31. The Indonesian Presidential Election: How will the Balance Tip?

Abstract:
With the Indonesian presidential election coming to an end, the race between Jokowi- Kalla and Prabowo-Hatta have intensified considerably with both teams battling neck-to-neck with only a miniscule margin that separates the two. According to latest poll results, about 10 per cent of the electorate still remains undecided. This report intends to provide an analysis on the developments within the electoral competition that may tip the balance to either side. It highlights three crucial aspects that may inevitably determine the winner of the election: (i) Image Cultivation; (ii) Islamic Credentials; and (iii) Party Machinery. The report will conclude with a scenario-analysis of either a possible post-election Prabowo government or a Jokowi one with the intention of extrapolating how each hypothetical administration will play out and the immediate implications of either presidential aspirants coming to power.

32. International Sanctions against Iran under President Ahmadinejad: Explaining Regime Persistence

This paper seeks to explain how Iran's regime persisted in the face of international sanctions during Mahmud Ahmadinejad's presidency, from 2005 to 2013. It reconstructs the interplay between the intensifying UNSC, US and EU sanctions and the targeted regime's strategies to advance the nuclear program and maintain intra-elite cohesion. Initially, the nuclear program was expanded due to high oil income in combination with explicit resistance to the presumed regime‐change ambitions of the Western sanction senders. At the end of Ahmadinejad's presidency, the decline of foreign exchange earnings from oil exports and the continued regime-change scenario contributed to the neglect of this regimelegitimizing strategy in favor of the maintenance of intra-elite cohesion. My main argument is that once the US and EU oil and financial sanctions curtailed the cost‐intensive further development of the nuclear program, Supreme Leader Ali Khamenei used these sanctions as an external stimulus to contain burgeoning factional disputes.

Abstract:
Islam Karimov has essentially been in power in Uzbekistan since 1989. Rumors abound that Karimov will not take part in the country's next presidential election in 2015, but it seems likely that he will participate. If he does, he is guaranteed to win. Though it is still too early to talk about the chances specific candidates have of replacing Karimov, it is important to look closely at the current ruling elite and the president's possible successors to see where the country might be heading.

Abstract:
The Bharatiya Janata Party's (BJP) historic victory in the spring 2014 Lok Sabha1 election was a tremendous accomplishment—yet it still leaves the party with impartial control, at best. Weakness in the Rajya Sabha, where the BJP only holds 43 out of 243 seats, may limit the party's ability to enact legislative reforms. And the fact that the BJP only controls 5 of India's 29 states will also blunt the impact of any policy measures adopted at the center. In order to enact a true economic transformation, the BJP will either need the support of a wide range of unaligned parties—which would be a historical abnormality—or to consolidate its power at the state level by winning upcoming state elections. With the BJP's powerful show of force across India in the Lok Sabha election, winning state elections appears to be a viable path.

With new crises sprouting almost on a daily basis in the Middle East, there is increasing interest in knowing the possible medium- and long-term consequences of the cascading developments in the region. This report attempts to think about the alternative futures possible in the Middle East over the next five to ten years. This is a shorter-term forecast than usual, but in the Middle East more deep-seated and structural factors are in flux than in most other regions. A longer-term forecast would allow for more optimism, but would be less useful for decision-makers who not only need a bird's eye view of where developments are headed but also a notion of the pressure points to effect positive change now.

36. Regional Sanctions against Burundi: A Powerful Campaign and Its Unintended Consequences

Abstract:
This paper examines the impact of regionally imposed sanctions on the trajectory of the Burundian regime and its involvement in the peace process following the 1996 coup in the country. Despite the country's socioeconomic and geopolitical vulnerability, the Buyoya government withstood the pressure from the sanctions. Through a vocal campaign against these sanctions, the new government mitigated the embargo's economic consequences and partially reestablished its international reputation. Paradoxically, this campaign planted the seed for comprehensive political concessions in the long term. While previous literature has attributed the sanctions' success in pressuring the government into negotiations to their economic impact, the government actually responded to the sanction senders' key demand to engage in unconditional, inclusive peace talks under the auspices of the regional mediator once the economy had already started to recover. The regime's anti-sanctions campaign, with its emphasis on the government's willingness to engage in peace talks, backfired, with Buyoya forced to negotiate after having become entrapped in his own rhetoric.

Abstract:
Why did Japan begin scientific whaling, a policy that benefits few domestically and alienates many around the world? In this essay, I argue that Japan's scientific whaling regime was formed as a result of a 'two-level game' between President Reagan and Prime Minister Nakasone. Although Reagan was faced with a unified, anti-whaling Congress, he himself was not much concerned about the issue. Nakasone was also not particularly concerned about whaling, and he initially was faced with a Diet that was divided on how to deal with whaling (although it became less divided over time). Ultimately, these circumstances led Japan to develop the scientific whaling regime that persists to this day.

Three major geopolitical events are putting the stability of the Eastern Mediterranean at risk. Most of the region is in a deep monetary and economic crisis. The Arab Spring is causing turmoil in the Levant and the Maghreb. Gas and oil discoveries, if not well managed, could further destabilise the region. At the same time, Russia and Turkey are staging a comeback. In the face of these challenges, the EU approaches the Greek sovereign debt crisis nearly exclusively from a financial and economic viewpoint. This brief argues that the EU has to develop a comprehensive strategy for the region, complementing its existing multilateral regional framework with bilateral agreements in order to secure its interests in the Eastern Mediterranean.

This report analyzes jihadi discourse in the wake of the "Arab Spring" to address two related questions: (1) why have global jihadi leaders been struggling to advance a coherent and effective response to the events of the Arab Spring, and (2) why, despite strong rhetoric of militancy, have we witnessed little action on the part of new jihadi groups that have emerged in countries that underwent regime change (i.e., Tunisia, Egypt and Libya) as a result of the Arab Spring? To answer these questions, this study focuses on original Arabic sources in the form of public statements released by global jihadi leaders in response to the Arab Spring and by new groups projecting a jihadi worldview that have emerged in Tunisia, Egypt and Libya. It reveals that the factors that are causing the current ideological incoherence of jihadism are the same factors that had once served as the cornerstone of its plausibility in the eyes of its adherents.

40. Qatar's international relations under Emir Tamim

Abstract:
Emir Tamim has become the new ruler of Qatar after the abdication of his father, Emir Hamad Bin Khalifa al-Thani. The latter followed an independent foreign policy throughout his reign and sought good relations with all states, although Qatar's taking sides in the Arab uprisings have somewhat modified this position. Evaluating Qatar's foreign policy under Emir Tamim is difficult. In his upbringing Tamim was imbued with their vision of Qatar as an internationally oriented state. It would be very surprising if he were to backtrack on this basic thrust and withdraw Qatar internationally. Emir Tamim's Qatar will therefore likely continue to seek to extend the small state's influence throughout the region wherever and whenever possible.
