21. Devising an Indian policy on Sanctions for Pakistan

Abstract:
India must consider new strategies that can be put in place to manage Pakistan's ongoing military aggression and security threat. One policy tool that has been used effectively by many countries but remains unexplored by India is the imposition of sanctions. This paper analyses the feasibility of imposing sanctions on Pakistan and the strategies India should consider to execute this effectively. It makes recommendations on how to establish a legal framework, amend existing laws, include Indian stakeholders with business interests in Pakistan, get government departments to collaborate on implementation, and considers diplomatic measures India can undertake.

22. EU sanctions and Brexit: Losing the hard edge of European foreign policy?

Abstract:
The EU needs to assume more responsibility in defending its interests and security. Brexit will constitute an additional challenge for the EU in this respect, and has led to calls to strengthen the efficiency of the the Common Foreign and Security Policy, including EU sanctions, which currently form one of the toughest and most increasingly used tools in the EU’s foreign policy toolbox. The UK has been the most active and influential member state in formulating the EU’s sanctions policy. The EU could largely replace the technical expertise provided by the UK, yet the level of ambition of the EU’s sanctions policy is likely to decrease. Even though the UK has taken measures to maintain the sanctions regimes it agreed to as an EU member state, an independent UK sanctions policy could result in divergence. The envisaged coordination mechanisms between EU and UK sanctions policies can mitigate some of the negative implications of Brexit, but they cannot replace the UK’s EU membership.

23. Sharpening EU sanctions policy for a geopolitical era

Abstract:
The European Union (EU) increasingly uses sanctions in order to respond to breaches of international norms and adverse security developments in its neighbourhood and beyond. This study provides a comprehensive analysis of the current state of EU sanctions and discusses options on how to maintain them as an effective tool. The study identifies the withdrawal of the UK as one of main architects of the instrument and an increasingly unilateral and unpredictable US sanctions policy as key challenges. In addition, the EU’s machinery for planning, deciding, implementing and enforcing sanctions exposes vulnerabilities in an increasingly geopolitical environment. The current shifts in international relations constitute an opportunity to clarify the strategic nature of EU sanctions and to fine-tune the sanctions machinery. EU unity and a joint diplomatic approach to international crises are vital for the success of the policy tool. Consequently, the efforts to improve the instrument need to ensure member states’ ownership of EU sanctions policy. Our economic analysis of Russia sanctions and countermeasures reveals rather minor macroeconomic repercussions for the EU and Finnish economy. The efforts to sharpen EU sanctions policy is important for Finland as one of the smaller and export oriented countries in the EU given the increasingly turbulent world marked by geopolitical competition. This publication is final report of a research project conducted by FIIA and ETLA entitled “Development of EU’s Sanctions Policy: Political and economic implications for Finland”. Abstract:
Germany at the end of 2020 finds itself in an awkward position. It is hailed by President Erdogan as one of the “reasonable countries within the EU” and by Ibrahim Kalin as having “played a remarkably positive role.” Germany has “gained” this esteem because of its mediation efforts between Greece and Turkey concerning the tensions in the East Med and for avoiding harsher EU sanctions. However, concerning the clash between France and Turkey over Islam(ism) and freedom of expression, Germany cannot mediate. Similar confrontations will also occupy Germany for the years to come and the German-Turks, now almost 3 million, will be right in the centre of this confrontation.

Abstract:
U.S. policymakers will continue to intensively use a growing array of coercive economic tools, including tariffs, sanctions, trade controls, and investment restrictions. The growing use reflects a desire by policymakers to use coercive economic tools in support of a growing range of policy objectives. Diplomacy around these tools has long been challenging and can require hard choices. To use these tools effectively, policymakers should focus on articulating clear objectives and measuring effectiveness and costs. U.S.-China competition raises the stakes for getting the use of coercive economic statecraft right. Policymakers in the next presidential administration and Congress would be well-served to spend at least as much effort focusing on the positive tools of statecraft. These include domestic economic renewal, international finance and development incentives, and positive trade measures, among others.

The June edition of “Sanctions by the Numbers” illustrated a decade of U.S. sanctions policy by using heat maps to show the countries with the largest number of designations. Across both the Trump and Obama administrations, Iran was always at the top of the list. This edition of Sanctions by the Numbers explores Iran sanctions further, tracking how designations and delistings have evolved over time, the dozens of countries affected by Iran-related sanctions programs, and the top types of U.S. designations. The data add to the existing consensus that sanctions have an inverse relationship with Iran’s economic health, and designations have far outpaced delistings in the last three years as part of the Trump administration’s “maximum pressure” campaign.

In February, CNAS launched Sanctions by the Numbers, a project to track U.S. sanctions designations and delistings. In this second installment, heat maps show the most heavily targeted states in three periods of time: over the course of the Obama administration from 2009–2017, the Trump administration from 2017–June 2020, and a snapshot of the past decade through June 2020. The maps rely on ten years of sanctions data published by the Office of Foreign Assets Control at the U.S. Department of the Treasury.

While not the chief cause of Syria’s economic crisis, sanctions have exacerbated difficulties faced by the Syrian people – in particular as new humanitarian needs arise from the Covid-19 pandemic. This paper argues that sanctions are essential to sustain pressure in the pursuit of justice and accountability and should be maintained but that they must be improved to allow for a more effective use of humanitarian exemptions and to lessen their negative impacts on the Syrian people.

Sanctions have so far failed to change the Syrian regime behaviour, and despite their stated objectives of minimizing harm to the population, indicators show that sanctions are hitting ordinary Syrians the hardest. This paper looks at the mechanisms that Assad has been using to overcome the impact of sanctions on its power structure and provides recommendations on how to make sanctions more effective against the regime while mitigating their negative impact on Syrians.

Rouhani has taken a remarkably austere fiscal approach ahead of the looming parliamentary election, but the country’s economic situation is still not sustainable over the long run. On December 8, following established procedures, President Hassan Rouhani visited parliament to present his budget for the Iranian year 2020/21, which begins in March. Notwithstanding the government’s rosy rhetoric, his spending proposals show the tough times the Islamic Republic is facing.
