburgh, Pennsylvania. It explores how Eat’n Park partnered with Robert Morris University and the Allegheny Conference on Community Development to design and deliver digital training to frontline Eat’n Park employees. Our profile shares findings from a pilot customer service training program, focusing on the experiences of workers who participated and their managers. It includes information on program content and design, and the business case for launching training. It also offers four key practices that workers noted were important to their motivation and ability to complete the program

265. Healing One-fifth of Humanity: Progress and Challenges for China’s Health System

Abstract:
China’s national health reforms over the past two decades have brought the system closer to the modern, safe, reliable and accessible health system that is commensurate with China’s dramatic economic growth, improvement in living standards, and high hopes for the next generation. Celebrating a decade this year, China’s national health reforms of 2009 consolidated a system of social health insurance covering the entire population for basic health services, contributing to a surge in healthcare utilization while reducing out-of-pocket costs to patients – which declined from 56% to 28% of total health expenditures between 2003 and 2017. An expanded basic public health service package, funded by per capita government budget allocations that include a higher central government subsidy for lower income provinces, provides basic population health services to all Chinese. A higher percentage of Chinese accessed hospital admissions in 2017 than in the average high-income (OECD) country – a large increase from the turn of the 21st century.i A recent re-shuffle of the governance structure consolidates the purchaser role for social health insurance schemes under the newly created National Healthcare Security Administration, with most other health sector functions under the re-christened National Health Commission, among other changes. China’s world-leading technological prowess in multiple fields spanning digital commerce to artificial intelligence—and accompanying innovative business models such as WeDoctor that have not yet been fully integrated into the health system—hold promise for supporting higher quality and more convenient healthcare for China’s 1.4 billion.

ires a well-documented understanding of the existing institutional research environment, based on observable evidence. In particular, this article is aimed at Agostinho Neto University (ANU), to evaluate doctoral training processes at three faculties or organic units (OUs). In doing so, this paper recognizes the crucial connection between the University and the spheres of market productivity. It also recognizes that different countries have different trajectories, patterns and models of development in the Higher Education Subsystem (HES) which can sometimes undermine or make this connection possible. Although this topic is of great importance because of its potential to empirically hinder relevant studies, this article follows a different path, as it aims to explain how context and process influence the production of scientific work at ANU.

In the present work, from the case study of the A-Darter missile, a technology transfer project between Brazil and South Africa for its development, will seek to understand how this specific case of cooperation in the military technological development sector occurred and others, understanding their dynamics and consequences for international relations, especially for south-south cooperation. This study is considered relevant, since the technological growth of developing countries is important in unleashing the historical ties of dependence on developed countries, opening the door to independence in other technical areas, as well as the creation of common spaces for the debate of their interests and the discussion of their agendas, because technological knowledge has always been one of the factors that most influenced the international hierarchy, from the steam engine to nuclear technology.

South Asian region is now facing a new star because Space is an advantageous frontier for military uses. Space technology has two aspects on the name of security such as Militarization and Weaponization. These terms cannot properly differentiate the difference between security and threat for space. All current and previous super powers are working on space for more than five decades in the name of technology and security. Now these super powers are going to make grouping on space for getting hegemony not only on earth but also in space. As a result, the challenges in space have triggered and magnified the security dilemma for the South Asian rivals, interconnecting China, India, and Pakistan in the context of an international security complex. 269. WMD Capabilities Enabled by Additive Manufacturing

Abstract:
Additive Manufacturing (AM)—also known as 3D printing—is a rapidly emerging technology with growing relevance for the proliferation of weapons of mass destruction (WMD) and their means of delivery. The rapid pace of AM development makes it increasingly difficult to keep track of AM’s potential effect on proliferation pathways. So far, studies addressing the issue have mainly focused on nuclear proliferation. This has created two major problems for policy makers. First, by the time governments are able to respond to specific AM-induced proliferation risks, those risks might already have been overtaken by newer developments. Second, by focusing on nuclear proliferation pathways, governments can fail to recognize AM’s relevance to other proliferation modalities, including chemical and biological weapons and, especially, the means of WMD delivery. This report addresses these shortcomings. As an innovative pilot study, this report provides a more comprehensive approach toward explaining latest AM developments and mitigating the risk of WMD proliferation. Effectively, this report is the first beyond-the-horizon assessment of the impact of AM developments not only on potential nuclear-weapons programs, but also on other WMD modalities and their delivery systems. For this project, Negotiation Design & Strategy (NDS) assembled an expert team of well-known AM and nonproliferation specialists from Germany, the United States, and the United Kingdom—three countries at the forefront of AM development. The research team’s contextual knowledge of AM facilities in Europe and the United States allowed for in-depth, on-the-ground interviews with US and European experts from the private sector, national laboratories, and research institutions. Interviews were augmented with an analytical deep dive into the latest AM developments, based on open-source technical literature, including academic papers and patents. The final report allows us to better forecast technological developments and raise awareness for the critical role that AM plays in international security. This report also demonstrates the importance of emerging technologies in the nonproliferation field and underscores the need for further research of this kind. Studies such as this are crucial to inform the broader examination of the relationship between technology and international security.

Abstract:
The world is in the midst of an unprecedented refugee crisis, and Uganda’s response to the influx of asylum-seekers from South-Sudan is considered successful and is therefore a valuable target for study and replication. Uganda accepts refugees regardless of point of origin and gives them the rights of freedom of movement and the opportunity to seek employment. This case study examines the official government and humanitarian agency response to increased refugee numbers, both in terms of policies and resources. It also focuses on telecommunication access and humanitarian cash transfers, and it analyzes the partnership between Danish Church Aid and Airtel Uganda.
