211. China’s Military Biotech Frontier: CRISPR, Military-Civil Fusion, and the New Revolution in Military Affairs

Abstract:
China’s national strategy of military-civil fusion (军民融合, junmin ronghe) has highlighted biology as a priority. [1] It is hardly surprising that the People’s Republic of China (PRC) is looking to leverage synergies among defense, scientific, and commercial developments in biological interdisciplinary (生物交叉, shengwu jiaocha) technologies. Chinese military scientists and strategists have consistently emphasized that biotechnology could become a “new strategic commanding heights of the future Revolution in Military Affairs” (军事革命, junshi geming) (PLA Daily, October 2015). Certainly, the PRC is not alone in recognizing the potential of biotechnology on the future battlefield, but the ways in which Chinese research is seeking to integrate developments among industry, academic institutions, and military-oriented programs—including through research collaborations and the procurement of dual-purpose commercial technologies—may prove striking. In particular, China is at the forefront of today’s breakthroughs in CRISPR-Cas, a new technique for gene editing that has demonstrated unique potential and precision despite its current limitations.

Abstract:
The repression of Xinjiang’s Uighur population by the government of the People’s Republic of China (PRC) continues to horrify world opinion. Along with interning an estimated one million people in a network of re-education camps, the Chinese state has built extensive systems of daily surveillance directed at the region’s Muslims (China Brief, March 14, 2017; China Brief, November 5, 2018). Police inspections of local homes, blacklists of suspect Muslims, and biometric data collection are widespread. Previous research has illustrated how such policies have their roots in earlier (and ongoing) repression campaigns against Falun Gong and other religious groups (China Brief, February 1). However, evidence now suggests that these systems of social surveillance and repression also originated in programs directed at wider groups of Chinese citizens, identified as “key individuals” (重点人员, zhongdian renyuan). Systems of “key population management” (重点人口管理, zhongdian renkou guanli) possess many of the features associated with Xinjiang’s security state: profiling, extensive personal and biometric data collection, and location-based tracking.

Abstract:
The December 1, 2018, arrest of Huawei chief financial officer Meng Wanzhou, and the arrest of another Huawei employee in Poland, come on the heels of a series of escalating measures—or measures under consideration—by governments in North America and the Pacific Region to restrict the use of Chinese-manufactured telecommunications equipment. Such measures are now increasingly under consideration in Europe, as well, with major implications not only for the international profile of companies such as Huawei, but also for the construction of advanced communications infrastructure throughout much of the world.

Abstract:
This paper seeks to identify the emerging and expanding gaps in the governance of private cybersecurity companies and activities and to explore ways forward and policy options for governments. The first section of the paper will explore the characteristics of typical cyber operations and challenges related to their conduct by private actors. Section two will address the governance challenges around cybersecurity and three main departure points for regulation: the fact that geographic scope does not limit cybersecurity companies, that cyber operations can slide from defensive to offensive very quickly; and that cybersecurity services are often exported for the purpose of (or with the knowledge they will be) violating human rights. This section will also integrate perspectives of international law. Section three will lay out suggestions for policy options in relation to international law and existing international normative frameworks. In conclusion, the paper will offer a framework and way forward as food for thought in order to address cybersecurity operations in relation to PMSCs.

Abstract:
Information has become a valued commodity in this age of globalization. Information centers all over the world are now better equipped to manage information due to advancement in Information and Communication Technologies (ICTs). In this context, Institutional Repositories (IRs) provide a unique platform for information management through new ways of Information Storage and Retrieval (ISR) and digitization. The awareness regarding Open Access Publishing (OAP) and attitudes of IR users are very important contributing factors in success of any institutional repository. The paper is an attempt to highlight the necessary role of IR in building the academic capabilities of research scholars in South Asian region. This paper focuses on perception evaluation of research scholars regarding IR in terms of awareness, and availability of IR. A questionnaire based survey method has been employed to collect data from research scholars. It has been found that most of the participants are aware of the existence of the IR. They showed that they are capable to use IR. The study will be helpful in providing practical implications for other institutions to initiate IR.

216. ICT and E-government as the Sources of Economic Growth in Information Age: Empirical Evidence from South Asian Economies

Abstract:
The growing importance of information and communication technologies (ICTs) and egovernment has attracted the attention of policy makers who are committed to increase the GDP per capita of a country. Therefore, this study investigates the growth effects of ICT and egovernment for a sample of eight South Asian economies over the period 1980-2016. To the best of our knowledge, this is the first empirical study, which examines the relationship between economic growth and ICT with a special emphasis on the role of ICT implementation in public sector. In particular, we use diverse indicators of ICT to assess the robustness of empirical findings. Moreover, the study employs instrumental estimation techniques 2SLS and GMM to deal with the possible problem of endogeneity. The empirical findings of our study indicate that growth effects of ICT as well as e-government are positive and significant in all models. Finally, our study concludes that the South Asia region can greatly benefit from the implementation of ICT infrastructure in general and in public sector in particular.

217. Quid Pro Quo, Knowledge Spillover and Industrial Upgrading

Abstract:
Are quid pro quo (technology for market access) policies effective in facilitating knowledge spillover to developing countries? We study this question in the context of the Chinese automobile industry where foreign firms are required to set up joint ventures with domestic firms in return for market access. Using a unique dataset of detailed quality measures along multiple dimensions of vehicle performance, we document empirical patterns consistent with knowledge spillovers through both ownership affiliation and geographical proximity: joint ventures and Chinese domestic firms with ownership or location linkage tend to specialize in similar quality dimensions. The identification primarily relies on within-product variation across quality dimensions and the results are robust to a variety of specifications. The pattern is not driven by endogenous joint-venture network formation, overlapping customer base, or learning by doing considerations. Leveraging additional micro datasets on part suppliers and worker flow, we document that supplier network and labor mobility are important channels in mediating knowledge spillovers. However, these channels are not tied to ownership affiliations. Finally, we calibrate a simple learning model and conduct policy counterfactuals to examine the role of quid pro quo. Our findings show that ownership affiliation facilitates learning but quality improvement is primarily driven by the other mechanisms.

Given the ambiguity of the rapidly changing world order, scholars and practitioners are paying more attention to the Cold War period, with its growing relevance for contemporary world politics. Issues such as the NATO alliance, human rights, arms control, and environment impact international relations at large and U.S.-Russia relations in particular. The need to re-emphasize the value of scientists as a channel of communication between governments and their research communities is urgent.

219. Big Tech Acquisitions and the Potential Competition Doctrine: The Case of Facebook

Abstract:
The Big Tech companies, including Google, Facebook, Amazon, Microsoft and Apple, have individually and collectively engaged in an unprecedented number of acquisitions.When a dominant firm purchases a start-up that could be a future entrant and thereby increase competitive rivalry, it raises a potential competition issue. Unfortunately, the antitrust law of potential competition mergers is ill-equipped to address tech mergers. We contend that the Chicago School’s assumptions and policy prescriptions hobbled antitrust law and policy on potential competition mergers. We illustrate this problem with the example of Facebook. Facebook has engaged in 90 completed acquisitions in its short history (documented in the Appendix to this paper). Many antitrust commentators have focused on the Instagram and WhatsApp acquisitions as cases of mergers that have reduced potential competition. We show the impotence of the potential competition doctrine applied to these two acquisitions. We suggest that the remedy for Chicago School damage to the potential competition doctrine is a return to an empirically tractable structural approach to potential competition mergers.

Abstract:
Technology has become the most powerful disruptive force in our economy. It bears on the future of work, competition, market power, and national security, and it binds the other major areas of our commission’s investigation: macroeconomics and finance, globalization, and climate change. In essence, technological progress propels global economic transformation. Our gathering on February 6, 2019 brought economists together with leading voices from academia, labor, private industry, and the nonprofit/NGO sector. We heard from industry leaders with deep roots and history in the Silicon Valley technology revolution, academics who have also spent time in the policy arena, and from individuals who are already considering new models and approaches to digital rights and the future of work. Our discussion was by no means exhaustive or conclusive, but we attempted to harness the group’s collective wisdom to address some of the most vexing questions of our day. This document is intended to inform our commissioners as they develop CGET’s final report and to share our timely conversation with policymakers and the general public. Fomenting multidisciplinary, critical discourse is one of the most important responsibilities of this initiative, and we sincerely thank the staff at the Institute for New Economic Thinking (INET), our dedicated commissioners, and our outside thought leaders for helping us to promote this dialogue.
