101. El Nino: The case for urgent action

Abstract:
Millions of poor and vulnerable people face hunger and poverty this year and next because of record global temperatures, droughts and erratic rains in 2014 and 2015, compounded by the development of possibly the most powerful El Niño on record. Strong leadership at every level of government and a coordinated international effort are required to avoid the failures of the 2011 Horn of Africa drought, when the international system was slow to respond and widespread suffering ensued. Urgent humanitarian response is required in places already in crisis such as parts of Ethiopia. This paper focuses particularly on other places, where the crisis is currently unfolding, and where there is still the opportunity for rapid action to mitigate the worst impacts of El Niño.

In Myanmar, the garment industry is booming thanks to an upsurge in investment by international brands, but garment workers are facing tough conditions. According to new research from Oxfam and labour rights groups in Myanmar, garment workers are working up to 11 hours a day, six days a week, but remain trapped in poverty. Following decades of economic isolation, political reforms have seen global retail heavyweights like GAP, H&M, Primark and Adidas starting to source from Myanmar factories. With the garment industry growing quickly, companies need to act now to ensure that workers making their products can access their fundamental rights and provide a decent living for themselves and their families. This briefing paper presents the research findings and makes recommendations for international sourcing companies and factories to help them protect garment workers’ rights.

Climate change is inextricably linked to economic inequality: it is a crisis that is driven by the greenhouse gas emissions of the ‘haves’ that hits the ‘have-nots’ the hardest. While COP21 in Paris will see a deal negotiated between governments on the basis of the total emissions produced in their territories, the real winners and losers will be their citizens. The true test of the deal will be whether it delivers something for the poorest people who are both the least responsible for and the most vulnerable to climate change, wherever they live. In this briefing Oxfam presents new data analysis that demonstrates the extent of global carbon inequality by estimating and comparing the lifestyle consumption emissions of rich and poor citizens in different countries. Asia is home to some of the world’s fastest growing economies. Yet millions of people remain poor, while a handful gets richer and richer. Asia needs a development model that leaves no one behind: not the workers and farmers, who act as the driving force behind Asia’s growth – and certainly not the women, who take on the lowest paying jobs in the region. This model must also consider constraints, particularly the earth’s finite natural resources which future generations need to survive. It must move away from carbon dependence and must anticipate and plan for the impacts of climate change. These principles together inform inclusive and sustainable development, which Asian governments can use as a roadmap to transform their societies in an era of vanishing resources and staggering inequalities.

In my second week on the job as the second United States Ambassador to the Association of Southeast Asian Nations (ASEAN), I headed to Naypyidaw, Burma to meet President Obama at the East Asia Summit. There I witnessed one of the many reasons the United States has increased its engagement with ASEAN: ASEAN convenes Asia. In 1967, leaders of five nations formed ASEAN, renouncing the violence that had characterized their relationships and dedicating themselves to furthering the prosperity of the region. Five more countries joined in the intervening decades and now ASEAN’s Member States, with a total population of some 625 million, are Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand, and Vietnam. ASEAN has delivered well on its primary mission: to keep the peace among a group of member states with huge diversity in levels of economic development, political systems, cultures, religions, and size. This foundation of geopolitical stability has allowed the economies in Southeast Asia to take off and lift tens of millions out of poverty. As a whole, ASEAN has enjoyed the third highest growth rate in the world over the past decade.

Abstract:
Syrians constitute the biggest national group migrating to Europe in 2015, according to Frontex. Of all the social diversity within a single society, two generalised profiles of a Syrian refugee can be inferred from available information: a poorer, rural worker based in camps in Jordan, Turkey and Lebanon, and a richer, middle-class professional living outside of refugee camps, recently migrating to Europe via the Greece and Western Balkans route. While Europe has so far received the best of the Syrian society, poorer Syrians may also be on the move without an immediate and substantial improvement of educational infrastructure and their legal labour market status in host countries.

The Millennium Development Goals (MDGs) were a game-changer because they channelled aid and developing countries’ revenues into a discrete package of priorities for eradicating extreme poverty. Undeniably, significant progress was made across peaceful developing countries against the eight MDGs (see box). According to the World Bank, absolute poverty has been halved (although not evenly in each country and region). In 1990, 43.1 per cent of the population in developing countries lived on less than 1.25 US dollars (USD) a day; by 2010, this rate dropped to 20.6 per cent. The world is close to attaining universal primary education too – 90 per cent of children in developing countries are completing primary education (although sub-Saharan Africa is behind at 70 %) (World Bank, 2014).

Europe is facing unacceptable levels of poverty and inequality. Instead of putting people first, policy decision making is increasingly influenced by wealthy elites who bend the rules to their advantage, worsening poverty and economic inequality, while steadily and significantly eroding democratic institutions. Austerity measures and unfair tax systems across Europe are skewed in favour of powerful vested interests. It is time to reverse the course of poverty and inequality in Europe, putting people first.

The emerging economies Brazil, China, India, Indonesia, Mexico, Russia, South Africa and Turkey - in short, the BRICSAMIT - have come to be considered the economic powerhouses of recent decades. Not only have these countries managed to reduce poverty; most have embarked on a steep economic growth path and play an increasingly influential role on the global scene. But today, all eight BRICSAMIT countries occupy the top ranks as some of the most unequal countries in the world. The price these countries - and millions of their citizens - pay for this is high. Excessive inequality hampers development prospects: negatively impacting growth potential, threatening poverty reduction, leading to mass migration flows and 'brain drain', and reducing opportunities for young people. This report, which was commissioned by civil society networks across the BRICSAMIT countries, aims to increase the urgency to tackle the structural causes of inequality by shedding light on the nature and scope of the issue in the BRICSAMIT, and the economic, political and social consequences these countries are now facing as a result.
