- Winter 2019 marked the 40th anniversary of the 1979 Islamic Revolution in Iran. The anniversary celebrations occurred in the midst of a difficult era of socio-economic turmoil, the return ofَ U.S. sanctions, and deepening political infighting in the Islamic Republic. Tensions between the government and the people are especially high. The tectonic plates of social change have been shifting below the surface in Iran over the past two decades, with major discontent erupting in the past year. While the country’s political facade appears largely unchanged, tensions and fragmentations among the ruling elite have deepened. Economic conditions are fast deteriorating for the average citizen, while political repression remains a harsh reality. Iran’s citizens, who have clung to hope and the possibility for change through decades of domestic repression and isolation from the global economy, struggle to remain hopeful. Collective fatigue stemming from years of isolation from the global economy, as well as domestic economic hardship, compounds the disappointment Iranians feel from unfulfilled political promises. The Iranian government has repeatedly failed to carry out promised reforms; in recent years alone, President Hassan Rouhani has proven unable to carry out his promises to “open up Iran politically, ease rigid social restrictions and address human rights abuses.” As this situation continues, Iran risks despair and chaos.

53. Americans and Russians Are Mostly Disinterested and Disengaged with Each Other

- The last few years have seen a substantial deterioration in relations between the United States and Russia. The international crisis over Ukraine, Russia’s interference in the 2016 US presidential election, and US sanctions against Russia have all contributed to the growing acrimony. Recent surveys conducted by the Chicago Council on Global Affairs and the Levada Analytical Center reveal that large majorities of both Russians and Americans now view their countries as rivals. But in the midst of heightened tensions between Moscow and Washington, how do regular citizens of each country view one another? A joint project conducted by the Chicago Council on Global Affairs, the Levada Analytical Center, and The Fletcher School of Law and Diplomacy at Tufts University shows that despite the perception of rivalry between their countries, Russians’ and Americans’ views on the people of the other country are more favorable. However, the survey results also show that Russians and Americans are not particularly curious about each other, they rarely follow news about one another, and the majority of each group has never met someone from the other. Nonetheless, self-reported interests from each side in arts and sciences suggest that there are non-political paths toward warmer relations.

54. Can Assad win the peace?

- As Syria transitions into a post-conflict phase, its government is trying to survive in much the same way it has over the last eight years. This involves a series of short-term fixes, heavy reliance on foreign allies, and a process of endurance it calls the “long breath”. Damascus wants to create a functional system that serves its ambitions, particularly its desire to re-establish strong central control rather than succumb to external demands. Crippling Western sanctions have led to increasingly drastic shortages of fuel and electricity, disrupting the supply – and increasing the price – of essential goods such as food. As a result, the state is increasingly relying on an array of racketeers, oligarchs and war profiteers to circumvent the sanctions, further entrenching Syria’s corruption networks. The West’s expectation that an economic war will eventually force the regime to acquiesce to its demands is short-sighted and counterproductive.

- Secondary sanctions have become a critical challenge for Europe, due to the Trump administration’s maximalist policy on Iran and its aggressive economic statecraft. Europe’s vulnerabilities mostly result from asymmetric interdependence with the US economy, due to the size of US markets and the global role of the US dollar. In future, states will likely weaponise economic interdependence with the EU to target countries that are more important to the European economy than Iran, such as China and Russia. European countries should demonstrate that, despite their economic interdependence with the US, they control EU foreign policy. The EU and its member states should strengthen their sanctions policy, begin to build up their deterrence and resilience against secondary sanctions, and prepare to adopt asymmetric countermeasures against any country that harms European interests through secondary sanctions. They should also attempt to bolster the global role of the euro and lead a robust international dialogue on the role of sanctions.

- A newfound focus on great-power competition has brought geoeconomics to the forefront of strategic thinking in Washington D.C. The United States is well positioned to use coercive economic tools, particularly unilateral sanctions, in this game because of its structural advantages in the global economy and financial system. President Donald Trump and his administration have also signalled a preference for the unilateral use of sanctions to excel in the competitive international geostrategic environment and confront “rogue regimes”. Meanwhile, wrangling between Congress and the White House over sanctions policy has intensified since the 2016 presidential election. These systemic, policymaker-bounded and domestic-political factors have created a perfect storm in US sanctions policy. While the US may be able to pursue sanctions unilaterally in the short term, in the long run this may dissuade allies from cooperating and erode America’s structural advantages as other states resort to hedging.

- The decision by the United States to withdraw from the “Joint Comprehensive Plan of Action” and re-impose sanctions on Iran broke an international understanding, sanctioned by a UN Security Council Resolution. However, European and other non-US companies dealing with Iran must abide by US law in order to avoid its extra- territorial effects on their US operations. Efforts are being made to help the EU keep its “sovereignty” on sanction issues when there is disagreement with the US, but until now these have not accomplished much. Therefore a new Instrument in Support of Trade Exchanges (INSTEX) was launched at the end of January to ensure the continuation of some trade with Iran. But the only convincing way to allow the EU to increase its autonomy is to boost the role of the Euro in international transactions. Certainly, in today’s unpredictable world, we need more than ever to address the issue of the extraterritorial application of American sanctions – today it is Iran, what if tomorrow it is China?

- Economic sanctions have become the tool of choice for U.S. policymakers to influence international affairs. On issues ranging from nuclear nonproliferation to human rights, the United States typically imposes sanctions with the goal of inducing a government to change its behavior. Yet sanctions often have more potential to deter unwanted actions than to compel policy reversals, and the greatest impact of sanctions sometimes involves the signals they convey about likely future U.S. steps. Maximizing the overall effectiveness of U.S. economic pressure therefore requires concerted efforts by policymakers in the executive branch and Congress to make sanctions more effective instruments of deterrence and signaling. Doing this will also have positive knock-on effects, helping to limit the unintentional escalation of international competition and preserve the utility of sanctions as a vehicle for addressing security challenges and protecting universal norms. This report highlights several areas for action by U.S. policymakers: Make U.S. sanctions-removal assurances more credible: U.S. offers to lift sanctions on a country if it makes certain concessions send an effective signal only if the United States has a track record of backing up its commitments. In recent years, this signal has been severely weakened by U.S. failures to follow through on some significant sanctions-removal agreements, notably with Iran and Cuba.

- U.S. foreign policy officials have embraced economic sanctions as a tool of choice for American foreign policy. Decisionmakers have deployed sanctions against strategic adversaries and national security threats ranging from Russia to non-state actors such as terrorist groups, drug cartels, and businesspeople who engage in corrupt activities. The appeal to both policy leaders and key constituent groups of the potent economic impacts of sanctions in several recent high-profile cases, particularly those of Iran, Russia, North Korea, and Venezuela, combined with broad bipartisan support for aggressive use of U.S. sanctions, suggests that the United States will favor this policy tool and be an active practitioner in the years ahead. This brief describes five of the most prominent and influential trends that could affect U.S. sanctions and other coercive economic measures in the future. The five trends are: (1) a shift toward more aggressive use of U.S. unilateral sanctions; (2) the growing role of Congress in enacting sanctions and managing their implementation; (3) an increased potential for unintended consequences as a result of growing complexity in sanctions; (4) accelerating efforts of foreign governments to insulate trade and payment channels from U.S. sanctions; and (5) new technological developments that may have the potential to both enhance and weaken the impact of U.S. sanctions in the years ahead.

60. International Collaboration Efforts to Denuclearize the Korean Peninsula

- The international community’s confrontation with North Korea reached crisis proportions in 2017, following Pyongyang’s ballistic missile launches and its sixth nuclear test. In the wake of a series of high-level summits, tensions began to thaw in 2018. At the inter-Korean summit in Panmunjom on April 27, 2018, South Korean President Moon Jae-in and North Korean leader Kim Jong-un agreed to seek support from the international community to denuclearize. But the international community, led by the U.S. in concert with the United Nations Security Council, has already worked tirelessly over the past 26 years to coordinate efforts to prevent North Korea from developing nuclear weapons. Successive U.S. administrations have worked through the cycle of confrontation, crisis, discussions and agreements with North Korea. Nonetheless, all these agreements have ultimately fallen apart, allowing North Korea to advance its nuclear program. This paper focuses on two key questions: How has the international community contributed toward denuclearizing the Korean Peninsula, and what is its role in facilitating the complete, verifiable dismantlement of North Korea’s nuclear program? Ultimately, the success of denuclearizing the Korean Peninsula will be measured by whether North Korea completely dismantles its nuclear program. Fortunately, the international “tools” are on the table, but successfully denuclearizing North Korea will, in the end, be a matter of effectively enforcing existing international measures.
