Abstract:
Tunisia is the only Arab Spring country which has succeeded so far in its democratic transition. Now that all the democratic institutions have been put in place, and after the legislative and presidential elections of 2014, the chances of democratic consolidation remain to be seen. Yet the regime faces serious challenges that cast doubt on its survival capacity. The political dynamics at play after the 2014 elections, which allowed Nidaa Tounes to come to power, cannot be understood without taking into account the conditions surrounding the political transition itself. The National Dialogue, hosted by the Quartet who were recently awarded the Nobel Peace Prize, is key to understanding the ongoing process of democracy consolidation. Taking into account both contingent and structural factors, this paper analyses how the current context is likely to shape the choices of the presidency of the Republic and of the Essid government, as well as the implications in terms of their legitimacy.

Abstract:
Three years after the uprising that ousted Hosni Mubarak from power, Egypt continues to grapple with an authoritarian state. Throughout the rise and fall of the Muslim Brotherhood, authoritarian forces remained the key political players. Democratic alternatives have not capitalized on cracks in the system. Prospects for the Brotherhood's political reintegration and a democratization of political Islam are bleak. As long as credible alternatives fail to gain traction, the old state will persist and Egypt's central challenges will remain unresolved.

Politics in the Middle East are increasingly polarized and fragmented. The Arab Spring's citizen-led spirit of reform is still alive, but societies are increasingly torn apart by bitter tensions between Sunni and Shia, secular liberals and Islamists, and governments and civil society. As polarization has deepened, the concern with engaging in dialogue to bridge differences has intensified. The relationship between these mediation efforts and support for systemic reform will be a pivotal factor in the Middle East's future political trajectory.

Abstract:
Alexander Downes and Jonathan Monten's article "Forced to Be Free? Why Foreign-Imposed Regime Change Rarely Leads to Democratization" offers important contributions to the study of foreign-imposed regime change (FIRC). The authors should be commended for their use of advanced empirical methods to tackle such an important substantive question. According to Downes and Monten, past research on the democratizing effect of foreign-imposed regime change has overemphasized the characteristics of the intervener and underemphasized the existing preconditions for democracy in the state targeted for intervention. Rather than the FIRC itself, it is these preconditions, Downes and Monten suggest, that explain whether a given state will or will not democratize. That is, their argument posits that targets of FIRC that democratize would have done so independently of the foreign intervention.

15. Egypt's Solvency Crisis

Egypt is experiencing a deep economic crisis. The country's foreign currency r e serves are less than half of what they were before the January 2011 uprising, threatening Egypt's ability to pay for food and fuel. Egypt's budget deficit is 14 percent of gross domestic product (GDP) and its overall debt, which is the result of accumulated deficits, is more than the country's economic output. In this difficult economic climate, roughly 4 5 percent of Egyptians live on less than two dollars per day. Inflation, which reached as high as 12.97 percent after the July 2013 military coup, is currently at 11.4 percent. Tourism revenue—traditionally a primary source of foreign currency along with Suez Canal tolls and remittances from Egyptians working abroad—is less than half of what it was in the last full year before the uprising. Foreign direct investment has dried up outside the energy sector. Unemployment remains high at 13.4 percent. Among the unemployed, 71 percent are between fifteen and twenty-nine years old. This economic weakness makes it politically difficult to address the problems that contribute to a potential solvency crisis because the necessary reforms will impose hardship on a population that is already experiencing economic pain.

Le 13 avril 2014, deux ans et un jour après le coup d'Etat qui a empêché la victoire du Parti africain pour l'indépendance de la Gu inée et du Cap-Vert (PAIGC) à l'élection présidentielle de mars-avril 2012, au terme d'une série de reports et de crises, la Guinée-Bissau va enfin tenir ses élections. Ce s élections législatives et présidentielles ne résultent pas d'un consensus endogène fort. Elles auront lieu parce que le pays est au bord de la banqueroute et que la communauté internationale, moins divisée qu'au moment du coup d'Etat, a exercé une forte pression. Elles ne sont qu'une première étape dans la transition, et les problèmes de fond qui minent la stabilité demeurent. Les scrutins ne manqueront pas de bousculer des intérêts établis et de mettre en jeu l'équilibre du pays. Le nouveau pouvoir devra favoriser le consensus et le pluralisme politique. La communauté internationale, quant à elle, doit rester attentive dans la période cruciale qui s'engage.

What could we learn from examining suicide bombing, self-immolation, or hunger strikes not through the lens of state security but from the position of those individuals who use such acts to achieve normative change? In addressing this question, Political Self-Sacrifice brings what seem like senseless acts of desperation into focus as strategically intelligible and culturally meaningful techniques of resistance. By disentangling the logic of “political self-sacrifice,” K. M. Fierke offers an important and timely account of the political strategies, cultural meanings, and normative aspirations associated with those participants in international affairs who, as she puts it, “play with a weak hand” (p. 8).

Iraq's 2014 national elections are taking place at a difficult time. The country is at a crossroads, presented with the possibility of widely different futures. Deteriorating security conditions frame political thought in ways that harken back to Iraq's first national elections in 2005. The Iraqi state does not hold control of territory in some of Iraq's key political provinces, such as Anbar, Ninewa, and Diyala. The disenfranchisement of Iraq's Arab Sunnis; the rising threat of the Islamic State of Iraq and al-Sham (ISIS); and the activation of Ba'athist groups collectively discourage electoral participation.

Abstract:
Low Salafist turnout for this week's constitutional referendum could signal a broad base of support for growing jihadist violence against the post-Morsi government. The January 14-15 referendum on Egypt's draft constitution is being billed as a referendum on the military's July 3 ouster of Muslim Brotherhood president Muhammad Morsi. Yet the vote is unlikely to alter the country's short-term political trajectory: no matter the results, the military-backed government will continue repressing pro-Morsi forces, who will in turn continue resisting a process they view as illegitimate. The extent to which Salafists participate in the referendum may have longer-term implications, however. High Salafist turnout would suggest an embrace of the Nour Party's decision to participate in the post-Morsi process, whereas low turnout would reflect strong feelings of disenfranchisement that could lead more Salafists to embrace jihadism.
