Abstract:
The post-September 11 world is seized with the dangers of religious extremism and conflict between religious communities, particularly between two or more of the Abrahamic faiths: Islam, Christianity, and Judaism. The threat of religious extremism is real and well documented. The connection between religion and conflict is in the process of being thoroughly explored, however, to the extent that hyperbole and exaggeration are commonplace. In the popular mind, to discuss religion in the context of international affairs automatically raises the specter of religious-based conflict. The many other dimensions and impacts of religion tend to be downplayed or even neglected entirely.

Abstract:
Bangladesh has generally been heralded as a stable, democratic Muslim state that has made great strides in economic and human development. Following the restoration of democracy in 1990, it carried out three largely free and fair general elections in 1991, 1996, and 2001. Since 1999, attacks by Islamist militants have been increasing. They have targeted opposition politicians, scholars, journalists, members of the judiciary, religious minorities, and members of the Islamic Ahmadiyya sect. Recent years have seen a deepening crisis in governance with continued politicization of civil society, deterioration of judicial independence, and diminishing rule of law and respect for human rights. Until very recently, the ruling coalition of Prime Minister Khaleda Zia (backed by two Islamist parties) denied the existence of Islamist militancy in Bangladesh, dismissing these charges as “hostile propaganda,” designed to besmirch the country's reputation. Following a countryside terrorist attack in August 2005 and recent suicide bombings, the government has begun cracking down on selected individuals. Indian observers and policymakers are concerned about the activities of Bangladeshi Islamists. They accuse Dhaka of exacerbating the ongoing insurgencies in India's Northeast by turning a blind eye to growing illegal immigration. They also contend that Bangladesh is cooperating with Pakistan to target India. In light of these developments, questions persist about the government's dedication to respond decisively to Islamist terrorism, conduct free and fair elections in 2007, and address the deterioration in the rule of law and respect for human rights. Because of Bangladesh's regional importance and the implications of internal security developments, the United States has limited policy options to promote its regional goals and ensure democratic elections.

Abstract:
Before any significant political reform can take place in the Arab world, the United States and Europe need to begin engaging moderate Islamists, an action less thorny than it might seem because Islamists have embraced democratic procedures and have shown a strong commitment to the rule of law. For a long time Arab regimes have frightened the United States and Europe into supporting regimes' repressive measures toward Islamist movements by invoking the nightmare of anti-Western fanatics taking power through the ballot box. However, today's moderate Islamists—while illiberal in many important respects—no longer match the nightmare. Excluding them from the political sphere weakens the chances of democratic reform and increases the likelihood that eventually they will resort to violence.

Abstract:
MUCH HAS BEEN WRITTEN in recent years about Islam and politics, Islam and democracy, and Islam's compatibility with the requirements of modernity. These debates cannot be settled conclusively by referring to the holy texts, because such texts lend themselves to conflicting interpretations. This paper, therefore, takes a different approach. Using Egypt as a case study, it focuses not on the relationship between Islam and politics in the abstract, but on the relationship between religious authority and political authority as it unfolds in practice. It outlines the motivations, interests, strategies, and agendas of the institutions that represent and speak for Islam and those that represent the state and act in its name. The interaction between them is a mix of complicity and rivalry that has profound effects on Egyptian society, the Egyptian state, and its relationship with the outside world.

Abstract:
Focus group research in Morocco, Egypt, and Indonesia has shown that it is possible to improve the image of the United States in the Muslim world. Although many Muslims are angry at what they perceive America does, the right efforts to communicate can produce significant shifts in attitudes. Such efforts would involve listening more, speaking in a humbler tone, and focusing on bilateral aid and partnership, while tolerating disagreement on controversial policy issues. Fortunately, a window of opportunity has opened with the Iraqi elections, renewed hope for Israeli-Palestinian peace, tsunami relief, and developments in Lebanon and Egypt, as well as the start of a new administration in Washington. This moment, marked by an easing of tensions and the arrival of new actors on both sides, offers the possibility of a new beginning in America's dialogue with the Muslim world.

An understanding of what motivates terrorists to employ mindless violence against civilian or non-combatant targets is essential for assessing the phenomenon. The current discussion of 'root causes' often focuses on finding the causes of antagonism towards civilization in the mind of a fanatic terrorist at the individual level. The debate about what motivates a terrorist, however, overlooks the factors that enable a terrorist to conduct terrorist activities. As argued by Walter Laqueur, even if better control can be achieved over the extremist motivation for terrorism, there will still be a few isolated individuals for whom the temptation to employ terrorism—if the opportunity remains—will be hard to resist.

In this new century, born in hope but soon thereafter cloaked in terror, many see religion and politics as a volatile, if not deadly, mixture. For All Peoples and All Nations uncovers a remarkable time when that was not so; when together, those two entities gave rise to a new ideal: universal human rights. John Nurser has given life to a history almost sadly forgotten, and introduces the reader to the brilliant and heroic people of many faiths who, out of the aftermath of World War II and in the face of cynicism, dismissive animosity, and even ridicule, forged one of the world's most important secular documents, the United Nations's Universal Declaration of Human Rights. This paper deals with non-conformist ideas among Iraqi Shi'is about the territorial integrity of the modern state of Iraq. Two findings are presented. First, new Internet communications technology has enabled radical Shi'is outside the main clerical, intellectual and political establishments to propagate visions of an independent Shi'i state for the areas south of Baghdad, a scheme that runs counter to a robust and long-standing anti-separatist tradition among wider sections of the Shi'i community. Secondly, by choosing the Internet as their primary modus operandi, the Shi'i separatists also expose their relative weakness vis-à-vis other and less radical trends in Iraqi Shi'i society.
