481. Asset-Based Poverty in Rural Tajikistan: Who Climbs out and Who Falls in?

Tajikistan's rural sector has witnessed substantial development since the country began to emerge from civil conflict in 1999. Gross agricultural output increased 64 per cent from 1999 to 2003, and there were significant developments in the agricultural reform agenda. This paper uses the panel component of two surveys conducted in Tajikistan at one-year interval (2003 and 2004) to explore the major determinants of the transition out of/into poverty of rural households. Poverty status is measured in the asset space, thus indicating structural rather than transitory poverty movements. The empirical analysis reveals several interesting findings that are also important from a policy perspective: first, cotton farming seems to have no positive impact on poverty levels, nor on mobility out of poverty. Second, the rate of increase in the share of private farming at the district level had little impact on poverty levels and poverty mobility.

482. Where Does the Money Go? Best and Worst Practices in Foreign Aid

Abstract:
This paper does not address the issue of aid effectiveness—that is, the extent to which foreign aid dollars actually achieve their goals—but instead focuses on “best practices” in the way in which official aid is given, an important component of the wider debate. First, we discuss best practice for an ideal aid agency and the difficulties that aid agencies face because they are typically not accountable to their intended beneficiaries. Next, we consider the transparency of aid agencies and four additional dimensions of aid practice: specialization, or the degree to which aid is not fragmented among too many donors, too many countries, and too many sectors for each donor); selectivity, or the extent to which aid avoids corrupt autocrats and goes to the poorest countries; use of ineffective aid channels such as tied aid, food aid, and technical assistance; and the overhead costs of aid agencies. We compare 48 aid agencies along these dimensions, distinguishing between bilateral and multilateral ones. Using the admittedly limited in- formation we have, we rank the aid agencies on different dimensions of aid practice and then provide one final comprehensive ranking. We present these results as an illustrative exercise to move the aid discussion forward.

The Romani community is the most marginalized and disadvantaged ethnic community in Georgia. Although accurate estimates are hard to establish, the population is thought to number up to 1,500 persons, living in multiple small settlements across Georgia. Extreme poverty, unemployment, lack of education and health care, and isolation from larger society comprise several of the major problems the community as a whole is facing. The overall situation for the Roms in Georgia has significantly deteriorated since the Soviet period, leaving the population practically devoid of any means to lift themselves out of their often devastating circumstances.

“Eastern Africa” denotes the geographical area comprising the seven member states of the Intergovernmental Authority on Development (IGAD): Djibouti, Eritrea, Ethiopia, Kenya, Somalia, Sudan, and Uganda. Tanzania is also included because it has had long historical and political interactions with Kenya and Uganda within the rubric of the East African Cooperation (EAC). The main challenges to human security in this region have originated from political and state fragility, resource scarcities, and environmental degradation. All these factors have contributed to a regional context that is characterized by intrastate conflicts, interstate wars, and political extremism. Raging civil wars and interstate conflicts have, in turn, produced forms of statelessness and marginality that have deepened societal insecurities and strained human livelihoods. Consequently, in addition to profound political instability and economic destitution, human security is arrayed against escalating communal violence, small arms proliferation, and massive movements of people within and beyond the region.

Abstract:
Never before has there existed a stronger global consensus on a global development agenda, defined in the Internationally Agreed Development Goals (IADGs) that include specific, quantitative and time bound targets and incorporate the Millennium Development Goals (MDGs). Yet it is often noted that the IADG endorsements have lacked action due to inadequate 'ownership'. This paper explores this issue empirically by analyzing Poverty Reduction Strategy Papers of 22 developing countries and policy frameworks of 21 bilateral programs. The paper finds that there is a high degree of commitment to IADGs/MDGs as overall policy objectives but that action programs are selective. These policy instruments prioritize narrowed down MDG agenda of economic growth for reducing income poverty, social investments and good governance such as the rule of law, but many neglect the broader agenda of equity, pro-poor growth, employment, hunger, democratic governance and human rights principles. Links with national and donor policy processes can be strengthened by use in programming and evaluation processes. Security is not an MDG but a clear donor priority. Establishing quantitative targets for these goals, especially equity, democratic governance and security should be considered.

Abstract:
It is often argued that the formal and informal financial sectors in developing countries have failed to serve the poorer section of the community. Collateral, credit rationing, a preference for high income clients and large loans, and lengthy bureaucratic procedures of providing loans keep poor people outside the boundary of the formal sector financial institutions in developing countries. On the other hand, the informal financial sector has also failed to help the poor. Monopolistic power, excessively high interest rates, and exploitation through the undervaluation of collateral have restricted the informal financial sector in providing credit to poor people for income generating and poverty alleviation purposes.

489. Does the Microfinance Lending Model Actually Work?

Abstract:
Microfinance institutions (MFIs) have expanded throughout the developing and developed world and now serve over 10 million households worldwide. Despite the relative poverty of their clients, MFIs have been able to extend credit to poor households, while still maintaining high repayment rates and financial sustainability. Much of this success has been attributed to MFIs innovative use of peer group lending—the practice of allocating loans to individuals with little or no collateral—but with social capital in the form of peers who are also co-applicants and who in many cases are jointly liable. Practitioners and pundits attest to the ability of group lending to increase incomes, consumption, and the stock of human capital for those households facing severe credit constraints. Recent theoretical and empirical work, however, has begun to cast doubts on many of these claims. Not surprisingly, the apparent success, or lack thereof, of peer group lending has drawn the attention of numerous development researchers.

Abstract:
A libertarian movement that emphasizes free markets to reduce poverty has grown strong in recent years. The think tank World Resource Institute advocates 'development through enterprise' and emphasizes business models driven by a profit motive that engage the poor as producers and consumers. The Private Sector Development network, part of the World Bank, focuses on private sector led growth in developing countries. CK Prahalad a prolific exponent of this perspective argues that selling to the poor people at the 'bottom of the pyramid' (BOP) can be profitable and simultaneously help eradicate poverty. The BOP proposition has caught the attention of senior executives and business academics. Many multinational companies (such as Unilever and SC Johnson) have undertaken BOP initiatives; the world's top CEOs have discussed this topic at recent sessions of the World Economic Forum. Several business schools (such as University of Michigan and University of North Carolina) have set up BOP centers.
