Today, hunger, poverty, and desperation remain prevalent throughout much of the developing world. If we are to live in a 21st century more prone to peace than violence, the developed countries must move expeditiously to address the developing countries' requirements for energy, water, and agricultural production. The availability, accessibility and affordability of energy, water and food supplies are vital to the economic development that is required to alleviate global poverty, to reduce global tensions, and to address global environmental degradation.

Abstract:
For many years, much of the sciences, both natural and social (including economics), has been dominated by a naturalist (or modernist or structuralist) worldview that generally assumes that the universe and life are purposeless and that mankind is simply a more complex, material version of all else in the natural world. In other words, an individual human is viewed as no more and no less than a system of molecular processes determined by natural physical laws. In this system, all human endeavor and ideas are determined solely as the product of a mechanistic, causal process of physical events.

Abstract:
This paper assesses poverty trends by using human development outcomes rather than by using income measures alone. It shows that the decade of the 1990s was a decade of prosperity and progress for the world but also of development disaster for many of the world's poorest countries where key indicators of human development not only failed to progress but began to register reversals based on both income and capability indicators. The paper goes on to identify the poorest performing countries and examines their characteristics. These characteristics suggest common constraints that they face, constraints that merit attention in the fight against global poverty.

Abstract:
Following major economic reforms, the Slovak economy has grown strongly in recent years, driven by rapid productivity growth, but still has far to go to catch up to the per capita income levels in the advanced European countries. The incoming government has made achieving a more equal distribution of income a priority insofar as this can be done without damaging long-term growth prospects. There is considerable scope both to strengthen growth prospects and to reduce income inequality by raising employment rates, improving education outcomes (including by reducing the impact of socio-economic background), and by removing barriers to product-market competition. The new government has also reiterated its commitment to Slovakia's entry into the euro area in January 2009 and has taken steps to make it probable that Slovakia will satisfy the Maastricht criteria for entry on a sustainable basis. Policies may need to be adapted to support macroeconomic stability in the currency union.

Looking at the work of the Center today, with programs that have touched lives in more than 70 countries promoting peace and good health, it is safe to say that the Center has far exceeded Rosalynn' s and my initial dreams.

536. Sovereignties, the World Conference against Racism 2001 and the Formation of a Dalit Human Rights Campaign

Abstract:
This paper examines how the World Conference against Racism in Durban 2001 intensified an old debate in India about caste and race. The controversy arose after the 'National Campaign on Dalit Human Rights' wanted to present caste discrimination in Durban as equivalent to racial discrimination. The Indian government protested, and distinguished sociologists entered the fray by claiming that race is a western concept which cannot be compared to caste, strengthening the official position. Conceptual logic became central to the debate. First, the position represents conventional knowledge, which reflects the anti-colonial attempt to define race as being irrelevant to India. But, secondly, the scholarly discourse acted to exclude oppression from the debate in clear contrast to the Durban agenda on racism and intolerance. The debate showed, broadly, how Durban represented a transformative potential by connecting global racism discourse to the moral status of an embedded postcolonial state. Further, the paper argues that the dominating conceptual focus reflects a paradigmatic individualism, which informs the scholarly approach to modern caste formations. While individualist approaches exclude Dalit rhetoric as subjective, they do not sufficiently acknowledge that the exclusionary logics inflicted on Dalits in modern bureaucratic institutions is a racial dynamic. To shed light on the Durban controversy, the paper outlines the larger background to caste in India and provides examples of Dalit discourse. It also presents the formation of the hum an rights network and controversial issues regarding the way they define themselves as NGOs, Dalits and Christians. These attributed properties were fundamental for the debate(s). Durban cannot be seen as an episode with tangible empirical impact. Rather, the debate was an intense moment in an ongoing historical argument about hierarchical practices and equality in India as well as about its moral status in the global community. In December 2006, however, at an international conference in New Delhi, the Prime Minister of India compared the Dalit situation to apartheid.

537. Poverty Reduction and the Poverty Reduction Facility at the IMF: Carving a New Path or Losing its Way?

Abstract:
Since 1999, all concessional lending by the International Monetary Fund (IMF) must be targeted at poverty reduction. The paper critically examines the design and implementation of the IMF's poverty reduction initiative by focusing on the operations of the Poverty Reduction and Growth Facility (PRGF). The data relating to the lending activity of the facility, coupled with an econometric explanation of the size of a PRGF arrangement in terms of key macro-economic variables, reveal some surprises. Not only does the lending activity of the new facility not appear to be much different-in frequency, size or total lending-than that under the Structural Adjustment Facility or Enhanced Structural Adjustment Facility (SAF/ESAF), but the average lending to individual countries over the period 2000-2004 is also inversely related to the human poverty index. At a time when IMF is quickly losing its traditional clientele, such findings raise doubts about the fund's efficacy in administering development finance.

Abstract:
Today's global health programs will attain their objectives only if products appropriate to the health problems in low-and middle income countries are developed, manufactured and made available when and where they are needed. Achieving this requires mobilizing public and charitable money for more and better products to diagnose, prevent and treat HIV/AIDS, tuberculosis, malaria, reproductive health problems and childhood killers. But more money is only one part of the story. Weak links in the global health value chain—from research and development (R) through service delivery—are constraining on-the ground access to essential products. The consequences of those weak links are many: supply shortages, inefficient use of scarce funding, reluctance to invest in R for developing country needs and, most important, the loss of life among those who need essential products.
