Abstract:
Recent years have witnessed a sharp increase in the number of regional trade agreements (RTAs) both concluded and under negotiation. This paper attempts to document and discuss this growth focusing on the United States (US), the European Union (EU), China, India and the agreements of other countries. The form, coverage, and content of these agreements vary considerably from case to case. This paper poses the following questions: why so many, why the variation, and why the recent increase in RTAs? Implications for the trading system are discussed in a final section.

Abstract:
South Eastern Europe (SEE) has been under great pressure from the European Union (EU) to modernize and improve its border management, while simultaneously trying to facilitate cross-border flows and good neighborly relations in the region. The forthcoming accession to the EU of two countries from the region, Bulgaria and Romania, and recently opened negotiations for the accession of two more, Croatia and the former Yugoslav Republic of Macedonia, have the potential to damage both cross-border flows and regional stability. One of the principal factors influencing this potential is the requirement for acceding countries to implement the Schengen regime – in particular, the so-called “black list” of countries whose nationals require visas to enter the Schengen area. At this time, from the Balkan region only Croatia, Bulgaria and Romania are not on the “black list”.

Abstract:
The East West Institute (EWI) organized this roundtable discussion as part of the policy and parliamentary initiative with in the Conflict Prevention Program. The roundtable brought together a select group of 20 participants, including regional leaders from government, business, academia, multilateral organizations and civil society. It was unique in that it focused on the region itself and on intra- regional relations, rather than the relationship between the region and the EU. The event addressed regional cooperation and conflict prevention rather than solely the resolution of “frozen” conflicts.

Abstract:
In the light of the expanding online networks of terrorist groups and the immediate and foreseeable threat they represent both to the sovereignty of nations and the security of the critical and informational infrastructures, the case for securitization of the internet is a valid and urgent one. This paper will use the case study of the online network of the LTTE to demonstrate how online networks pose a security threat and how securitization of the internet can offer solutions.

905. Conflict Resolution in the South Caucasus: The EU's Role

Abstract:
Instability in the South Caucasus is a threat to European Union (EU) security. Geographic proximity, energy resources, pipelines and the challenges of international crime and trafficking make stability in the region a clear EU interest. Yet, the unresolved Nagorno-Karabakh, Abkhazian and South Ossetian conflicts have the potential to ignite into full-fledged wars in Europe's neighbourhood. To guarantee its own security, the EU should become more engaged in efforts to resolve the three disputes. It can do so by strengthening the conflict resolution dimension of the instruments it applies. As the EU is unlikely to offer membership to Georgia, Armenia and Azerbaijan even in the medium term, it must identify innovative means to impose conditionality on its aid and demonstrate influence. This is a challenge that Brussels has only begun to address.

Abstract:
Australia is an abolitionist country. Both the Australian Government and the Opposition are opposed to capital punishment. Australia engages in modest advocacy against the death penalty but most of Canberra's efforts are directed toward cases involving Australian citizens. These are likely continue to occur: our closest Asian neighbours retain the death penalty, and Australian nationals will probably continue to commit ciminal acts carrying this penalty. For example, the looming execution of Van Tuong Nguyen last year led to calls from Australian commentators for trade and business sanctions against Singapore, and charges of hypocrisy being levelled against Australia in the regional press.

907. Can al-Qaeda's Lebanese Expansion Be Stopped?

Abstract:
As Israelis assess the implications of Hamas's victory in January elections to the Palestinian Legislative Council, a new threat may be developing in Lebanon. Al-Qaeda–linked terrorists have been present in Lebanon for a decade, but recent statements by Ayman al-Zawahiri and Abu Musab al-Zarqawi suggest that the dual objectives of destabilizing Arab regimes and targeting Israel proper are becoming top al-Qaeda priorities. Al-Zarqawi–linked terrorists in Lebanon have already engaged in low-level targeting of Israeli and Lebanese interests, yet several obstacles may hinder their ability to launch significant attacks in or from Lebanon. The Lebanese government, although weak, has a clear interest in preventing both internally and externally directed al-Qaeda activity. The dynamic among Hizballah, the Palestinians, and al-Qaeda remains more ambiguous, but early signs suggest potential antagonism among the groups. Together, Israel and the United States may be able to help Lebanon contain this emerging threat.

In one way or another, we are headed for a new engagement with the regional players to in an effort end the Iraq war. The idea of bringing in the neighbors to help stabilize and reduce the violence in Iraq is very attractive, and could contribute to a plausible exit strat- egy for the United States. The likelihood of “regionalization” being a success, however, depends on which version. And even with the more cooperative schemes being suggested, the closer one looks, the less promise it seems to hold.

Abstract:
The pressure is on for the defenders of the European Constitution. Although initially it seemed as if referenda would only be problematic in countries that have a reputation for a certain degree of Euroscepticism, now even France and the Netherlands look like unsafe candidates for public approval. While there is still a fair chance that a majority of the French will vote 'yes' when actually at the ballot box, there is an understandable nervousness among prointegrationists. A French 'no' would be the most serious obstacle that any one member state among those holding a referendum could create. In the likely case that other member states besides France then reject the text – possibly for entirely different or even opposing reasons – it would become extremely difficult to 'save' the Constitution in its entirety.

910. Creating a Regional Security Community in Southern Latin America: The Institutionalisation of the Regional Defence and Security Policies

Abstract:
Interdependence, collective identities and common institutions are the preconditions for the evolution of a pluralistic security community. While the interaction of the states of Southern Latin America already meets the first two criteria, this article focuses on the third one, particularly the common institutions of the regional defence and security sector. The bilaterally organised defence cooperation has been attested democratic deficiencies because military actors are over-proportionally represented in these committees. Military nationalism and an exaggerated notion of national sovereignty in the military academies of the region can be regarded as cooperation hampering qualifiers. Non-military threats (organised crime, transnational terrorism) have centripetal effects on the subregional cooperation, which is structured multilaterally and shows a relatively high degree of institutionalisation.
