151. Measuring Geopolitical Power in India: A Review of the National Security Index (NSI)

Abstract:
This review examines how India perceives its own rise to power by undertaking a detailed analysis of the Indian National Security Index (NSI) for the period from 2003 to 2008. Like other power formulas, the NSI includes various indicators of power, though it is uniquely Indian in that it initially emphasized human development and later included ecology based on a holistic human‐security paradigm. The analysis demonstrates that this holistic approach has now been abandoned in favor of a more conventional one, and that the technical formulas and theoretical concepts of the NSI exhibit various inconsistencies and problems. In particular, one can recognize the absolute need for a unified standard for handling variables in the construction of composite indexes in general.

Abstract:
Significant changes have taken place in the distribution of political power in Latin American countries over the past decade, at both national and hemispheric level. A growing trend toward trans-regionalisation is evident in the political and trade relations of these countries. Changes in regional power dynamics have been further hastened as Latin American countries have distanced themselves from the United States. Moreover, the weakness of US hemispheric policy, resulting from the loss of strategic regional influence, has been compounded by the political and ideological changes in Latin America over the past decade.

Speaking in China on November 16, 2009, President Barack Obama said, “I think that the more freely information flows, the stronger the society becomes, because then citizens of countries around the world can hold their own governments accountable. They can begin to think for themselves” [video—transcript]. Secretary of State Hillary Clinton quoted most of the same phrase two months later in her own ringing endorsement of Internet freedom, delivered in a speech at the Washington, DC, Newseum on January 21, 2010.

Abstract:
Western debates and discussions surrounding China's soft power are more widely known than the discourse within China itself. While the broad parameters of Chinese discussions are fundamentally similar to those of their western counterparts, there are some variations as to how the Chinese perceive soft power. Soft power is after all a largely western concept that has only in recent years made inroads and found widespread acceptance within Chinese policy-making circles. However, broadly speaking, Chinese scholars and analysts agree with the definition of soft power as espoused by Joseph Nye, which is the use of attraction and persuasion in foreign policy, and the appeal of a country based on its culture, values, beliefs, policies, and way of life.

Abstract:
Worldwide, there has been a recent increase in expressions of cynicism. We are reminded that all power is hard power, and that being loved or respected is no substitute for being feared. The great power game of nations always continues, we are forewarned, even when a higher goal or rhetoric is evoked. Superpowers are selfish, arbitrary, and dangerous nations, and they should not be embarrassed to be so and not feel constrained by international legitimacy and laws. We are cautioned against assuming that the rise of the world's emerging powers is doing anything to the status of the United States as the sole superpower. Naturally, it would be a folly to think that global public opinion is, in effect, a “second superpower,” or is even a crucial factor. Such concerns are akin to the Lilliputians binding an unsuspecting Gulliver. Anyone harboring naive views needs to be told that good intentions are, at best, a distraction and a nuisance and, at worst, a recipe for disaster, given their imprudence. Cynics prefer to be unconcerned about the achievements of transnational normative actions, such as abolishing the slave trade or establishing the International Criminal Court.

156. The Ideological "Coherence" of the Brazilian Party System, 1990-2009

Abstract:
This paper contributes to the debate about the ideological coherence of the Brazilian party system. Using discriminant function analysis of 20 years of surveys of Brazilian legislators, we find that the party system now exhibits relatively little coherence. Though the Worker's Party (PT) is clearly distinct, no clear ideological differences exist between the placement of the system's three other main parties. Moreover, the spatial distance between the PT and the other parties is diminishing over time. Given the importance of a coherent ideological map to any consolidated party system, we question the notion that the Brazilian party system has gradually consolidated. Indeed, our results suggest the opposite: in recent years the Brazilian party system has become relatively more “inchoate.”

We live in the “Anthropocene” era – the Age of Humans: human activity impacts earth's at-mosphere, its climate system, and is the driver of one of the biggest mass extinctions in history.The rapid advancement and application of NBRIC technologies (Nanotechnology, Biotechnology, Robotics, and Information and Communications technology) both enable and exacerbate the global impact of human activity. The rise in speed and fall in the cost of computational analysis and the force multiplying convergence of NBRIC clusters have led revolutions in these inter-enabling technologies. Such technologies are located in biological systems where biotechnology and genetics, post-genomics, and epigenetics try and bridge the gulf between the genome and the or-ganism, and material systems, where advances in nanotechnology, robotics and information and communications technologies are ground-breaking.

Abstract:
During the period of the Bush presidency, from 2001-2009, there was much concern expressed, both domestically within the United States and internationally, about Washington's apparently cavalier attitude towards international law. 1 Much of this – though by no means all – was prompted by the US reaction to the 2001 attacks on New York and Washington (the so-called 'global war on terrorism'), and the decision in 2002/3 to opt for regime change in Iraq. For many commentators it seemed as though US policy in that period provided solid evidence that law within the international system was of little influence in the face of determined power. This perception reflects realist assumptions about the pre-eminence of national interest and power as determinants of policy. Of particular moment is the power of those states that fall within the category of 'great power' – and 'superpower' has a special quality all its own.

Turkey's vote against additional UN Security Council sanctions on Iran this year was viewed by many observers as a sign that Turkey is drifting away from the West. In reality, Ankara's relationship with the United States and the EU is much more complicated. Turkey's ambitious foreign policy and growing influence present the West with an opportunity to demand that Turkey play a more constructive role in the international community.

Ahmet Davutoğlu was appointed Foreign Minister of Turkey on May 1, 2009. Chief advisor to the Prime Minister since 2002, Davutoğlu is known as the intellectual architect of Turkish foreign policy under the AK Party. He articulated a novel foreign policy vision and succeeded, to a considerable extent, in changing the rhetoric and practice of Turkish foreign policy. Turkey's new dynamic and multidimensional foreign policy line is visible on the ground, most notably to date in the country's numerous and significant efforts to address chronic problems in the neighboring regions. Davutoğlu's duty will now shift from the intellectual design of policies to greater actual involvement in foreign policy, as he undertakes his new responsibilities as Minister of Foreign Affairs. The Davutoğlu era in Turkish foreign policy will deepen Turkey's involvement in regional politics, international organizations, and world politics.
