61. Long Odds Struggles in East and Southeast Asia, the 1910-1920s and 2010-2020s

Abstract:
During the first decades of the last century, activists with ties to various parts of Asia embraced and then discarded different ideologies and found varying ways to connect with one another, sometimes in exile. What linked them were some shared grievances, such as a dislike of the way their community was being bullied or controlled by people in a distant capital and of the limits on their freedom to speak out on issues that concerned them and organize to bring about change. We have been seeing something similar in some ways but different in others take place now, as activists in and exiles from Hong Kong, Thailand and Burma take part in what is sometimes called "Milk Tea Alliance" struggles. There are obvious contrasts: importance of online connections now is novel; the Chinese state was a weak force a century ago, but is a strong one today; Vietnamese activists were a more central part of the earlier story than the current one; ties between South Asian and East Asian exiles were more notable a century ago; and there is no contemporary counterpart to the Comintern on the scene connecting radicals. And yet, this talk will argue, there are important echoes of the earlier period to be heard today, as well as much to learn about how different struggles in East and Southeast Asia influenced one another at other points in time, such as the 1980s. This talk will focus on Chinese activists of the early 1900s and Hong Kong ones now but place both groups in comparative and transnational perspectives, will move between the two eras with an eye toward reoccurrences, ruptures, and reversals.

Abstract:
Amid a wave of legislation targeting the LGBT+ community, anti-LGBT+ mobilization is increasing in the United States (see graph below). Anti-LGBT+ mobilization captured by ACLED — including demonstrations (both peaceful and violent), acts of political violence (including sexual violence, non-sexual attacks, and mob violence), and the dissemination of offline propaganda (like flyering) — rose fourfold from 15 events in 2020 to 61 in 2021. As of early June 2022 and the start of LGBT+ Pride Month, ACLED has already recorded 33 anti-LGBT+ events this year — putting 2022 on track to be a worse year for anti-LGBT+ mobilization than 2021.

Although the parliamentary elections on 15 May did not bring a breakthrough in the Lebanese political scene, the weakening of the dominant parties may facilitate reforms necessary to obtain foreign financial aid. The positive results for candidates related to the 2019 anti-government protests will mean a greater emphasis on the fight against corruption among the political elite. To avoid further instability in Lebanon, the EU could step up its support for that state’s institutions, including the Lebanese army, popular amongst the public.

In the first two weeks of 2022, Kazakhstan was ravaged by an unprecedented scale of protests, violence, and repression. While it is still very much difficult to know what exactly caused the clashes, what seems to be the case is that it involved the meeting of two different and separated dynamics. The first was peaceful protest, which originated in the west of the country because of the doubling of LPG prices alongside the solidarity expressed with the protesters in other parts of the country, i.e., in the north as well as in the east and the south. The second was the presence of violent bandits, criminals, and hooligans that in less than perfect coordination set ablaze Almaty, Taraz, Shymkent, and other centers in the south, which led to the bloodiest clashes in the history of independent Kazakhstan. In a series of rapid escalations, which even those inside the Central Asian nation are still struggling to understand, the initially peaceful marches descended into violence. On 5 January 2022, the Kazakhstani authorities, fearing for the collapse of the constitutional order and for the state to spiral into country‑wide bloodshed, decided to request the intervention of the Collective Security Treaty Organization (CSTO) to protect sensitive and strategic infrastructural objectives such as power grids and airports so to allow to the internal security forces to repress and quell the violence. On 6 January 2022, the CSTO Collective Security Council issued a statement indicating its decision to “send the CSTO Collective Peacekeeping Forces to the Republic of Kazakhstan for a limited period of time to stabilize and normalize the situation in that country.” The same day, these forces began to arrive in Kazakhstan. On 19 January 2022, the CSTO Secretary General informed the CSTO Collective Security Council that all contingents of its Collective Peacekeeping Forces have been withdrawn from the territory of Kazakhstan. Much ink has been spilled in writing about why these events took place, what caused them, who was behind them, and who or what favored them. Most of what has appeared in print has not been particularly coherent or accurate. The truth is that too little is known at the moment: much time will need to pass for scholars to gain a clear understanding of what exactly happened within the Kazakhstani security and elite apparatus so that these violent dynamics could be unleashed.

nterviews with thirteen activists reveal a deep sense of disappointment but also a shared conviction that a new reform movement will eventually rise and deliver lasting change to the region. Against the backdrop of simmering protests, endemic economic challenges, the continuing struggle to contain the Covid-19 pandemic, and fallout from the U.S. withdrawal from Afghanistan, The Washington Institute has launched a series of policy papers to help guide the Biden administration’s approach on democracy, reform, human rights, and political change across the Middle East and North Africa. The series addresses a range of questions: How do changes in the region over the last decade affect the new administration’s approach to these issues? How should the administration best prepare for the “new normal” of protests in the region? What are the policy tools at America’s disposal, and how might they be improved upon? How can Washington turn much-needed attention to new areas of focus, such as corruption and public-sector reform? What does public opinion research tell us about what the region’s publics want in their countries—and from the United States? And where might enhanced U.S.-EU coordination play a constructive role? The proposed answers will assist policymakers in advancing opportunities for reform, preserving U.S. interests, and navigating Middle East realities in the context of America’s global priorities. In the third essay in the series, Pulitzer Prize–winning journalist Roy Gutman opens up the floor for prominent activists to share their observations and lessons learned a decade after the Arab Spring. With a focus on six countries—Bahrain, Egypt, Libya, Syria, Tunisia, and Yemen—this paper shows that despite widespread disappointment with the eventual results of the uprisings, the desire for change persists, the fear barrier has been broken, and hope prevails that a new generation of reformers will ultimately deliver lasting change to the region.

The unrest has shown that many young people are not only rejecting the regime, but also steering away from long-time actors such as the clergy, reformers, and dissident politicians inside and outside the country. Since erupting on September 16, Iran’s latest wave of street protests has begun to pose a serious security and political challenge to the Islamic Republic, placing regime leaders in a uniquely puzzling situation. Interestingly, Supreme Leader Ali Khamenei has not commented on the turmoil, which was ignited by the torture and death of a young woman, Mahsa Amini, at the hands of the regime’s morality police (Gasht-e Ershad, or Guidance Patrol), reportedly for disrespecting regulations on wearing a hijab. Yet he and his circle are no doubt concerned about the movement’s novel aspects. Anti-regime protests are nothing new in the Islamic Republic. The largest one was sparked by massive fraud in the 2009 presidential election, bringing millions of people to the street until authorities cracked down on the movement’s leaders, Mir Hossein Mousavi and Mehdi Karrubi (Mousavi is still under house arrest to this day). The most recent round of widespread protests took place in 2019, after the government’s sudden decision to raise gasoline prices. At the time, the Islamic Revolutionary Guard Corps and police forces killed more than 1,500 people, a shocking record even by the regime’s brutal standards.

Despite the regime's crackdown, Iranian protestors are showing unprecedented resilience and unity in their demands, making the international community's next steps even more crucial. Once again, Iranians have come out into the streets to protest against their government, its policies, and its leaders. Once again they face a regime that has proved itself tone-deaf to widespread public discontent—responding instead with brutality, arrests, mass trials, and executions. But this recent wave of protests has proved different. The regime is being confronted by its own children—a generation of young women and men who seek not just reform, not just an easing of controls, but a regime change. The protest movement was triggered when 22-year old Mahsa Amini died while in police custody, beaten to death by the morality police on September 16 because the form of her hijab was not to their liking. Protests quickly erupted immediately after her death, and they are now in their third month.
