Abstract:
Since his first-annual New Year’s speech in 2012 setting North Korea’s policy priorities, Kim Jong Un has emphasized his commitment to economic development, notably promising his people that they will never have to tighten their belts again. The Byunjin policy of equally prioritizing economic development and security through nuclear and missile programs reflects Kim’s desire to assure regime stability by delivering broad-based economic development while establishing a security environment that deters external threats and potential domestic unrest. While United States policy has used sanctions and other pressures to stymie Kim’s ambitions, the Kim regime has nonetheless modestly furthered economic development and significantly advanced security through its nuclear and missile testing programs.

Abstract:
Restrictive measures are a major instrument of the European Union (EU)’s external action, which has emerged as one of the world’s leading sanctions emitters. The EU has thus leveraged the size of its market and its economic and financial clout (trade relations, aid policy and bilateral agreements). Through its significant activity in the field of sanctions, the EU has been able to reinforce its image as a normative power and a global player, contributing actively to international peace and stability. The EU’s restrictive measures were adopted in a favorable international context, marked by the legitimacy that was conferred, most of the time, by United Nations resolutions, and by close coordination with the United States (US). This privileged period culminated with the management of the Iranian crisis and the conclusion of the 2015 Vienna Agreement. More recently, however, sanctions have tended to lose their function as an instrument contributing to shape a shared vision of the world order, and to become what they are in essence, namely an instrument of statecraft dedicated to the protection of States’ national interests. This trend is illustrated on the one hand by the affirmation of a unilateral United States policy on sanctions, which tends to extend the scope of coercion to third parties, including European entities, and on the other hand, by the increasing use of sanctions by powers like China and Russia as a geo-economic tool.

Abstract:
India has recently exempted Iranian oil payments from taxes and fees, in a move aimed at fostering its relations with Tehran, in the wake of the US temporary waivers, in November, to India along with seven other countries from the sanctions on Iranian oil imports, in order to be able to develop the Iranian port of Chabahar. The US waivers have allowed India to resume trade and investment relations with Iran, albeit in a limited manner. However, despite the expected gains, economic relations between India and Iran will hinge on the extent to which the US administration will renew the waivers granted to the eight countries, to continue buying Iranian oil after the current grace period expires.

Abstract:
Qatar and Turkey were quick to express their opposition to the US designation, on April 8, 2019, of the Islamic Revolutionary Guard Corp (IRGC) as a foreign terrorist organization. This stance cannot be separated from Doha and Ankara's perception of the repercussions that such a move could have on their position on various regional crises or the bilateral relations with Iran, which appear to be heading toward difficult challenges. The most critical of these challenge are the continuous pressures it faces at home and abroad. This could spell serious problems for Qatar and Turkey if they insist on siding with Iran in the coming period.

The standoff between Venezuela’s government and opposition has reached a worrying juncture, with negotiations falling apart, side deals emerging and regional states rolling out new sanctions on Caracas. Resuming the talks is the safest path to an exit from the country’s ever deepening crisis. What’s new? At least for now, Norwegian-facilitated negotiations to end Venezuela’s presidential showdown have collapsed. Meanwhile, President Nicolás Maduro’s government has forged an agreement with minority opposition parties. Together with regional powers’ decision to define Venezuela as a threat to hemispheric security, these developments could complicate a resolution of the crisis. Why does it matter? Failure to restore political stability and socio-economic well-being in Venezuela fuels South America’s worst-ever refugee crisis, risks a low-intensity internal conflict, propagates tensions across the region and threatens to trigger military clashes with neighbouring Colombia. What should be done? Allies of the two sides should press them to overcome their reluctance and return to the negotiating table, possibly under a new format, where they should show the necessary flexibility to reach a workable agreement.

Chinese investment around the world fell sharply in 2018. The decline was most evident later in the year and among state-owned enterprises. These companies also engaged in fewer power construction projects. The number of countries in the Belt and Road Initiative keeps expanding, but activity levels per country are flat. One explanation for weakness in various Chinese efforts to “Go Out” is caution in drawing down foreign exchange reserves. The US has restricted Chinese investment, but it was already small in size in 2018. Serious problems remain—for example, theft and coercive transfer of technology. Firms violating American law should face sanctions, not just investment bans.
