Abstract:
On October 25, 2017, US Congress passed new sanctions against Lebanon’s Hezbollah to curb its political, economic and military activities as well as foreign relations. The three bills unanimously approved by the House of Representatives impose comprehensive sanctions against the Iran-backed terrorist group’s role after it has grown over the past years across the Middle East. In Syria, Iraq and Yemen in particular, Hezbollah stoked and took advantage of armed conflicts with one set goal in mind: achieving Iran’s policies.

Abstract:
The use of the EU instrument of political and economic sanctions has continually been rising since 1987. However, the sanctions are used differently according to geographic vicinity, political motivation, and which security objectives the EU promotes. Clara Portela explored the European sanction regime for the period 1987-2003 and showed that the EU has different political motivations and objectives for each region and that, in particular, geographic vicinity plays a significant role for the application for sanctions. This article relates to Portela´s analytic approach from 2005 and verifies her hypotheses for the period 2005-2015. In summary, the article shows that the EU still focuses on geographic vicinity and security relevance. Only the area of sanction application has changed, moving from Eastern Europe to the Middle East.

Abstract:
Integration in the EU Foreign Policy domain has been sporadic, preventing the EU from gaining traction internationally. However, the imposition of international sanctions has generated a great degree of member state cooperation at the EU level. From establishing a common sanctioning practice, to institutionalising the instrument as part of the CFSP toolbox, the EU sanction policy constitutes a fascinating example of delegation of foreign policy powers from the national to the supranational level. This article uses the Principal-Agent model in an attempt to make evident, as a result from the allocation of such powers to the EU, the power struggle between the national and supranational levels for the control of the sanction-making process. The analysis reveals that in spite of EU supranational bodies acquiring greater control over time, the member states have set up control mechanisms in order to limit the room for manoeuvre of the former.

Abstract:
2017 brought both successes and disappointments to Russia on the international arena. Moscow succeeded in establishing dialogue with its rivals in the Middle East — Saudi Arabia and Turkey. It also participated in the Astana peace talks to come up with a compromise with Ankara and Tehran on Syria. Besides, Russia together with its Syrian allies defeated the Islamic State of Iraq and the Greater Syria (ISIS). Afterwards, Russian President Vladimir Putin announced about the partial withdrawal of the Russian troops from Syria. One of the biggest challenges became the strengthening of the American sanctions against Russia for its alleged interference in the 2016 U.S. presidential election. The Russia dossier probe conducted by Special Counsel Robert Mueller and Congress is also a very important event, because it could deepen the crisis in U.S.-Russia relations. Parliamentary and presidential elections in Europe also matter: They took place amidst the buzz about the Russian cyber threat and hackers, and this indicates that there is not trust toward Russia in European countries today.

Abstract:
The meeting of the Russian President with his French counterpart has testified to certain changes for the better. First, the anti-Russian sanctions regime imposed by François Hollande looks increasingly likely to be lifted. In addition, for all the arrogance of the French president, several statements allow us to hope for improved bilateral relations. He believes that he has the right to lecture Russia on how it should run its affairs. The French media immediately described his behaviour as an attempt to see “the sumptuous setting of the Palace of Versailles take Vladimir Putin’s breath away”.

In a political world featured by many sorts of alliances, Iran has sought the gathering of power in order to defend itself from economic sanctions imposed upon it by United States of America along with other members of the United Nations such as United Kingdom, France, Russia and China. Its turn towards Africa was one of the way-out strategies taken by Ahmadinejad in order to overcome the negative economic impact originated from the sanctions. Nonetheless, the rise to power of a leadership seemingly more turned to solve the nuclear issue directly with the Western states places the Iran-Africa Relationship in a fragile condition considering Iran’s foreign policy priorities.

Abstract:
This volume is a result of the dialogue between experts on Cuba-U.S. relations initiated by the Centro de Investigaciones de Política Internacional of the Instituto Superior de Relaciones Internacionales (CIPI/ISRI). Aimed at bringing together scholars and policymakers, among others, with expertise on the topic, the annual meetings in Havana have for years stimulated in-depth discussions by participants primarily from Cuba, the United States, and Latin America. The exchanges represent a wide range of perspectives and even of vocabularies. For example, the Cubans use the word blockade when referring to the U.S. embargo of the island and tend to hear “regime change” when U.S. officials refer to “democracy promotion”. In one respect there has been considerable consensus—that U.S. policy toward Cuba since the 1960s was a failed policy as the Obama administration eventually concluded and many experts have argued. The 2014 annual CIPI/ISRI meeting was in full swing on December 17, 2014 when rumors began to circulate that President Raúl Castro and President Barack Obama were going to make statements at mid-day concerning Cuba-U.S. relations. Tension mounted and at noon there was standing room only in the conference auditorium as the two Presidents announced on TV their commitment to the normalization of relations that had been ruptured in 1961. The room erupted in cheers, sobs, and the singing of the Cuban and U.S. national anthems. The experts were shocked. In panel after panel during the previous two days, they had speculated that there might be some relaxation of tensions, but no one predicted the initiation of a move toward normalization and the resumption of formal diplomatic relations. In the midst of the celebration Wayne Smith, who as a young Foreign Service officer had been tasked with closing the U.S. embassy in Havana in 1961, entered the auditorium and soon chants of “WAYNE—WAYNE” echoed throughout and he was pushed forward and asked to speak. Wayne had been honored the night before for his work to resolve U.S.-Cuban conflicts beginning when he resigned as the Chief of the US Interest Section in 1982 over differences with the Reagan administration’s policies toward Cuba. From that time forward he fought for a reconceptualization of U.S. policy toward Cuba as a scholar-advocate. Wayne simply said that the night before December 17, 2014 he had prayed that normalization would occur before he died and that his prayers had been answered. The moment catalyzed what many conference participants were feeling—a sense that after more than fifty years of hostilities the long road toward normalization could begin. It is the objective of this book to analyze the first two years of the process toward normalization of Cuba-U.S. relations from December 17, 2014 to January 2017. The majority of the chapters are revised and updated versions of papers presented at the 2015 CIPI/ISRI conference. A few of the chapters were commissioned afterwards to cover such topics as sanctions and claims. This volume does not attempt to modify the opinions or conclusions of the authors. Rather it lets the differences stand in an effort to better comprehend what has kept the two neighboring countries apart for so long and the nature of the challenges facing the process toward normalization. The authors analyze the causes of over fifty years of hostile relations interspersed with fitful negotiations that were marked by lack of trust, misperceptions, and miscues, as well as the challenges the process toward normalization currently faces. Since D17 (December 17, 2014) a bilateral Cuba-U.S. commission has been established, as well as technical working groups, in order to devise new agreements and stimulate the unravelling of the substantial accumulation of laws, regulations, and directives in both countries that have slowed the process toward normalization. Progress in introducing new regulations and directives has been slow and arduous. While some advances have been made particularly in terms of easing restrictions on travel to Cuba, as well as encouraging commerce and communications, much remains to be done. In addition, major impediments exist—the principal one being the U.S. embargo/blockade of Cuba which requires action by the U.S. Congress to remove. There are also major issues relating to U.S. preferential treatment of Cuban immigrants, continuing U.S. sanctions, as well as legal claims by both parties for expropriated properties and damages. The identification of mutual interests and agreements to cooperate has been apparent in Cuba-U.S. exchanges on security and environmental issues, among others. Both the Cuban and U.S. negotiators have admitted over the last two years that the process is difficult. Among the challenges are developing a common vocabulary regarding issues of sovereignty. Other questions are related to the direction of each country’s foreign policy particularly given domestic developments in both countries, for example, the level of political and ideological polarization in the United States and the actions that President Donald Trump and a Republican Congress might take beginning in January 2017. Add to this the stated intention President Raúl Castro to end his term as head of state in early 2018 and unknowns abound.

Abstract:
The country of Iran has a key position in energy and general security architecture of the Middle East and the world. The Islamic Republic of Iran preserves one of the biggest energy reservoirs in the world, largely still intact – the country has the second biggest gas reserve and the fourth biggest oil reserve in the world. Its geostrategic location for a major oil and gas exported is ideal as it is located between the oil- and gas-rich Caspian Sea and the globally richest region in terms of energy, the Persian Gulf, where the production cost of oil is the lowest in the world. Still, the country has been isolated since the revolution 37 years ago, and the harsh sanctions targeting the country’s energy sector introduced in 2012 have crippled its economy. After years of exclusion from the major developments in the energy markets, Iran is ready to reclaim its role as a major oil and gas producer after the removal of international sanctions in January 2016.

99. Strength and Consistency: A Key to North Korean Nuclear Sanctions

Abstract:
Pyongyang's fourth nuclear test on January 6, 2016, the February 2 test launch of the Kwangmyongsong-4 satellite (which in fact was a longrange missile), and other provocative activities amply reminded the international community of the reasons for strong and consistent sanctions. Such activities again proved the Kim Family Regime (KFR) will not accept voluntary changes or engage in denuclearization dialogue. Instead, the regime declared de facto "Nuclear-First Politics," thus ruling out the possibility of denuclearization. If the KFR is allowed to continue unhampered nuclear weapons development, it will become a nuclear power with over 50 nuclear weapons within a decade. Its weapons will include atomic bombs, boosted fission bombs, and hydrogen bombs. The KFR will also possess increasingly formidable delivery vehicles, such as Submarine Launched Ballistic Missiles and Intercontinental Ballistic Missiles. This situation must be a nightmare particularly to South Korea. However, the current international sanctions headed by the UNSCR 2270, along with unilateral sanctions, are unlikely to bear fruit in the foreseeable future due to China’s conflicting policies. Beijing’s attitude towards North Korean nuclear program has alternated between ‘pressure and connivance;’ its military relationship with the United States determining China’s position on sanctions. China’s alternating position prevents effective sanctions against North Korea. While the international community should endeavor to make sanctions concerted, strong and consistent, South Korea and the U.S. should think about a Plan B that includes presenting China the threat of nuclear proliferation in East Asia.

100. The North Korean Economic System: Challenges and Issues

Abstract:
The North Korean economic system is the product of a variety of influences that have shaped its evolution. To understand this system and its challenges today, it is necessary to appreciate North Korea’s unique history and dynamics of change, both internally and externally. These factors have shaped national economic policies and behavior of state and non-state actors in ways that are different than has been the case in other transition economies following the collapse of the Soviet Union. This paper reviews the evolution of the North Korean economic system under the terms of its three leaders; assesses the impacts of recent developments on the system, including UN Security Council Resolution 2270, closure of the Kaesong Industrial Complex, and Seventh Party Congress; and discusses the fundamental challenges facing the economic system today and implications for future engagement policies by the international community. Despite its isolation and many difficult challenges, the North Korean economic system has proven more resilient and adaptive to changing circumstances than many outside observers have expected. A clearer understanding of the limits and opportunities for international economic engagement with North Korea should be a consideration in strategies to address the long-standing security challenges that North Korea poses to its neighbors and the world.
