551. Measuring Human Well-being: Key Findings and Policy Lessons

Abstract:
This Policy Brief is an outcome of the UNU-WIDER research project 'Social Development Indicators'. The overall aim of the project was to provide insights into how human well-being might be better conceptualized and, in particular, measured, by reviewing various concepts and measures and then offering recommendations for future practice and research. This Policy Brief outlines a contextual background to the project, by introducing some key concepts and measures used in assessing achieved well-being, especially at the national level. Highlighted are some of the best known and most widely used well-being measures. The Policy Brief then provides an overview of the five edited volumes that have emerged from the project, summarizing some of the main conclusions.

Abstract:
Income inequality and relative poverty among the working-age population in Japan have risen to levels above the OECD average. This trend is partially explained by labour market dualism, with an increasing proportion of non-regular workers who are paid significantly less than regular workers, as well as by other factors, including the ageing of the workforce. Social spending as a share of GDP has been expanding in the context of population ageing, although it remains below the OECD average and the proportion received by low-income households is small. Consequently, the impact of social spending on inequality and poverty is weak compared to other OECD countries and inadequate to offset the deterioration in market income. The scope for increasing social spending is constrained by the fiscal situation. Instead, reversing the upward trend in inequality and poverty requires reforms to reduce labour market dualism and better target social spending on low-income households, particularly single parents.

Abstract:
Reducing poverty and social exclusion is an important objective for all French governments. Even though conventionally measured poverty is in fact lower than in most other countries, it is still higher than can be easily accepted. The current policy approach involves a large number of measures tailored to different circumstances. Some policies have unwanted side effects on labour market performance, and their cost-effectiveness could be improved to obtain better outcomes with the same resources. Concentrations of poverty and social exclusion in certain geographic areas and among certain groups of the population provide one of the most difficult challenges, for which contributions from education, labour market, housing, urban planning and anti-discrimination policies, as well as from the social services, are necessary.

554. Blair, Brown and the Gleneagles agenda: Making poverty history, or confronting the global politics of unequal development?

Tony Blair and Gordon Brown, the United Kingdom Prime Minister and Chancellor of the Exchequer respectively, set out a highly ambitious 'development' agenda for 2005 when it was the UK's turn to hold the Presidency of the Group of 8 and thus host than annual summit, held on this occasion in Gleneagles in Scotland. This agenda embraced issues of aid and debt, trade and climate change. It was given additional prominence by the activities of the Making Poverty History campaign. However, the G8 could never have worked to 'make poverty history' because such an achievement was not remotely within its compass. The details of the agreements reached at Gleneagles and at subsequent international meetings reveal a much less impressive record than the initial hyperbole suggested. The global politics of development is not animated any longer—if indeed it ever was—by what the 'North' is willing to do for the 'South'. It is driven instead by a complex 'global politics of unequal development' into which Blair and Brown's Gleneagles agenda has been swept up. The outcome may represent significant change in some of the patterns of global politics, but it will not mark the ending of poverty.

555. Decentralisation in Uganda: Exploring the Constraints for Poverty Reduction

It is often claimed that decentralisation is effective for the reduction of poverty due to inherent opportunities for higher popular participation and increased efficiency in public service delivery. This paper is a qualitative assessment of the potential of the Ugandan decentralisation reform for poverty alleviation. The Ugandan government initiated an ambitious decentralisation reform in 1992, which represents an example of full-fledged devolution with the transfer of far-reaching responsibilities to local governments. However, several shortcomings, such as low levels of accountability, insufficient human and financial resources, corruption, patronage, and central resistance to decentralisation, constrain the proper implementation of the reform, putting improvements in participation and efficiency at risk and ultimately jeopardising the intended impact on poverty.

Abstract:
The informal sector (IS) plays a significant role in developing countries viz. the provision of employment, income and supplying ignored markets. However, working and employment conditions within the sector are still poor. Its expansion and changing structures have thus drawn the attention of scholars and international policy makers to the factors hindering its formalisation. Among the factors addressed are the high costs of formalisation and the lack of incentives for operating in the formal sector. A variety of approaches have been adopted by different stakeholders to overcome these factors. This paper assesses these approaches along with the factors related to informality-formality trade-off and the issue of formalisation as a solution for firms' growth. By focussing on the problems faced by informal enterprises and the literature which addresses the options for accelerating the formalisation of informal enterprises, the paper will briefly summarise the weaknesses of these approaches.

Abstract:
Despite the vast accomplishments of the American credit system, approximately 35 million to 54 million Americans remain outside the credit system. For a variety of reasons, mainstream lenders have too little information on them to evaluate risk and thereby extend credit. As a result, those in most need of credit often turn to check cashing services and payday loan providers, with effective interest rates as high as 500 percent. The lack of reliable credit places them at a great disadvantage in building assets (such as homes, small businesses, or loans for education) and thereby improving their lives.

In stark contrast to the late 1990s, when employment and wages were growing at historic rates, the 2000s have been marked by an economic recession, stagnant wages for many workers, and job losses followed by what some have termed a “jobless recovery.”

559. Kids in the City: Indicators of Child Well-Being in Large Cities from the 2004 American Community Survey

Abstract:
Conditions for children living in large cities are worse than those for children nationwide on most measures of well-being. Children growing up in large cities are at greater risk of dropping out of school, living with parents who are not in the labor force, and residing in single-parent families. Children in large cities are twice as likely as children nationwide to have difficulty speaking English (10 percent compared with 5 percent), creating potential barriers for children in school and for young adults who are entering the labor market. As a reflection of these underlying disadvantages, in 2004, more than one-fourth of children in large cities lived in poverty.

560. Annexation and the Fiscal Fate of Cities

Abstract:
An analysis of the relationship between the annexation patterns and fiscal health of the nation's largest cities shows that: A city's ability to annex land from its surrounding county is a primary determinant of its fiscal health. Cities with greater abilities to annex have much higher bond rating scores. Of cities in large metropolitan areas, every city that expanded its boundaries by as little as 15 percent between 1950 and 2000 had a high bond rating in 2002. Conversely, all cities with low bond ratings are those that had been unable to expand their boundaries. The ability to annex land varies widely by region and state. Most high- bond-rated cities are located in “big box” states (primarily in the South and West) where land is more easily annexed. Most low-bond-rated cities are in “little box” states (primarily in the Northeast and Midwest) where land is more difficult, or impossible, to annex. Annexation is far from an outmoded, dying practice. During the 1990s, about 90 percent of the central cities that could annex additional land did so. Collectively, in just one decade they expanded their municipal territory by more than 3,000 square miles.
