Abstract:
Today, the world produces enough to feed all seven billion of its inhabitants - but nearly a billion people still go without. This paper is about why this global scandal continues, and what can be done to solve it. Its central argument is that access to food is as important as how much food is produced - and that in a world of food price volatility, climate change and other kinds of shocks and stresses, the challenge of building resilience in the food system takes on overwhelming importance.

This was followed by widespread crop failure and a food emergency in 2009, affecting an estimated 2.5 million people (de Schutter 2010). With a heavy reliance on imported staple grains and the most productive lands allocated to export crops, Guatemala's food system is broken.

This report analyses the number of reported disasters in those regions where the majority of the world's poor and vulnerable people live: sub-Saharan Africa, South and South-East Asia, and Latin America and the Caribbean. It presents analysis of the trends in the number of reported disasters, assesses what country-level factors influence the reported number of disasters, and compares the findings with independent published studies.

275. Minding the Money: Governance of climate change adaptation finance in Nepal

Abstract:
Climate change is an urgent concern in Nepal. In recent years, the country has faced more than its fair share of extreme weather patterns. Increases in temperature extremes, more intense rainfall, drier winters and delays in summer monsoons have become quite common and are expected to get worse. In fact, a recent Climate Change Vulnerability Index, calculating susceptibility to impacts of climate change over the next 30 years, places Nepal 4th out of 170 countries. This report examines the national situation of climate change adaptation policy and programming, highlighting key areas of progress, weakness and challenges. The report notes that current initiatives have yet to deliver benefit to the marginalized and vulnerable communities in the country - the very groups that need it most. Based on the findings, the report presents a set of recommendations for the Government, donor community and civil society.

Abstract:
Casabonne and Kenny argue that two major factors underlie improved global health outcomes: first, the discovery of cheap technologies that can dramatically improve outcomes; second, the adoption of these technologies, thanks to the spread of knowledge. Other factors have played a role. Increased income not only allows for improved nutrition, but also helps to improve access to more complex preventative technologies. Institutional development is a second key to the spread of such complex technologies. Nonetheless, evidence of dramatic health improvements even in environments of weak institutions and stagnant incomes suggests that the role of these factors may be secondary.

277. Declining Inequality in Latin America: Some Economics, Some Politics

Abstract:
Latin America is known to have income inequality among the highest in the world. That inequality has been invoked to explain low growth, poor education, macroeconomic volatility, and political instability. But new research shows that inequality in the region is falling. In this paper we summarize recent findings on inequality, present and discuss an assessment of how the type of political regime matters and why, and investigate the relationship between changes in inequality and changes in the size of the middle class in the region. We conclude with some questions about whether and how changes in income distribution and in middle-class economic power will affect the politics of distribution in the future.

278. Redefining Food Security in the Face of Foreign Land Investors: The Philippine Case

Abstract:
The Philippines is a country targeted by foreign investors seeking agricultural land. It is promoting itself to them in the hope of securing their business. These investors frequently use food security language to justify their competitive pursuit of scarce agricultural resources in poorer countries on the basis of shoring up their own domestic food supplies. The usual understanding of food security in economic terms of supply, demand and competition largely validates these strategies. Instead, this paper proposes to redefine food security in terms of protecting vulnerable populations from the structural violence of involuntary hunger. By viewing food security in terms of hunger, it becomes clear that the land deals are more likely to worsen than improve the situation for the Filipino rural poor. Rethinking food security this way also offers the opportunity to re-examine the challenges facing Philippine agriculture. This new framing is particularly instructive for thinking about alternative approaches to applying foreign agricultural investment in ways that not only benefit the rural poor and alleviate involuntary hunger but also increase overall food availability, including surpluses for export.

There is much happening in Africa that is positive— economically, socially, and politically. But a large share of the continent remains fragile, putting those gains at risk. The most pressing challenges facing many African states are paramilitary threats— threats that are beyond the ability of most police forces and frequently transcend national borders. Organized crime, rural banditry, piracy, local warlords, guerrillas, ethnic and religious violence, and extremist Islamist groups are just a few of an array of such threats.
