Abstract:
The most consequential regional competition for influence in Afghanistan is the contest between India and Pakistan. Indian leaders strive to cultivate Afghanistan as a natural partner and reliable bulwark against Islamic militants, including Pakistan-backed groups, while Islamabad seeks to counter what it regards as an Indo-Afghan nexus to encircle and weaken Pakistan. This report examines the interests and strategies of both countries in Afghanistan within the context of peace negotiations and developments in Kashmir.

Abstract:
After the massive defeat of the Libyan National Army (LNA) at the hands of Operation Burkan Al-Ghadab (Volcano of Rage) - which supports the internationally recognized Government of Accord (GNA) - the new frontline is just west of Sirte, a city 370 km southeast of Tripoli and 350 km southwest of Benghazi, strategically located at the entrance to Libya’s Oil Crescent. While Turkish combat drones, air defense, artillery, electronic warfare and Special Forces form, together with about 10,000 Syrian mercenaries, the backbone of Operation Volcano, hundreds of mercenaries from the Russian private-military company Wagner fight for the LNA. Much more important, in May some 12 to 16 MiG-29SM/SMT and 4 to 6 Su-24M fighter jets arrived in Libya from Russia via Syria and operate now mainly from the Al Jufra air base (about 230 km south of Sirte). The Egyptian President Al-Sisi announced on June 20 that his country will intervene militarily, if the Sirte - Al Jufra line is crossed by pro-GNA forces. The political opponent of the GNA, the internationally recognized House of Representatives (HoR) has already officially requested Egyptian military support. However, Turkey and Russia are now the two key foreign players on the ground in Libya. Actually, the GNA is fully dependent on Turkish support.

• Denmark should focus its attention on the border region between Iraq and Syria, which presents a high risk of insurgency, and is where the main Danish military contingency has been deployed since 2015. • Given the likely partial US withdrawal from Iraq, NATO and European governments should prepare for taking on new tasks and responsibilities. • The US-led coalition should allow and prepare SDF to negotiate alternative political/security arrangements, as SDF may have difficulty sustaining its presence in Syria.

4. Raising the Stakes in Jammu and Kashmir

What’s new? In August 2019, India unilaterally revoked Jammu and Kashmir’s semi-autonomous status, redrew its internal boundaries, and scrapped Kashmiris’ exclusive rights to immovable property and access to government jobs. To quell potential protests, the authorities ordered an unprecedented crackdown, which included detaining almost all local politicians and a months-long communications blackout. Why did it happen? Revocation of the Indian constitution’s Article 370, which gave Kashmir its previous status, had been on the Bharatiya Janata Party’s agenda for decades. Emboldened by its landslide win of a second term in May 2019, the government ordered the state’s overhaul soon afterward, without consulting Kashmiri politicians or society. Why does it matter? New Delhi claimed that its bold move would help bring peace and development to the region after three decades of conflict. One year later, its reforms, coupled with heavy-handed counter-insurgency tactics, have only exacerbated Kashmiri alienation and raised tensions with Pakistan. Kashmir’s youth continues to join militant ranks. What should be done? While New Delhi appears unlikely to reverse course, its international allies should strongly encourage it to restore Kashmiri statehood, free detained politicians and end security forces’ abuses against civilians. Pakistan’s partners should push harder for it to stop backing anti-India jihadists. Both countries should abide by their 2003 Kashmir ceasefire.

5. Silencing the Guns in Syria’s Idlib

With the Syrian regime’s offensive in Idlib paused, the time is now for a deal sparing the rebellion’s last stronghold the full wrath of reconquest. The parties should pursue an improved ceasefire including the regime, Russia, Turkey and the Islamist militants entrenched in the province. What’s new? A Russian-backed Syrian regime offensive against rebel-held Idlib halted when Russia and Turkey negotiated a ceasefire in March. Turkey is sending reinforcements, signalling a military response to what it deems a national security threat. For now, this step may dissuade Russia from resuming the offensive, but the standoff appears untenable. Why does it matter? Successive Russian-Turkish ceasefires in Idlib have collapsed over incompatible objectives, diverging interpretations and exclusion of the dominant rebel group, Hei’at Tahrir al-Sham (HTS), which is UN-sanctioned and considered by Russia and others a terrorist organisation. A Russian-backed regime offensive to retake Idlib likely would result in humanitarian catastrophe. What should be done? All actors should seek a more sustainable ceasefire – optimally including HTS, notwithstanding legitimate concerns about the group – that avoids the high military, political and humanitarian price of another offensive. Turkey should push HTS to continue distancing itself from transnational militancy and display greater tolerance for political and religious pluralism.

6. Turkey Wades into Libya’s Troubled Waters

Turkish intervention in Libya’s war stopped the besieged Tripoli government from collapsing. But fighting with Field Marshal Khalifa Haftar’s forces has since escalated, threatening a protracted conflict. Both Ankara and Haftar’s regional backers should urge their allies toward a return to negotiations and a ceasefire. What’s new? In January, Turkey stepped up military support to Libya’s UN-backed government of Prime Minister Faiez Serraj, stalling an offensive by forces allied with Field Marshal Khalifa Haftar. Its foray, underpinned by its own strategic, political and economic interests, has further complicated the already multi-layered Libyan crisis. Why does it matter? Turkey’s intervention has neither de-escalated the conflict nor yielded productive negotiations between rival political and military factions. It has instead exposed a different risk: the more outside actors provide military hardware and fighters to their respective Libyan allies, the longer the conflict may last and the deadlier it may become. What should be done? As Turkey’s intervention appears not to be producing a ceasefire or a return to negotiations, and since no outside actor is likely to back out unilaterally, Ankara should engage with other external players involved in the conflict to explore potential compromises regarding their respective interests in Libya and beyond.

Abstract:
In the last days of September 2020, Libya’s oil industry seemed to be on the verge of restarting its production after Gen. Khalifa Haftar announced the reopening of the oil fields and terminals that he had occupied and closed in the course of his offensive against Tripoli. The main damage caused by Haftar’s blockade is the dramatic plummet of oil production to less than 100,000 barrels per day (bpd) from the previous 1.2 million. The importance of the oil and gas industry in Libya cannot be underestimated since it is the main driver of the Libyan economy and accounts for about 60% of the country’s GDP. Oil production revenues and the dividends from oil sales are one of the main causes of the conflict that has been continuously ravaging the country since the fall of Muammar Qadhafi in 2011. The announced reopening represents good news that bodes well not only for a real resumption of political talks between the warring parties, but also for a more general improvement of the economic and social condition in the country, which is now on the verge of collapse. After the January 2020 blockade, the quick shutdown of oil sales led to a budget collapse: In April 2020, oil production data showed a drop of more than 80% with a loss of more than $10 billion in oil revenues. The economic impact of this stoppage directly hit the Tripoli-based National Oil Corporation (NOC), preventing the company from fulfilling contracts with international oil companies. After so many years of civil war, it has become evident that competition among various actors is principally over the country’s resources and control of its financial institutions. According to the 2015 UN-backed Libyan Political Agreement, the Tripoli government headed by Fayez Sarraj retains control of the Tripoli-based NOC and oversees the allocation of state funds deposited in the Tripoli-based Central Bank — these are the two channels through which oil revenues can flow legally and the only two institutions recognized by the UN Security Council. Haftar and the Eastern government accuse Tripoli of mismanaging hydrocarbon revenues and state funds, using them to fund militias backing the Government of National Accord (GNA), and failing to carry out reforms to stabilize the economy. For this reason, the Eastern authorities demand a change of leadership in both institutions: The Central Bank and the NOC. Indeed, the problem for Haftar has always been that he controlled oil production, but not oil revenues. After almost a year locked in a stalemate, the situation on the battlefield was reversed in April 2020. Thanks to Turkey’s military support, the GNA was able to counterattack and defeat the Haftar-controlled Libyan National Army (LNA) and push them back to the gates of the city of Sirte near the “oil crescent,” a coastal area home to most of Libya’s oil export terminals. The ceasefire proposed by the GNA at the end of August 2020 and accepted by the Tobruk parliament and its spokesman, Aguila Saleh, has restarted the political dialogue between the conflicting parties. Meanwhile, the malcontent of the population in both Tripoli and Benghazi, due to the deterioration of living conditions and lack of economic reforms, led to protests and demonstrations in both cities.

Abstract:
One painful lesson from the history of terrorism is just how dangerous one single capable international attack planner can be. Little has been written in English about Basil Hassan, a radicalized Danish engineering graduate of Lebanese descent who became one of the most dangerous international attack operatives within the Islamic State. In this issue’s first feature article, Mette Mayli Albæk, Puk Damsgård, Mahmoud Shiekh Ibrahim, Troels Kingo and Jens Vithner build on a two-year investigative report for the Danish public broadcaster DR to provide a detail-rich profile. The authors write: “As the key figure in a drone procurement network that stretched from Europe through Turkey to Syria, [Hassan] was instrumental in furthering the Islamic State’s drone-warfare capabilities. As ‘the Controller’ behind the 2017 Sydney airline plot, he pulled the strings from Syria in directing one of the most ambitious and innovative terrorist plots ever seen.” There are claims Hassan was killed in the second half of 2017, but the authors note that Danish counterterrorism officials are still not certain that he is dead. In our second feature article, Michael Knights and Alex Almeida find that “the Islamic State has recovered from its territorial defeats since 2017 to mount a strong and sustained resurgence as an insurgent force inside Iraq.” Their analysis of attack metrics from the past 18 months paints “a picture of an Islamic State insurgency that has regained its balance, spread out across many more areas, and reclaimed significant tactical proficiency.” The authors write that “now operating at the same levels it achieved in 2012, a number of factors suggest that the Islamic State could further ramp up its rural insurgency in 2020 and 2021. An input of experienced cadres from Syria, a downturn in Iraqi and coalition effectiveness, and now the disruption of a combined COVID and economic crisis will likely all feed into an escalating campaign of attrition against the Iraqi state, military, and tribes.” May 2020 marks the third anniversary of the suicide bombing attack at the Manchester Arena in the United Kingdom. Two brothers from Manchester of Libyan descent, Salman and Hashem Abedi, were responsible for the attack. Following the conviction of Hashem Abedi in a trial that concluded two months ago in the United Kingdom, Eran Benedek and Neil Simon outline what is now known about the genesis of the attack, the brothers’ web of connections in a British-Libyan jihadi nexus, and their links to Islamic State extremists. Finally, Nakissa Jahanbani provides a high-level analysis of attack trends from 2008 to 2019 of Iranian proxies in the Middle East, South Asia, and Africa using several open-source datasets.

In this month’s feature article, Michael Knights assesses the future of Kata’ib Hezbollah (KH) and Iran’s other proxies in Iraq. He notes that in the wake of the death of KH’s founder and leader Abu Mahdi al-Muhandis in a U.S. airstrike on January 3, 2020, “KH is still the engine room of anti-U.S. attacks in Iraq but it is less politically agile and operates in a more hostile counterterrorism environment where deniability and secrecy have become more important again.” He assesses that the “the Islamic Revolutionary Guard Corps Quds Force is also leaning on a more diversified model in Iraq, drawing on non-KH factions like Saraya al-Jihad and Saraya al-Ashura, and engaging more directly with Iraq’s minorities, including Sunni communities and the Shi`a Kurdish Faylis and Turkmen. History may be repeating itself as Iran develops new smaller and more secure Iraqi cells that are reminiscent of the formation of Kata’ib Hezbollah itself.” Our interview is with Drew Endy, Associate Chair, Bioengineering, Stanford University, who has served on the U.S. National Science Advisory Board for Biosecurity. He argues the United States urgently needs a bio strategy to take advantage of rapid advances in biotechnology, protect against the growing danger posed by its potential malevolent use, and prevent the United States from permanently falling behind as a biopower. “First, we need to demonstrate operational mastery of cells by learning to build them. Second and third, we need to build and secure the bio net. And we have to do this now, within the decade, so that we can translate these advances as infrastructure undergirding a uniquely American bio economy that projects power while advancing life, liberty, pursuit of happiness. If we do this, then we have a chance of taking infectious disease off the table. If we don’t develop and implement a coherent bio strategy, it’s game over, not to be dramatic.” In early August 2020, fighters loyal to the Islamic State captured the town and port of Mocimboa da Praia in Mozambique’s northernmost province of Cabo Delgado. They have yet to be dislodged from the town. Tim Lister examines a jihadi insurgency in Mozambique that has grown in sophistication and reach. This month marks 20 years since al-Qa`ida’s attack on the USS Cole, which killed 17 American sailors. Lieutenant Colonel Pete Erickson, Seth Loertscher, First Lieutenant David C. Lane, and Captain Paul Erickson assess the search for justice.

Five years ago today, Yemen became a new front in the “Middle East Cold War” when a Saudi-led coalition intervened to restore President Abdu Rabbu Mansour Hadi to power. Hadi, who took over the presidency after longtime authoritarian leader Ali Abdullah Saleh was forced out during the Arab Spring, had fled to Saudi Arabia in late March 2015 following a months-long takeover of the Yemeni capital of Sana’a by Ansar Allah, a Shia militia supported by Iran and known widely as the Houthis.
